The August 1993 flood is compared with the Federal Emergency Management Agency's (FEMA) 100- and 500-year flood profiles.
This atlas is one of a series of USGS reports that documents the 1993 flooding in the upper Mississippi River Basin. The information presented here will improve the technical base on which flood-plain management decisions can be made.
In 1992, residents near Kirby Lake, located about five miles northwest of Cumberland, in Barron County, Wisconsin, formed the Kirby Lake Management District. The Lake District immediately began to gather information needed for the preparation of a comprehensive lake-management plan that would be used to protect the natural and recreational assets of the lake. The Lake District completed a land-use inventory of the watershed and an evaluation of available lake water-quality data. The land-use data were used to assess the potential contribution of nutrients to the lake from the watershed. The evaluation of lake water-quality data, which were collected as part of the Wisconsin Department of Natural Resources (WDNR) Self-Help Monitoring Program, indicated the lake has relatively good water quality. Before a comprehensive lake-management plan could be prepared, however, a better understanding of several aspects of the lake and its surroundings was needed. To address those aspects including the definition of the lake's hydrology and the principal sources of nutrients, and the relation of the lake's water quality to nutrient loading the U.S. Geological Survey, in cooperation with the Lake District and the WDNR (through a Lake Management Planning Grant), conducted a study of Kirby Lake and its watershed. This Fact Sheet presents the results of that study.

Each region was then further divided into geologic provinces on the basis of natural geologic entities and may include a dominant structural element or a number of contiguous elements. Some provinces contain multiple genetically related basins. Geologic province boundaries for the Former Soviet Union were delineated using data from a number of geologic maps and other tectonic and geographic data (see References). Offshore province boundaries were defined by the 2000 meter bathymetric contour from the map edited by Gabrielyants, 1990 (see References). Each province was assigned a unique number; the first digit is the region number; province numbers follow. An attempt was made to number the provinces in geographical groups; onshore, offshore, and combined on and offshore. The numbering starts in the west.

The hypothesis that migratory birds accumulate persistent organochlorine pesticides (POPs) during the winter in Latin America has been prevalent for many years, particularly since 1,1,1-trichloro-2,2–bis(p-chlorophenyl)ethane (DDT) was banned in the United States in 1972. It has been suggested that peregrine falcons (Falco peregrinus), black-crowned night herons (Nycticorax nycticorax), white-faced ibises (Plegadis chihi), various migratory waterfowl and shorebirds, and other avian species accumulate higher concentrations of POPs while on migration or on their wintering grounds in Latin America. Nonetheless, the data obtained thus far are limited, and there is no clear pattern to suggest that such accumulation occurs on a widespread basis. In this review wildlife contaminant studies conducted along the U.S.-Mexico border and throughout Mexico are discussed. The results for the most part seem to indicate that no major accumulation of 2,2-bis(p-chlorophenyl)-1,1-dichloroethylene) (DDE), the most persistent organochlorine compound, has occurred or been reported for most parts of Mexico. The majority of the DDE values in birds from Mexico were similar to those reported in birds from the southwestern United States during the same years. More work needs to be done, particularly in those cotton-producing areas of Mexico where DDT was applied heavily in the past (e.g., Chiapas and Michoacan). Because DDT is still used for malaria control and may still be used in agriculture in Chiapas, this state is probably the one where most migrant species would still be at a significant risk of increased accumulation of DDE and DDT.

The fish were extremely susceptible to the virus, showing clinical disease, mortality approaching 100%, and only a limited increase in resistance with age. Mortality began 4–6 d after exposure and peaked at approximately day 7 in fish exposed to high levels of virus. Whereas the mean time to death showed a significant dose response (P < 0.001), the percent mortality and virus titers in dead fish were generally high in all groups regardless of initial challenge dose. External signs of disease were usually limited to 1–2-mm hemorrhagic areas on the lower jaw and isthmus and around the eye, but 2 of 130 infected fish exhibited extensive cutaneous hemorrhaging. Histopathologic examination of tissues from moribund fish sampled at 2–8 d after exposure revealed multifocal coagulative necrosis of hepatocytes, diffuse necrosis of interstitial hematopoietic tissues in the kidney, diffuse necrosis of the spleen, epidermis, and subcutis, and occasional necrosis of pancreatic acinar cells. Virus titers in tissues of experimentally infected herring were first detected 48 h after exposure and peaked 6-8 d after exposure at 107.7 PFU/g. Fish began shedding virus at 48 h after exposure with titers in the flow-through aquaria reaching 102.5 PFU/mL at 4–5 d after exposure, just before peak mortality. When the water flow was turned off for 3 h, titers in the water rose to 103.5 PFU/mL, and the amount of virus shed by infected fish (on average, greater than 106.5 PFU/h per fish) appeared sufficient to sustain a natural epizootic among schooling herring. Taken together, these data suggest that VHSV could be a significant limiting factor for populations of Pacific herring.

A watershed approach will identify, characterize, and remediate contaminated sites that have the most profound effect on water and ecosystem quality within a watershed. The Initiative will be conducted during 1997 through 2001 in two pilot watersheds, the Upper Animas River watershed in Colorado and the Boulder River watershed in Montana. Initiative efforts are being coordinated with the U.S. Forest Service, Bureau of Land Management, National Park Service, and other stakeholders which are using the resulting scientific information to design and implement remediation activities.
The Initiative has the following eight objective-oriented components: estimate background (pre-mining) conditions; define baseline (current) conditions; identify target sites (major contaminant sources); characterize target sites and processes affecting contaminant dispersal; characterize ecosystem health and controlling processes at target sites; develop remediation goals and monitoring network; provide an integrated, quality-assured and accessible data network; and document lessons learned for future applications of the watershed approach.

issued Circular A-67 to set forth guidelines for the coordination of water-data acquisition activities throughout the Federal government. The U.S. Department of the Interior was assigned the task of implementing Circular A-67, which in turn redelegated this responsibility to the U.S. Geological Survey (USGS). Delegation of the lead responsibility for water-data coordination to the USGS occurred because of its historical role as the primary agency for water-data acquisition in the United States.
\nTo provide overall leadership for implementing the provisions of Circular A-67, the USGS established the Office of Water Data Coordination in the Water Resources Division (WRD). In addition, regional and district offices of the WRD were delegated responsibility for coordinating water data within their geographic areas of responsibility.
\nOn December 10, 1991, the Office of Management and Budget issued OMB Number Memorandum M-92-01, which expands the USGS's coordination role to encompass all water information. This includes data critical to water resources in the following categories:
\n- surface- and ground-water quality and quantity,
\n- sediment,
\n- constituent transport,
\n- erosion,
\n- water chemistry, and
\n- precipitation information critical to water resources management.
\nMemorandum M-92-01 covers primarily freshwater bodies and includes activities, such as \"development and distribution of consensus standards, field-data collection and laboratory analytical methods, data processing and interpretation, data-base management, quality control and quality assurance, and water- resources appraisals, assessments, and investigations.\" Research activities are not included.

To enable further study and rapid identification of carrier animals, we developed a monoclonal antibody (MAb) to IBDC virus and used it in immunohistochemistry and a competitive enzyme-linked immunosorbent assay (ELISA). We used conventional techniques to make murine MAbs directed against IBDC virus purified from infected duck embryo cells. Hybridomas reacting in an ELISA with IBDC virus but not uninfected duck embryo cells were characterized by radioimmunoprecipitation, in situ immunohistochemistry, and competitive ELISA with neutralizing and nonneutralizing crane sera. MAb 2C11 immunoprecipitated 59-, 61-, and 110-kD proteins from IBDC virus-infected but not uninfected cells and stained glutaraldehyde-fixed IBDC virus plaques but not surrounding uninfected duck embryo cells in vitro. Antibody 2C11 did not react with duck embryo cells infected with falcon herpesvirus, psittacine herpesvirus, infectious laryngotracheitis, pigeon herpesvirus, or duck plague virus. A competitive ELISA using antibody 2C11 identified most sera that were positive in the neutralization test. This antibody will be useful in further characterizing IBDC virus, its pathogenesis, and its natural history.
We evaluated a habitat suitability (HSI) model developed for mallards (Anas platyrhynchos) wintering in the Lower Mississippi Valley by comparing mallard densities obtained from aerial surveys with habitat suitability indices derived from satellite imagery for 25, 256km2 sampling units. Regression models that related mallard densities to habitat suitability indices accounted for only 29% of the variability in the data and the 95% confidence interval of predicted mallard densities included zero for most habitat suitability indices evaluated. Thus, we conclude that the published HSI model is a poor predictor of wintering mallard density in the Lower Mississippi Valley. We suggest model revision to allow users to remotely obtain model inputs for habitat characteristics at landscape scales. Further, we suggest the model be revised to consider yearly variation in habitat and flood conditions that better reflect the ability of an area to support wintering mallards.

These analyses have produced the most extensive and best estimates of survival available for any group of birds. Using these data, we examined several factors that might explain variation among annual survival rates to explore large-scale patterns that might be useful in understanding waterfowl population dynamics. We found that geography, body mass, and tribe (i.e. phylogeny) were important in explaining variation in average waterfowl survival rates.

Data were collected for two years from eight different wetlands on the Patuxent Research Refuge in Laurel, Maryland. Results indicate there was no significant correlation between the amount of watershield in a wetland and the number of ring-necked ducks observed on that wetland. Based on seroconversion of 31% of sympatric hatch-year sandhill cranes, Grus canadensis, and a previous 35% case fatality rate in whooping cranes, 17 (37%) of the 46 susceptible whooping cranes should have been exposed to virus and six should have died. As there were no deaths in these birds, the EEE vaccination program appeared to be efficacious in this whooping crane population.
