A mining restriction grid was created for the Powder River Basin, Montana and Wyoming. The grid was produced as part of the work performed by the U.S. Geological Survey's U.S. Coal Resource and Reserves Assessment Project. The grid portrays the areas of the surface that would restrict mining within the Powder River Basin.

The mining restriction grid was created to define the surface areas within the Powder River Basin, as identified by the States of Wyoming and Montana where mining would interrupt, discontinue, or preclude public access or safety. The grid was also used to determine the areas of each underlying coal bed that would be restricted to mining due to the presence of these areas.

Alluvial valley: A shapefile containing the location of some alluvial valley floors in the Powder River Basin, Wyoming, where mining would interrupt, discontinue, or preclude farming was obtained from the Casper Field Office of the BLM. The shapefile, already in the UTM, zone 13 (NAD27) coordinate system, was brought into ArcView and clipped to the project extent of the Northern Wyoming Powder River Basin. The location and shapes of additional alluvial valley floors were obtained from a figure in a BLM resource management plan involving the Northern Wyoming Powder River Basin. The figure was converted from a paper copy to digital form and imported into ArcGIS. The additional alluvial valley floors were digitized in ArcGIS, converted to a coverage, and transformed to the UTM, zone 13 (NAD27), coordinate system. The transformed coverage was imported into ArcView, converted to a shapefile, and combined with the previously clipped shapefile of alluvial valley floors. The combined shapefile was converted to a grid (25-meter cell size) and all cells within the grid that coincided with cells within the railroads restriction grid, the mined-out coal grid, and the towns restriction grid were reassigned a value of '0'.
Hilight Gas Plant: The surface restriction for the Hilight gas plant was obtained by converting a paper copy of the Hilight 7.5-minute topographic map (USGS) to digital form and importing the digital file into ArcGIS. The area containing the Hilight gas plant, including a 300-foot buffer surrounding the plant, was digitized in ArcGIS, converted to a coverage, and transformed to the UTM, zone 13 (NAD27), coordinate system. The transformed coverage was imported into ArcView and converted to a shapefile. The shapefile was converted to a grid (30-meter cell size) and all cells within the grid that coincided with cells within the railroads restriction grid were reassigned a value of "0".
Interstate Highway 90 : A shapefile containing the location of interstate highway routes within Wyoming was downloaded from The Wyoming Natural Resources Data Clearinghouse. The shapefile was brought into ArcGIS and clipped to the project extent of the Gillette Coalfield, resulting in only interstate highway 90 remaining. The clipped shapefile was projected from the Geographic coordinate system (NAD83) to UTM, zone 13 (NAD27). The clipped and projected shapefile was imported into ArcView and a 225-foot buffer was added to each side of the interstate highway route line. The shapefile was converted to a grid (30-meter cell size) and all cells within the grid that coincided with cells within the towns restriction grid and the mined-out coal grid were reassigned a value of "0".
Railroad Mainlines: A shapefile containing the location of railroad routes within Wyoming was downloaded from The Wyoming Natural Resources Data Clearinghouse. The shapefile was brought into ArcGIS and clipped to the project extent of the Gillette Coalfield. The clipped shapefile was projected from the Geographic coordinate system (NAD83) to UTM, zone 13 (NAD27). The clipped and projected shapefile was imported into ArcView and the railroad spur lines were deleted, leaving only the main railroad routes. A 300-foot buffer was added to each side of the remaining railroad route lines. The shapefile was converted to a grid (30-meter cell size) and all cells within the grid that coincided with cells within the towns restriction grid and the mined-out coal grid were reassigned a value of "0".
Towns: A shapefile containing the location and boundaries of Wyoming towns was downloaded from The Wyoming Natural Resources Data Clearinghouse. The shapefile was brought into ArcGIS and clipped to the project extent of the Gillette Coalfield, resulting in only the towns of Gillette and Wright remaining. The clipped shapefile was projected from the Geographic coordinate system (NAD83) to UTM, zone 13 (NAD27). The clipped and projected shapefile was imported into ArcView and a 300-foot buffer was added to the outside of the municipality boundaries for Gillette and Wright. The surface restriction buffers for Gillette and Wright were obtained from a figure in a BLM resource management plan involving the Gillette Coalfield. The figure was converted from a paper copy to digital form and imported into ArcGIS. The surface restriction buffers were digitized in ArcGIS, converted to a coverage, and transformed to the UTM, zone 13 (NAD27), coordinate system. The transformed coverage was imported into ArcView, converted to a shapefile, and combined with the shapefile of the buffered towns of Gillette and Wright. The combined shapefile was converted to a grid (30-meter cell size) and all cells within the grid that coincided with cells within the mined-out coal grid were reassigned a value of "0".
