Phoenix #6109

In the radiometic file, lines 517-5219 did not exactly match lines 17-219 in the magnetic
file.  The latitudes and longitudes were off by as much as 0.0015.  Also the lats and longs
for these lines in the rad file were decimated by about 2/3 from the mag file.  The tape
containing the Phoenix rad did not contain these lines.  They were scanned from a paper copy
or fiche.  The mag file does agree with lines 1-16.

Also, for lines 517-5219, we are not sure the elements were acurately identified as to which
column each belonged to.
