Features in this dataset represent public roads that are functionally 
classified as "local".  Features are represented by polyline (linear) 
geographic shapes.

15.) Congested: This field was added in 2000.  Avoids congestion on 
plotted maps by printing county roads with a paved surface in a thinner 
line.  The value of this field may be YES or leave it blank.  YES means 
plotting local roads that have a paved surface in a thinner line. If it 
is blank, road is not in a congested area.
