In addition, the basin-wide surveys begin the process of addressing the cause-effect relation for water quality in the basin. Effects of land use, geology, vegetation, soils, and reservoirs on water quality were considered by site selection. The three major objectives of the NAWQA program are to provide a consistent description of current water-quality conditions for a large part of the Nation's water resources, define long-term trends in water quality, and identify, describe, and explain the major factors that affect water-quality conditions and trends. The program produces water-quality information that is useful to policy makers and managers at the National, State, and local levels.</p><p>The program will be implemented through 60 separate investigations of river basins and aquifer systems called study units. These study-unit investigations will be conducted at the State and local level and will form the foundation on which national- and regional-level assessments are based. The 60 study units are hydrologic systems that include parts of most major river basins and aquifer systems. The study-unit areas range from 1,000 to more than 60,000 square miles and include about 60 to 70 percent of the Nation's water use and population served by public water supplies. Twenty studyunit investigations were started in 1991, 20 started in 1994, and 20 more are planned to start in 1997. The Allegheny-Monongahela River Basin was selected to begin assessment activities as a NAWQA study unit in 1994. In 1982, the U.S. Geological Survey (USGS) was selected to be the lead Federal agency under NAPAP to monitor the composition of precipitation and its effects on the environment. In 1982, the USGS began to monitor precipitation and streamwater on Catoctin Mountain in north-central Maryland (fig. 1); the effort has continued through the present. Beginning in 1990, funding for these data-collection and interpretation activities was supplemented by the Maryland Department of the Environment and the Maryland Department of Natural Re- sources. The collection and interpretation of long-term precipitation and streamwater-quality records, such as those at Catoctin Mountain, provide valuable information for management decisions. The sites may have as their focus such issues as water quality or water supply, environmental effects of mineral or energy use or extraction, effects of alterations in land use or land cover.</p><p>Initially, the Ecosystem Program focussed on two ecosystems: <a href=\"https://sfbay.wr.usgs.gov/\" data-mce-href=\"https://sfbay.wr.usgs.gov/\">San Francisco Bay</a> and south Florida. <a href=\"https://www.usgs.gov/centers/cba\" data-mce-href=\"https://www.usgs.gov/centers/cba\">Chesapeake Bay</a> was added in FY 1996. Activities in each site last from three to five years, and additional ecosystem sites will be added as funding becomes available.</p><p>The program is multidisciplinary and brings together scientists from appropriate disciplines to apply their diverse expertise to common problems. Disciplines in the present suite of ecosystems include land characterization, surface modeling, geospatial database management, ground- and surface-water hydrology, geophysics, ecology, geochemistry, paleontology, hydrologic modeling, and contaminant, sediment, and nutrient dynamics.</p><p>The South Florida Ecosystem Program is an intergovernmental effort to reestablish and maintain the ecosystem of south Florida. One element of the restoration effort is the development of a firm scientific basis for resource decisionmaking. The <a href=\"https://www.usgs.gov/\" data-mce-href=\"https://www.usgs.gov/\">U.S. Geological Survey (USGS)</a> is one of the agencies that provides scientific information as part of the USGS South Florida Ecosystem Program. The Program, which was begun in fiscal year 1995, provides multidisciplinary hydrologic, cartographic, and geologic data that relates to the mainland of south Florida, the Florida Bay, and the Florida Keys and Reef ecosystems. In 1993, production of MTBE ranked second among all organic chemicals manufactured in the United States. Currently, the U.S. Environmental Protection Agency (EPA) tentatively classifies MTBE as a possible human carcinogen. Health complaints related to MTBE in the air were first reported in Fairbanks, Alaska in November 1992 when about 200 residents reported problems such as headaches, dizziness, eye irritation, burning of the nose and throat, disorientation, and nausea. Similar health complaints have been registered in Anchorage, Alaska; Missoula, Montana; Milwaukee, Wisconsin; and New Jersey.</p><p>As part of the U.S. Geological Survey’s National Water-Quality Assessment (NAWQA) Program, concentrations of 60 VOCs were measured in samples from 211 shallow wells in 8 urban areas and 524 shallow wells in 20 agricultural areas. Chloroform and MTBE were the two most frequently detected VOCs. MTBE was detected in 27 percent of the urban wells and 1.3 percent of the agricultural wells. Concentrations ranged from less than the detection level of 0.2 μg/L (micrograms per liter) to as high as 23,000 μg/L. When detected, the median concentration of MTBE was 0.6 μg/L. MTBE was most frequently detected in shallow ground water in Denver, Colorado and urban areas in New England. In Denver, 79 percent of the samples from shallow urban wells had detectable concentrations of MTBE and in New England, 37 percent of the samples from urban wells had detectable concentrations. Only 3 percent of the wells sampled in urban areas had concentrations of MTBE that exceeded 20 μg/L, which is the estimated lower limit of the EPA draft drinking water health advisory level. Contaminant concentrations below the health advisory are not expected to cause any adverse effects over a lifetime of exposure.
