The U.S. Geological Survey (USGS) entered into a partnership with NASA in the early 1970?s to assume responsibility for archiving data and distributing data products. On July 23, 1972, NASA launched the first in a series of satellites designed to provide repetitive global coverage of the Earth?s land masses. Designated initially as the \"Earth Resources Technology Satellite-A\" (\"ERTS-A\"), it used a Nimbus-type platform that was modified to carry sensor systems and data relay equipment. When operational orbit was achieved, it was designated \"ERTS-1.\"\n\nThe satellite continued to function beyond its designed life expectancy of 1 year and finally ceased to operate on January 6, 1978, more than 5 years after its launch date. The second in this series of Earth resources satellites (designated ?ERTS-B?) was launched January 22, 1975. It was renamed \"Landsat 2\" by NASA, which also renamed \"ERTS-1\" as \"Landsat 1.\" Three additional Landsats were launched in 1978, 1982, and 1984 (Landsats 3, 4, and 5 ). (See table 1).\n\nNASA was responsible for operating the program through the early 1980?s. In January 1983, operation of the Landsat system was transferred to the National Oceanic and Atmospheric Administration (NOAA). In October 1985, the Landsat system was commercialized and the Earth Observation Satellite Company, now Space Imaging EOSAT, assumed responsibility for its operation under contract to NOAA. Throughout these changes, the USGS EROS Data Center (EDC) retained primary responsibility as the Government archive of Landsat data.\n\nThe Land Remote Sensing Policy Act of 1992 (Public Law 102-5555) officially authorized the National Satellite Land Remote Sensing Data Archive and assigned responsibility to the Department of the Interior. On some maps the meridians and parallels appear as straight lines. On most modern maps, however, the meridians and parallels may appear as curved lines. These differences are due to the mathematical treatment required to portray a curved surface on a flat surface so that important properties of the map (such as distance and areal accuracy) are shown with minimum distortion. The study area (fig. 1) comprises about 2,000 square miles of outcrops of the Chicot and Evangeline aquifers in northwestern Harris County, Montgomery County, and southern Walker County. The depth to the water table was estimated using seismic refraction, and an estimated rate of recharge in the aquifer outcrops was computed using the tritium-interface method (Andres and Egger, 1985) in which environmental tritium is the ground-water tracer. The water table generally ranges in depth between 10 and 30 feet in the study area, and the average total recharge rate was estimated to be not larger than 6 inches per year. The rate is total recharge to the saturated zone, rather than net recharge to the deep regional flow system. The total recharge can be reduced by evapotranspiration and by local discharge, mainly to streams. These results are published in USGS Water-Resources Investigations Report 96-4018 (Noble and others, 1996). A second study of environmental tritium in the same area as the 1989-90 study, also in cooperation with the Harris-Galveston Coastal Subsidence District, was done in 1996 to confirm the results of the original study. Surface- and ground-water samples are collected and sent to USGS laboratories for chemical analyses. The laboratories identify and quantify the constituents in the water samples. Random and systematic errors occur during sample handling, chemical analysis, and data processing. Although all errors cannot be eliminated from measurements, the magnitude of their uncertainty can be estimated and tracked over time. Since 1981, the USGS has operated an independent, external, quality-assurance project called the Blind Sample Project (BSP). The purpose of the BSP is to monitor and evaluate the quality of laboratory analytical results through the use of double-blind quality-control (QC) samples. The information provided by the BSP assists the laboratories in detecting and correcting problems in the analytical procedures. In meeting these goals, the program will produce water-quality, ecological, and geographic information that will be useful to policy makers and managers at the national, State, and local levels. A major component of the program is study-unit investigations, upon which national-level assessment activities are based. The program's 60 study-unit investigations are associated with principal river basins and aquifer systems throughout the Nation. Study units encompass areas from 1,200 to more than 65,000 mi2 (square miles) and incorporate about 60 to 70 percent of the Nation's water use and population served by public water supply. In 1991, the upper Snake River Basin was among the first 20 NAWQA study units selected for implementation. From 1991 to 1995, a high-intensity data-collection phase of the upper Snake River Basin study unit (fig. 1) was implemented and completed. Components of this phase are described in a report by Gilliom and others (1995). In 1997, a low-intensity phase of data collection began, and work continued on data analysis, report writing, and data documentation and archiving activities that began in 1996. Hydrologists can evaluate these important resources in the present day, but how can they determine what conditions were like in past decades or even centuries? Moreover, are conditions part of a natural cycle or caused primarily by human activities? It is sometimes possible to answer these questions by examining the annual growth rings of trees. Each ring can be assigned an exact year of formation, and yearly differences in ring widths can be used to compare past and present conditions on a flood plain, along a river, or within a wetland. Thus, tree rings provide information that otherwise might be difficult or even impossible to obtain.</p>\n<p>Hydrology and tree growth were investigated within a small wetland in the Tully Valley of central New York, about 20 miles south of Syracuse. In late 1994 it was noted that some wetland trees were dying, and local residents reported that flow of a small stream draining the wetland seemingly increased and became more brackish since the mid to late 1980s. The wetland is about 3 miles north of an extensive salt mining operation known to have degraded local water quality, but no effects of mining had been confirmed previously near the wetland. The oldest wetland trees started to grow before the onset of mining in 1889, and thus tree-ring studies were undertaken not only to investi-gate recent hydrologic change within the wetland, but also Its freshwater and saltwater marshes comprise approximately 125 square kilometers (48 square miles), compared to 2,200 square kilometers (850 square miles) before California began rapid development in 1850. This staggering reduction in tidal wetlands of approximately 95 percent has resulted in significant loss . of habitat for many species of fish and wildlife.
