Introduction

The timely warning of a flood is crucial to the protection of lives and property. One has only to recall the flood of August 2, 1973, in Somerset County, New Jersey, in which six lives were lost and major property damage occurred, to realize how unexpected and costly, especially in terms of human life, a flood can be. Accurate forecasts and warnings cannot be made, however, without detailed information about precipitation and streamflow in the drainage basin.

Recognizing the need for detailed hydrologic information for Somerset County, the U.S. Geological Survey (USGS), in cooperation with Somerset County, installed the Somerset County Flood Information System (SCFIS) in 1990. The availability of data provided by this system will improve the flood forecasting ability of the National Weather Service (NWS), and has assisted Somerset County and municipal agencies in planning and execution of flood-preparation and emergency evacuation procedures in the county.

This fact sheet describes the Somerset County Flood Information System and identifies its benefits.

Each summer the population of the barrier-island communities of New Jersey increases by tens of thousands. When a hurricane threatens these communities, the few bridges and causeways that connect the islands with the mainland become overcrowded, making evacuations from the barrier islands to the mainland difficult. Timely evacuation depends on well defined emergency evacuation plans used in conjunction with accurate flood forecasting and up to the minute (real-time) tide-level information.

Oil, natural gas, and coal (energy resources) have been produced from rocks in the Front Range of Colorado and Wyoming for more than a century, and significant quantities of oil and gas continue to be developed in the study area of the U.S. Geological Survey (USGS) Front Range Infrastructure Resources Project (fig. 1). As an infrastructure resource, energy resources helped to fuel past development of (1) urban areas in the Front Range as well as (2) some of the manufacturing and mining upon which the urban centers were built and thrived. At present, much of the oil and gas extracted from rocks beneath the Front Range urban corridor is used locally; the people living in the urban area provide a need and viable marketplace for these commodities.

Riparian (streamside) vegetation communities are of interest in the context of the Front Range Infrastructure Resources Project (FRIRP) because they are often a focal point for conflicting societal demands. The cottonwoods and willows comprising these communities are structurally complex compared to the surrounding landscape and support diverse assemblages of mammals, birds, reptiles, and amphibians. However, riparian areas are also primary sites for water development, agriculture, grazing, sand and gravel mining, and recreation, each of which may limit other uses. Direct and indirect impacts of these activities have led to exploration of new opportunities and techniques for restoring disturbed riparian habitats and to greater concern for some of the scarce species that inhabit them.

Infrastructure, such as roads, buildings, airports, and dams, is built and maintained by use of large quantities of aggregate—sand, gravel, and stone. As urban areas expand, local sources of these resources become inaccessible. Other competitive land uses have a higher value than aggregate resources. For example, gravel cannot be mined from under a subdivision. The slide moved rapidly east toward the middle of the Tully Valley and impacted approximately 50 acres of land, destroyed three homes, and resulted in the evacuation of four other homes. Debris from the slide, consisting mostly of remolded clay, covered Tully Farms Road with up to 15 feet of earth for a length of some 1,200 feet. Springs that developed near the top of the slide discharged either freshwater or brackish water, which contained concentrations of dissolved evaporites (salt and gypsum) and other minerals. The total volume of earth moved by the slide is estimated to be about 1.3 million cubic yards. According to the New York State Geological Survey, this slide is the largest to have occurred in the State in more than 75 years. A spectacular geological event took place on the Atlantic margin of North America about 35 million years ago in the late part of the Eocene Epoch. Sea level was unusually high everywhere on Earth, and the ancient shoreline of the Virginia region was somewhere in the vicinity of where Richmond is today (fig. 1). Tropical rain forests covered the slopes of the Appalachians. To the east of a narrow coastal plain, a broad, lime (calcium carbonate)- covered continental shelf lay beneath the ocean. Suddenly, with an intense flash of light, that tranquil scene was transformed into a hellish cauldron of mass destruction. From the far reaches of space, a bolide (comet or asteroid), 3-5 kilometers in diameter, swooped through the Earth's atmosphere and blasted an enormous crater into the continental shelf. The crater is now approximately 200 km southeast of Washington, D.C., and is buried 300-500 meters beneath the southern part of Chesapeake Bay and the peninsulas of southeastern Virginia (fig. 1).

The entire bolide event, from initial impact to the termination of breccia deposition, lasted only a few hours or days. The crater was then buried by additional sedimentary beds, which accumulated during the following 35 million years.
