   The record for WY1954 does not meet the requirements in the text for periods of constant flow as there was no
   gage-height record for the first three months of WY1954. The quality of the record at this station does not support
   using it at a time scale shorter than monthly.

Monthly and longer averages for 35 water years are acceptable (all years except partial years).
