In the area underlain by the High Plains aquifer (called the High Plains region in this report), the total number of acres irrigated with ground water expanded rapidly after 1940: 1949--2.1 million acres; 1959--6.1 million acres; 1969--9.0 million acres; and 1980--13.7 million acres (Gutentag and others, 1984; Thelin and Heimes, 1987). In 1990, about 95 percent of the water withdrawn from the High Plains aquifer (about 15.7 million acre-feet) was used for irrigation (Marilee Horn, U.S.Geological Survey, written commun., 1996).\r\n\r\nWater-level declines appeared in the High Plains aquifer soon after extensive ground-water irrigation development began. By 1980, water levels in the High Plains aquifer in parts of Texas, Oklahoma, and southwestern Kansas had declined more than 100 feet (Luckey and others, 1981). In response to these declines, the U.S. Geological Survey, in cooperation with numerous Federal, State, and local water resource agencies, began a ground-water monitoring program in 1988 to assess annual water-level change in the aquifer using water-level measurements from more than 7,000 wells. The purpose of this report is to present (1) water-level changes in the High Plains aquifer from 1980 to 1997 and from 1996 to 1997, (2) the precipitation pattern in the High Plains region during 1996, and (3) estimated saturated thickness of the High Plains aquifer in 1996-97. The water-level measurements used in this report were collected in winter or early spring when irrigation wells were not pumping. The name of a geographic feature can describe spectacular physical attributes (such as the Grand Canyon or Half Dome in Yosemite National Park), indicate cultural or historical significance (such as Washington Crossing on the Delaware River), or commemorate a worthy individual (such as the Hudson River, named for Henry Hudson, the explorer). Names have many different origins, and regardless of the type of name, they give us a greater familiarity with our surroundings and a sense of belonging to our environment.\r\n\r\nNaming rivers, mountains, and valleys after individuals was one way settlers marked the land; it signified their lives on these lands were important and, in addition to being a point of reference, usually satisfied the need for stability and enhanced the general concept of sense of place. Even today, naming geographic features after individuals helps us to recognize their special achievements and contributions to the physical or cultural landscape. However, what may be most significant about the present commemorative naming decisions is their permanence. Continuously recorded data and data from periodic collection of water-quality samples are being used to develop surrogate relations between certain physical properties of water and chemical constituents of concern. The flooding occurred in parts of the major streams and tributaries of the San Jacinto, San Benard, Colorado, Lavaca, Guadalupe, and San Antonio River Basins. Peak gage height, peak streamflow, and documentation of the significance of the peaks were compiled for the streamflow-gaging stations where the storm caused substantial flooding. This information is available on the U.S. Geological Survey (USGS) world-wide web site at http://nwis.waterdata. usgs.gov/tx/nwis/peak/.</p>\n<p>Most of the substantial rainfall and flooding occurred in the Guadalupe and San Antonio River Basins. They also provide natural flood and erosion control. These predominantly wet areas, or wetlands as they are commonly called, now represent only about 5 percent of the land surface of the lower 48 States. Out of 221 million acres of wetlands that once existed in the conterminous United States, the U.S. Fish and Wildlife Service (FWS) estimates that only about 103.3 million acres remain.\r\n\r\nEach year, development, drainage, and agriculture eliminate another 290,000 acres - an area a little less than half the size of Rhode Island. From the 1950's to the 1970's, conversion of wetlands to farmland caused 87 percent of all wetland losses.\r\n\r\nThe FWS has long recognized the importance of America's wetlands because they form breeding and wintering grounds for great numbers of migratory birds. These contaminants include the organochlorine pesticides DOT and chlordane, polychlorinated biphenyls (PCBs) and polycyclic aromatic hydrocarbons (PAHs) from industrial facilities and urban areas, and heavy metals such as arsenic, lead, mercury, and zinc. Radium, a known carcinogen, has the potential to cause bone and sinus cancer if ingested in sufficient amounts.
