Actinolite on a Limestone skarn outcrop with iron and manganese oxides (desert varnish), adjacent to a zone of iron mineralization, epidote, and chlorite.

SPECTROSCOPIC_DISCUSSION:

Actinolite surface coating on calcite. Broad generic Fe+2 one micron absorption feature with strong 1.39, 2.31, and 2.39 actinolite features.
The sharp 1.39 micron OH feature (with the 2.3 features) identifies actinolite.
The minor minerals identified with XRD may slightly influence the actinolite spectrum.
