  <dc:description>&lt;p&gt;The fifth conference in the continuing series under the Earthquake Hazard Reduction Program was held at Massachusetts Institute of Technology on May 25- 27, 1978. Its theme was "Methodology for Defining Seismic Gaps and Soon-to-Break Seismic Gaps." One of the proposed strategies for acquiring critical data on earthquake prediction is to identify soon-to-break gaps and to deploy a variety of instruments in the expected epicentral region. The Conference had as one of its major purposes the evaluation of our present capability to define gaps in general and soon-to-break gaps in particular, and thus to determine if the first step in the strategy proposed above could be fulfilled today.&lt;/p&gt;</dc:description>
