When scour depth exceeds design limits, the supporting material around the footings is washed away and the structure becomes unstable. Equations for predicting scour-depth show a significant lack of agreement so portable equipment for measuring scour is needed.</p>\n<p>This report discusses the design of an instrumented, unmanned boat that (a) can be launched and controlled from a bridge and (b) can be maneuvered in flood flows that reach velocities of 15 feet per second. Calculations indicate the battery-powered propulsive system alone will weigh about 300 pounds and that the craft must be about 15-feet long.</p>\n<p>Because a free-running craft will be undesirably heavy and large, other methods of obtaining scour data are proposed. Basic hydrologic and water-quality principles are discussed in the formulation of a rational approach to developing a statewide monitoring program. A review of ground-water monitoring efforts in Nevada through 1977 indicates that few requirements for an effective statewide program are being met. A suggested program has been developed that consists of five major elements: (1) A Background-Quality Network to assess the existing water quality in Nevada aquifers, (2) a Contamination Source Inventory of known or potential threats to ground-water quality, (3) Surveillance Networks to monitor ground-water quality in selected hydrographic areas, (4) Intensive Surveys of individual instances of known or potential ground-water contamination, and (5) Ground-Water Data File to manage data generated by the other monitoring elements. Two indices have been developed to help assign rational priorities for monitoring ground water in the 255 hydrographic areas of Nevada: (1) A Hydrographic-Area Priority Index for surveillance monitoring, and (2) A Development-Potential Index for background monitoring of areas with little or no current development. Requirements for efficient management of data from ground-water monitoring are discussed and the three major systems containing Nevada ground-water data are reviewed. The data consists of water quality analyses of samples collected from 45 groundwater and 27 surface water sites. This includes analyses of water from four raffinate pits and from the Weldon Spring quarry. Also included in the report are the results of a seepage run on north flowing tributaries to Dardenne Creek from Kraut Run to Crooked Creek. Mean daily discharge from April 1985 to April 1986 is given for two springs located about 1.5 mi north of the chemical plant. This appraisal was limited to interpretation of instantaneous monthly water quality data collected in the Umpqua River basin from water years 1974 to 1983. These data were used to compare water quality conditions throughout the basin and to determine if data collected from the NASQAN (National Stream Quality Accounting network) station are representative of upstream basin conditions. In general, data collected at the NASQAN station represent a composite of water quality from the North and South Umpqua Rivers. These river basins account for 82 % of the NASQAN station drainage. Water quality concentrations, loads, yields, and trends were statistically described and related to point source effluent loads and basin characteristics including geohydrology, hydrology, population, land use, and water use. Available point-and nonpoint-source data provided minimal information for determining cause-effect relations and for explaining observed trends in water quality; however, the data did indicate that the largest effluent discharges are located in the South Umpqua River basin in the Roseburg-Winston area. Instantaneous and annual flow weighted levels of specific conductance, phosphorus, organic plus ammonia nitrogen, nitrite plus nitrate, and fecal coliform bacteria are generally highest in the South Umpqua River near Roseburg. These high levels generally occur during the summer months when river flow is extremely low relative to flow in the North Umpqua River. The North Umpqua River has among the lowest constituent concentrations observed in the basin. Geologic implications of the faunal data are discussed in the context of terrane analyses. Most of the authors agree that the pre-Tertiary rocks of this province were formed in a complex island arc within a low-latitude faunal realm and subsequently moved northward and accreted to the North American continent. The use of different terrane names for parts of the Blue Mountains province by different authors may lead to some confusion. Most water level measurements used in compiling the map were made in 1980; however, in parts of the State where water levels from 1980 were unavailable and where evidence indicated little change in water level, some measurements from as early as 1961 and as late as 1982 were used. Groundwater levels in and near the outcrop areas fluctuate 2 ft or less yearly and no significant long-term declines have occurred. The slow downward trend in water level altitude since early 1976 may be caused by pumpage from the Catahoula aquifer by a rural water system approximately 3 miles away. Recharge to the Catahoula aquifer occurs by rainfall on the upland outcrop-subcrop areas. Saltwater occurs throughout the Catahoula aquifer downgradient from the outcrop area. The technique was successful at three of the landfills; results compared closely with those indicated by specific conductance of water from observation wells on the sites. Data from the three sites for which the technique was successful--the Horseblock Road landfill , the Manorville scavenger waste disposal facility, and the Riverhead landfill--revealed pronounced terrain conductivity anomalies that reflect known contaminant plumes. Plumes at the other two sites--Blydenburgh landfill and the East Meadow artificial recharge site--could not be detected because cultural interferences were too great and, at the Blydenburgh site, depth to water was too great. The interferences included pipelines, utility cables, and traffic. Given favorable conditions, such as high plume conductivity, lack of cultural interferences, and a depth of less than 100 ft to the plume, electromagnetic surveying can provide a rapid means of locating contaminant plumes. The project area was in Parker Valley, Arizona. The approach selected was to measure the areas covered by each type of vegetation using remote sensing data in various types of analyses and to multiply each area by a predetermined water use rate. Two calibration and six remote sensing methods of classifying crop types were compared for cost, accuracy, consistency, and labor requirements. Included were one method each for field reconnaissance using 1982 data, low altitude (&lt; than 5,000 ft) aerial photography using 1982 data, and visual photointerpretation of Landsat satellite images using 1981 and 1982 data; two methods for medium-altitude (15,000-18,000 ft) aerial photography using 1982 data; and three methods for digital Landsat satellite images using 1981 data. A test of the most promising digital processing method, which used three image dates, was made in part of Palo Verde Valley, California, where 1981 crop data were more complete than in Parker Valley. Of the eight methods studied, the three-date digital processing method was the most consistent and least labor-intensive; visual photointerpretation of Landsat images was the least expensive. Evapotranspiration estimates from crop classifications by all methods differed by a maximum of 6%. Total evapotranspiration calculated from crop data and phreatophyte maps in 1981 ranged from 12% lower in Palo Verde Valley to 17% lower in Parker Valley than consumptive use calculated by water budgets. The difference was greater in Parker Valley because the winter crop data were not included. The system is used to measure daily discharge through river control dams. These dams commonly have tainter gates which are raised and lowered to keep the upper pool level relatively constant as the river flow changes. In order to measure the flow through such a structure, the positions of the tainter gates and the headwater and tailwater elevations must be known. From these data, the flow through the structure can be calculated. A typical digital data collection system is shown. Digitizing devices are mounted on the hoisting mechanism of each gate, as well as at the headwater and tailwater gages. Data from these digitizers are then routed by electrical cables to a central console where they are displayed and recorded on paper tape. If the dam has locks, a pressure-sensitive switch located in the lock activates a counter in the console which keeps track of the number of times the lock is drained and filled.
