ArcGIS ArcView 8.3 is necessary to view the fully functional MXD map document on this CD-ROM. ArcGIS is licensed software that can be purchased from ESRI www.esri.com. The suite of software is available in three levels of licensing depending on user needs. Check your ArcGIS documentation for system requirements or the ESRI website for additional information.
