The investigation was conducted from 1988 through 1989 by the U.S. Geological Survey in cooperation with the Tennessee Department of Health and Environment, Division of Superfund.\rThe landfill was closed in November 1984 after allegations that contaminants from the landfill were affecting the quality of water from domestic wells in the Banjo Branch-Hardin Hollow valley. Geometric- and hydrologic-aquifer characteristics in two spatial dimensions are represented by triangular finite elements and linear basis functions; one-dimensional finite elements and linear basis functions represent time. Finite-element matrix equations are solved by the direct symmetric-Doolittle method or the iterative modified, incomplete-Cholesky, conjugate-gradient method. Physical processes that can be represented by the model include (1) confined flow, unconfined flow (using the Dupuit approximation), or a combination of both; (2) leakage through either rigid or elastic confining beds; (3) specified recharge or discharge at points, along lines, and over areas; (4) flow across specified-flow, specified-head, or head-dependent boundaries; (5) decrease of aquifer thickness to zero under extreme water-table decline and increase of aquifer thickness from zero as the water table rises; and (6) head-dependent fluxes from springs, drainage wells, leakage across riverbeds or confining beds combined with aquifer dewatering, and evapotranspiration.</p><p>The report describes procedures for applying MODFE to ground-water-flow problems, simulation capabilities, and data preparation. Guidelines for designing the finite-element mesh and for node numbering and determining band widths are given. Tables are given that reference simulation capabilities to specific versions of MODFE. The study area extends from Portland, Oregon (latitude 45°30' N.) to Bellevue, Washington (latitude 47°35' N.) and from the east flank of the Cascade Range (longitude 121°20' W.) to the coastline (longitude approximately 124°00' W.). The data are presented in two tables and come from previous summaries of isotopic ages, open-file reports, published papers and maps, and theses. Parke D. Snavely, Jr. of the U.S. Geological Survey and Weldon W. Rau of the Washington Division of Geology and Earth Resources (WDGER) generously allowed us access to files and records of more than 40 years of micropaleontological research in western Washington and Oregon. We also present unpublished data from our research since 1971 in northwestern Oregon. This report describes the initial development of that package referred to\r\nas the Woods Hole Image Processing System (WHIPS). The test is constructed to meet four rules, which we propose to be applicable to the test of any method for earthquake prediction: &nbsp;</p><p>1. An earthquake prediction technique should be presented as a well documented, logical algorithm that can be used by &nbsp;investigators without restrictions. </p><p>2. The algorithm should be coded in a common programming language and implementable on widely available computer systems. </p><p>3. A test of the earthquake prediction technique should involve future predictions with a black box version of the algorithm in which potentially adjustable parameters are fixed in advance. The source of the input data must be defined and ambiguities in these data must be resolved automatically by the algorithm. </p><p>4. At least one reasonable null hypothesis should be stated \u0001 in advance of testing the earthquake prediction method, and it should be stated how this null hypothesis will be used to estimate the statistical significance of the earthquake predictions. </p><p>The M8 algorithm has successfully predicted several destructive \u0001 earthquakes, in the sense that the earthquakes occurred inside regions with linear dimensions from 384 to 854 km that the algorithm had identified as being in times of increased probability for strong earthquakes. In addition, M8 has successfully \"post predicted\" high percentages of strong earthquakes in regions to which it has been applied in retroactive studies. The statistical significance of previous predictions has not been established, however, and post-prediction studies in general are notoriously subject to success-enhancement through hindsight. Nor has it been&nbsp;determined how much more precise an M8 prediction might be than forecasts and probability-of-occurrence estimates made by other techniques. Data were collected in support of ongoing studies to estimate the potential for downward movement of radionuclides into the unsaturated sediments beneath waste-burial trenches at the facility. The data include air temperature, relative humidity, vapor pressure, incident solar radiation, windspeed, wind direction, and precipitation. The data are summarized in tables and graphs.</p><p>Instrumentation used at the site is discussed. The discussion includes the type, reported accuracy, and mounting height of each sensor.</p><p>In 1988, the average hourly air temperatures ranged from -10.2 degrees Celsius, in December, to 45.3 degrees Celsius, in July. Hourly averaged relative humidity ranged from about 12 percent to over 80 percent. Hourly vapor pressures ranged from 0.09 to 2.22 kilopascals. Daily values for maximum incident solar radiation ranged from 63 to 1,064 watts per square meter. Daily mean windspeed ranged from 1.2 to 7.8 meters per second. Monthly wind-direction patterns are shown in a series of diagrams in which wind direction is summed over 10-degree arcs from hourly averaged data. Measured tracer-response curves produced from the injection of a known quantity of soluble tracer can be used in conjunction with the superposition principle to simulate potential waste buildup in streams, lakes, and estuaries. Such information is particularly valuable to environmental and water-resource planners in determining the effects of proposed waste discharges.</p><p>The theory, techniques, analysis, and presentation of results of tracer-waste simulation tests in rivers, lakes, and estuaries are described.
