The hydrologic characteristics estimated were the mean flows, low flows, flood peaks, suspended-sediment discharge, and depth to bedrock. Also included is an estimate of the time required to fill the proposed reservoir. J. Carpenter.</p>\n<p>The occurrence of an outstanding flood in 1969 and the acquisition of additional flood data in the basin prompted the preparation of this report. The 1969 flood, the greatest flood on the Rock River in at least 45 years, is nearly equivalent to a flood of a 50-year recurrence interval. The 1953 flood was the greatest recorded on Otter Creek. This flood was 1.8 times the 50-year recurrence interval discharge at the gaging station near Ashton.</p>\n<p>Flood information is reported for 49.8 miles (80.1 kilometers) on the main stem, 49.6 miles (79.8 kilometers) on the Little Rock River, and 33.0 miles (53.1 kilometers) on Otter Creek. This information is useful to those concerned with the design of bridges and other structures and those involved in regulatory or planning activities on the flood plains of the streams. Included in the report are flood-peak records, frequency curves, water-surface profiles, and bench mark data.</p>\n<p>Flood profiles for the Rock River include those for the 1962, 1964, 1965, 1969, and the computed 25- and 50-year floods. On the Little Rock River and Otter Creek, profiles include those for the 1969 flood and the computed 25- and 50-year floods. Up to nine inches of rain fell in the headwater of the Middle Fork tributary with six to seven inches occurring over most of the Little Maquoketa River basin. The flood peak elevation at the gaging station near Durango exceeded the 1925 flood of record by 1.7 feet. Flood damages were extensive to crops, roads, and bridges. Many of the homes in Durango, Daytonville, and Sageville were inundated to some extent and were evacuated. Flood damages were estimated to be over one million dollars. One critical area of subsidence is in the area of Burnett, Scott, and Crystal Bays near Baytown. Much of this area is now subject to inundation by high tides. </p><p>Production of oil and gas from the Goose Creek Field at the southern edge of Baytown had caused as much as 3.25 feet of subsidence by 1925. The subsidence bowl is restricted to the area of production and has not extended to the area of Burnett, Scott, and Crystal Bays. </p><p>Withdrawals of water from large-capacity industrial wells, which resulted in declines in artesian pressure, began about 1918; as much as 250 feet of water-pressure decline has occurred in the Evangeline aquifer, Significant subsidence of the land surface probably began about 1920 or later. Possibly as much as 7.5 feet of subsidence had occurred in the area by 1971.&nbsp;</p><p>The study of subsidence in the area of the three bays included the collection of undisturbed clay samples for laboratory analyses, collection of water-level records, and installation and monitoring of pressure transducers in clays and of observation wells in sands. </p><p>Probable future subsidence was calculated for two loading situations. Case I provided that the artesian pressure in both the Alta Loma Sand of Rose (1943) and Evangeline aquifer would continue to decline at a rate of 6 feet per year until 1980 and then cease. Case II provided that artesian pressure in the Alta Loma Sand would continue to decline at a rate of about 6 feet per year until about 1995, when the potentiometric head would reach the top of the Alta Loma Sand. The artesian pressure in the Evangeline aquifer would also decline about 6 feet per year until 1995. </p><p>The ultimate subsidence expected for the assumed conditions of case I and case II is 11.2 feet and 14.5 feet, respectively. However, only 1.8 feet of subsidence below present land surface would occur if artesian pressures were maintained at their present levels. </p><p>To halt subsidence in the near future, artesian pressure must be increased. The amount of energy lost is governed by channel roughness, which is expressed in terms of a roughness coefficient. An evaluation of the roughness coefficient is necessary in many hydraulic computations that involve flow in an open channel. Owing to the lack of satisfactory quantitative procedure, the ability of evaluate roughness coefficients can be developed only through experience; however, a basic knowledge of the methods used to assign the coefficients and the factors affecting them will be a great help.</p> \n<br>\n<p>One of the most commonly used equations in open-channel hydraulics is that of Manning. Guidelines for selecting coefficient of roughness for stream channels are given in most of the literature of stream-channel hydraulics, but few of the data relate directly to streams of Arizona, The U.S> Geological Survey, at the request of the Arizona Highway Department, assembled the color photographs and tables of the Manning \"n\" values in this report to aid highway engineers in the selection of roughness coefficients for Arizona streams. Most of the photographs show channel reaches for which values of \"n\" have been assigned by experienced Survey personnel; a few photographs are included for reaches where \"n\" values have been verified. Verified \"n\" values are computed from a known discharge and measured channel geometry. Selected photographs of stream channels for which \"n\" values have been verified are included in U.S. Geological Survey Water-Supply Paper 1849 (Barnes, 1967); stereoscopic slides of Barnes' (1967) photographs and additional photographs can be inspected at U.S> Geological Survey offices in: 2555 E. Because of increased use of ground water, the U.S. Geological Survey, in cooperation with the Oklahoma Water Resources Board, in 1966 began detailed study of the area's ground-water resources. As part of this study, physical data such as well depth, well yield, or water level was collected on approximately 1,500 water wells and test holes; these data are tabulated in this report. This information will be useful to those concerned with development of ground water in the panhandle. </p><p>The locations of all known irrigation wells drilled before 1972 and selected domestic and stock wells in Beaver, Cimarron, and Texas Counties are shown in figures 2, 3, and 4, respectively. Specific pollutional properties of theses discharges are not well understood in all  cases although the toxic materials and aquatic-plant nutrients (biostimulants) found in municipal and industrial waterwater are considered to be a major cause of regional water-quality problems. Other water-quality problems in the region are commonly attributed to pesticides found in agricultural wastewater and potentially pathogenic bacteria in municipal-wastewater discharges and in storm-water runoff.</p>\n<br>\n<p>The geographical distribution and magnitude of wastewater discharges in the bay region, particularly those from municipalities and industries, is largely a function of population, economic growth, and urban development. As might be expected, the total volume of wastewater has increased in a trend paralleling this growth and development. More significant, perhaps, is the fact that the total volume parameters such as BOD (biochemical oxygen demand), biostimulant concentrations, and toxicity, has increased despite large expenditures on new and improved municipal- and industrial-wastewater-treatment plants. Also, pollutant loadings from other major source, such as agriculture and storm-water runoff, have increased.</p>\n<br>\n<p>At the time of writing (1972), many Federal, State, regional, and local agencies are engaged in a comprehensive wastewater-management-planning effort for the entire bay region. Initial objectives of this planning effort are: (1) the consolidation and coordination of loosely integrated wastewater-management facilities and (2) the elimination of wastewater discharges to ecologically sensitive areas, such as fresh-water streams and shallow extremities of San Francisco Bay. There has been some investigation of potential long-range wastewater-management alternatives based upon disposal in deep water in the bay, in the Pacific Ocean, or on land. Also, wastewater-reclamation and water-reuse concepts seem to be growing in favor with the public and should become and important part of future wastewater-management plans. Because most wastewater-reclamation and water-reuse systems would involve the use of land (that is agricultural irrigation, ground-water recharge, recreational reservoirs) local and regional lang-use planners can ass much to wastewater-management planning by identifying local and subregional waterwater-reclamation and water-reuse possibilities within their jurisdictions and integrating them with future land-use plans. This flooding resulted from heavy, intermittent thunderstorms on Sept. 11-13, 1971, which produced 8 to 12 inches of rainfall in the basins of Skippack, Stony, and Chester Creeks. Rain was heaviest during mid-day of the 13th. </p><p>Damage to homes, businesses, and public property amounted to many millions of dollars. Twelve persons lost their lives and more than 400 families were driven from their homes.
