Crystal City #6031C

Resmag was missing from Line 820 and 840.  Resmag was calculated for these lines 
using IGRF 65 and a median date of April 23, 1977.  An elevation channel was created 
by sampling the topographic grid for Texas and adding it to the radar altitude.
Resmag was not changed in the rad file.
