Process_Date: 19980000 Process_Step: Process_Description: A polygon coverage was created that contains land status and Federal mineral ownership in the Uinta Basin and surrounding area, northeastern Utah. This ownership coverage was clipped by a box with x, y extent slightly larger than the resource area of the southern Wasatch Plateau and was ultimately unioned with the previously unioned polygon of County, 7.5' quadrangle and Townships. Following is a detailed description of how the coverage for surface and mineral ownership was generated. It was derived by intersection and overlay of two ARC/INFO coverages, one of land ownership and another of Federal oil, gas, coal and other minerals ownership. The coverage of land status was extracted from the Statewide Utah land ownership coverage for Gap Analysis. The coverage of mineral ownership was created using an INFO file that contained items (fields) that categorize oil, gas, coal and other minerals ownership based on the work done by the former U.S. Bureau of Mines (USBM) for their special report- 'Availability of Federally Owned Minerals for Exploration and Development in Western States, Utah, 1988'. The method used by USBM to generate subsurface mineral management status was to generalize to the section level. Each whole section is defined as being the management status for 50% or more of that section. This INFO file was joined to a portion of the Statewide Public Land Survey System (PLSS) from Utah Trust Lands Administration on a common item that defined section, township, range and quadrant. The coverages were subsequently integrated using the Arc/Info UNION command to produce an output coverage that contains both surface and mineral ownership. The coverage was then dissolved to remove extraneous section lines. The union of coverages of dissimilar scale will produce an inordinate amount of sliver polygons. This problem was resolved by using an aml to automate the removal of polygons smaller than 100,000 km.sq. This aml works best on coverages containing no added attributes, therefore the Arc/Info UNION/NOJOIN option was used to create the initial coverage. The remaining sliver polygons were edited manually or by use of editing amls. The manual editing process was performed systematically by 100K-scale quadrangle until all node errors and obvious polygon errors were corrected. The coverage was checked against the 1995 State of Utah Land Aministration map for surface accuracy and the 1988 Bureau of Mines mineral status maps for Federally-owned minerals accuracy. Following elimination of slivers, the original attributes were added back into the coverage with the Arc/Info JOINITEM command. The output coverage contains two added attributes, SURF and FEDMINS, which identify surface ownership and Federal mineral ownership. The item SURF was populated by using the surface ownership coding scheme developed by the USGS Energy Resources Program's Federal Lands Assessment project. Ownership from item NAMES in the original land ownership coverage were consolidated in item SURF. The item FEDMINS was populated based on values in PLATE_II and PLATE_III of the original Federally-owned minerals coverage. Only items SURF and FEDMINS were retained in the output coverage. The coverage was carefully checked against the original coverages in ArcView and edited as necessary in Arcedit. Later, land and mineral exchanges took place in Utah after the Grand Staircase-Escalante National Monument was created by Presidential Proclamation. In 1999, the updated data were provided by the Utah School and Institutional Trust Lands Administration (SITLA), and the USGS incorporated those land and mineral ownership changes into this data set. This coverage was then unioned to the previously unioned coverage containing Counties, 7.5' quadrangles, Townships, and ownership. Process_Date: 19980000 Process_Step: Process_Description: A coverage was generated from a gridded file of data representing the overburden thickness to the base of the coal-bearing Blackhawk Formation (same as the top of the Star Point Sandstone). The overburden grid is a result of subtracting the grid for the top of the Star Point Sandstone (see was_strc.met for details of this grid file) from the grid of the earth's surface in EarthVision (EV). The surface grid is a mosaic of 24K Digital Elevation Models of the southern Wasatch Plateau imported through EV. A map of the overburden to the base of the Blackhawk was plotted in EV with a contour interval of 500 ft. The contour lines were saved in a contour output file. The contour output file was converted to a file in 'arc generate' format using ISMARC and then converted to an ARC/INFO polygon coverage using an Arc Macro Language program from the Illinois State Geological Survey. In ARC/INFO, the overburden coverages were unioned with the previously unioned coverage of Counties, 7.5' quadrangles, townships, and surface and mineral ownership, and reliability categories. The net coal thickness does not include coal beds that are less than resource thickness, which for bituminous coal is 1.2 ft. Contours defining the net coal thickness categories for bituminous coal from USGS circular 891, were generated from the grid. These contour lines include 1.2 ft, 2.3, 3.5, 7.0, and 14.0. The contour lines were saved in a contour output file. The contour output file was converted to a file in 'arc generate' format using ISMARC and then converted to an ARC/INFO polygon coverage using an Arc Macro Language program from the Illinois State Geological Survey.
