The lowest temperature (-30. 0 C) was recorded during January 1985, and the highest temperature (36.7 C) was recorded during July 1988. Snowfall accumulates mostly during January and February and averages about 69 in annually. Solar radiation is most intense from late May to early June. Pan evaporation averages 0.17 in/day during the growing season and 0.02 in/day during the nongrowing season. Sulfur dioxide and sulfate contaminants in the air have declined since 1977; nitrogen dioxide and nitrates have remained constant. Average volume-weighted pH for precipitation in western Pennsylvania is about 4.0. Quality assurance analyses show that chemical data collected from August 1983 through February 1986 were satisfactory. Precision of data quality for March 1986 through September 1988 are marginal to satisfactory. Monthly base flow water-quality data are available from August 1983 through September 1988. Continuous precipitation data are available from October 1983 through September 1988. Precipitation was typically higher than normal for the 1984, 1985, and 1986 water years. Continuous streamflow data are available for water years 1985 and 1988. The maximum recorded discharge of 92 cu ft/sec was observed on March 31, 1985. The data were used to determine the effects of land-management practices on sediment yield. One basin of 7.4 acres represents best land-management practices with strip cropping, crop rotation, contour farming, and grassed waterways. The other basin of 4.8 acres represents standard land-management practices with down-slope row orientation, unmaintained grassed waterways, and without crop rotation.\r\n\r\nData collected during the 1985-87 water years were used to develop regression equations to describe the relation between suspended-sediment discharge and water discharge. Data sets consisting of suspended-sediment concentrations and corresponding instantaneous water-discharge data were developed. There were two data sets from each basin, one representing data collected during the growing season, May through September, and the other representing data collected during the nongrowing season, October through April.\r\n\r\nFour regression equations were developed, one for each data set, and were tested for goodness-of-fit by use of graphical analysis, influence diagnostics, significance tests, and residuals analysis. Following acceptance of the four equations, the slope of each individual line was tested to determine if season was a significant variable. Seasonally, the average sediment yields (2.7 tons per acre) from the basin having best land-management practices were only about one-seventh of those (20 tons per acre) from the basin having standard land-management practices.\r\n\r\nComparison of annual sediment yields in the agricultural basins against the yield from a nearby forested basin, which represents a nearly undisturbed basin, indicates a 10- to 100-fold increase in sediment yields from the study basins. The forested basin sediment yield was 0.1 ton per acre in the 1987 water year.\r\n\r\nSheet erosion, which represents soil moving from high areas to low areas in a basin but not necessarily reaching a stream, is also influenced by land-management practices. This type of erosion was estimated to be 3.6 tons per acre per year for the basin with best land-management practices and 45 tons per acre per year for the basin with standard land-management Water-use categories studied were commercial, industrial, domestic, and municipal uses; public supply; and sewage treatment. The availability and accuracy of water-use data are described, and water-use coefficients and methods of estimating water use are provided to improve the collection and the analysis of water-use information.\r\nWater-use data were obtained from all the water utilities and from 30 major water users in the Rockford and the Kankakee areas. Data were available for water withdrawals by water suppliers; deliveries by water suppliers to water users; returns by sewage-treatment plants and water users; releases by water users to sewers; and sewer-conveyance losses.\r\n\r\nAccuracy of the water-use data was determined from discharge measurements or reliability tests of water meters, or was estimated according to the completeness of the data. Accuracy of withdrawal and sewage-treatment-return data for the Rockford area and of withdrawal, delivery, industrial release, and sewage-treatment-return data for the Kankakee area was considered to be at least 90 percent.\r\n\r\nWhere water-use data were inadequate or unavailable, various methods were used to estimate consumptive uses; releases; returns by commercial, domestic, and municipal users; and conveyance losses and gains. The methods focused on water budgeting to assure that water uses balanced. Consumptive uses were estimated by use of the consumption-budget method, the types-of-use method, consumptive-use ratios, the winter base-rate method, and the maximum lawn-watering method. The winter base-rate method provided the best domestic consumptive-use estimates, whose ratios (consumptive use from the winter base-rate method divided by deliveries and self-supply withdrawals), by community, ranged from 0.03 to 0.136 and averaged 0.068. The consumption-budget and types-of-use methods, as well as consumptive-use ratios, were used to estimate consumptive use for commercial, industrial, and municipal categories. Water budgeting was generally used to estimate releases, and conveyance losses and gains. Estimates of nonconsumptive uses by cooling systems, boilers, and lawn watering; data of deliveries to septic-system owners; and (or) water budgeting were used to estimate commercial, domestic, industrial, and municipal returns.\r\n\r\nProportions of water use were similar in the Rockford and the Kankakee areas. Of the public-supply withdrawals in each area, about one-half was delivered for commercial and industrial uses; about one-third for domestic use; and about one-sixth for municipal use and public-supply conveyance losses.Consumptive use by all water users in the Rockford and the Kankakee areas was 13 +/- 1 percent, releases were 78 +/- 2 percent, and returns were 9 +/- 2 percent of deliveries and self-supply withdrawals. Total returns were greater than total withdrawals in the two areas because-of sewer-conveyance gains, which amounted to about 34 percent of the sewage-treatment returns for each area.\r\n\r\nDelivery rates (deliveries divided by the number of users [establishments or households]) and domestic per capita use were similar for all six communities. At a 95-percent confidence level, domestic delivery rates for each community range from 0.067 to 0.075 million gallons per household per year. Commercial delivery rates range from 0.277 to 0.535 million gallons per establishment per year. Delivery rates for all categories combined range from 0.100 to 0.192 million gallons per user per year. The city diverts most of the surface water in the valley into the Owens River-Los Angeles Aqueduct system, which transports the water more than 200 miles south to areas of distribution and use. Additionally, ground water is pumped or flows from wells to supplement the surface-water diversions to the river-aqueduct system. Pumpage from wells needed to supplement water export has increased since 1970, when a second aqueduct was put into service, and local concerns have been expressed that the increased pumpage may have had a detrimental effect on the environment and the indigenous alkaline scrub and meadow plant communities in the valley. The scrub and meadow communities depend on soil moisture derived from precipitation and the unconfined part of a multilayered aquifer system. This report, which describes the hydrogeology of the aquifer system and the water resources of the valley, is one in a series designed to (1) evaluate the effects that groundwater pumping has on scrub and meadow communities and (2) appraise alternative strategies to mitigate any adverse effects caused by, pumping. \r\n\r\nTwo principal topographic features are the surface expression of the geologic framework--the high, prominent mountains on the east and west sides of the valley and the long, narrow intermountain valley floor. The mountains are composed of sedimentary, granitic, and metamorphic rocks, mantled in part by volcanic rocks as well as by glacial, talus, and fluvial deposits. The valley floor is underlain by valley fill that consists of unconsolidated to moderately consolidated alluvial fan, transition-zone, glacial and talus, and fluvial and lacustrine deposits. The valley fill also includes interlayered recent volcanic flows and pyroclastic rocks. The bedrock surface beneath the valley fill is a narrow, steep-sided graben that is structurally separated into the Bishop Basin to the north and the Owens Lake Basin to the south. These two structural basins are separated by (1) a bedrock high that is the upper bedrock block of an east-west normal fault, (2) a horst block of bedrock (the Poverty Hills), and (3) Quaternary basalt flows and cinder cones that intercalate and intrude the sedimentary deposits of the valley fill. The resulting structural separation of the basins allowed separate development of fluvial and lacustrine depositional systems in each basin. \r\n\r\nNearly all the ground water in Owens Valley flows through and is stored in the saturated valley fill. The bedrock, which surrounds and underlies the valley fill, is virtually impermeable. Three hydrogeologic units compose the valley-fill aquifer system, a defined subdivision of the ground-water system, and a fourth represents the valley fill below the aquifer system and above the bedrock. The aquifer system is divided into horizontal hydrogeologic units on the basis of either (1) uniform hydrologic characteristics of a specific lithologic layer or (2) distribution of the vertical hydraulic head. Hydrogeologic unit 1 is the upper unit and represents the unconfined part of the system, hydrogeologic unit 2 represents the confining unit (or units), and hydrogeologic unit 3 represents the confined part of the aquifer system. Hydrogeologic unit 4 represents the deep part of the ground-water system and lies below the aquifer system. Hydrogeologic unit 4 transmits or stores much less water than hydrogeologic unit 3 and represents either a moderately consolidated valley fill or a geologic unit in the valley fill defined on the basis of geophysical data. \r\n\r\nNearly all the recharge to the aquifer system is from infiltration of runoff from snowmelt and rainfall on the Sierra Nevada. In contrast, little recharge occurs to the system by runoff from the White and Inyo Mountains or from direct precipitation on the valley floor. The method combines water-application rates estimated from pumpage data with acreage of irrigated crops that was mapped by using Landsat imagery. The study area consisted of Grant, Lincoln, Adams, and Franklin Counties, an area of approximately 8,900 square miles, and accounts for approximately three-fourths of the ground-water pumpage in the Columbia Plateau in eastern Washington. </p><p>Data from two passes of Landsat's multispectral scanner were analyzed by using a spectral band ratioing procedure to map irrigated crops for the study area. Data from one pass of Landsat's thematic mapper, covering approximately two-thirds of the study area, also were analyzed for determining irrigated crops in the area resulting in a 6-percent improvement in accuracy over the multispectral scanner analysis. </p><p>A total of 576 annual water-application rates associated with particular crops, for the 1982 through 1985 seasons, were calculated. A regression equation was developed for estimating annual water-application rates as a function of crop type, annual precipitation, irrigation system type, and available water capacity of the soil. Crops were grouped into three water-use categories: (1) small grains, primarily wheat and barley; (2) high water-use crops consisting of corn, alfalfa, and potatoes; and (3) miscellaneous vegetable and row crops. Annual water-application rates, expressed as a depth of water, then were multiplied by irrigated area determined by Landsat to estimate a volume of water pumped for irrigation for 1985-620,000 acre-feet.
