  <dc:description>The following steps, as outlined in the plan, must be implemented before considering reclassification of the endangered masked bobwhite: 1) reestablishment of three or more self-sustaining populations in Arizona; 2) maintenance and/or reestablishment of one or more self-sustaining populations in Mexico; and 3) permanent protection of all habitat supporting these populations. (In the plan, a self-sustaining population is defined as an annual average of 200 or more calling males for at least 5 years.) In addition, the plan calls for interim maintenance of a captive population, as well as additional ecological and life history studies.</dc:description>
