The primary scientific purpose of these measurements was to rapidly update the vertical control record throughout a recently uplifted region of southern California in order to more thoroughly document the vertical component of tectonic movement and to provide a reliable base for comparison with future levelings. Analyses of historic first-order leveling results have clearly demonstrated that a broad crustal upwarping, largely contained within a region consisting of the Transverse Ranges province and an area along the intervening section of the San Andreas fault system, had developed between about 1959 and 1974. Unfortunately, there is strong evidence that parts of the 1978 SCRP data are contaminated by the effects of intrasurvey tectonic deformation, limited surficial failures, and, less certainly, magnetically induced systematic error associated with the use of automatic levels. However, any distortions in leveling results caused by these or other factors are not so serious as to render the SCRP data useless. In fact, the bulk of these data can be accepted at face value, and most of the remaining data can be incorporated with some caution to augment the more reliable parts of the network. The evaluation of the 1978 leveling is based on a combination of circuit-misclosures, local timing of the field observations, analysis of profiles of apparent height changes derived from comparisons with previous levelings, and an analysis of the position and orientation of the various routes in relation to the regional structural grain and the gradients of differential vertical motion established by previous investigations. Comparisons of the 1978 SCRP results with the latest of the previous surveys along each route retained in the analysis show that all but about one-third of the uplift established by leveling data from 1959 to the combined 1974/76 survey period had relaxed by early 1978 through tectonic subsidence. Subsequent limited relevelings along several of the 1978 routes show that rapid tectonic subsidence probably continued through at least early 1979. Despite the pronounced down-to-the-northeast (northeastward) tilt that developed between 1976 and early 1978, the overall shape of the uplift was well preserved. Results of repeated trilateration surveys since 1971 demonstrate that a remarkably uniform and nearly monotonic negative dilatational strain-change trend reversed abruptly between 1977 and 1979. The change from tectonic up to tectonic subsidence is associated with this reversal in horizontal strain accumulation. The reversal in strain trend was expressed as a cessation of the essentially uniaxial north-south contraction, which had been accumulating at about 2? 10 -7/yr (or 0.2 ?strain/yr), accompanied by onset of uniaxial east-west \r\nextension at about 5 ? 10 -7/yr (or 0.5 ?strain/yr). Three networks were designed to provide reliable data to describe the effects of natural and manmade stress on water levels in the State. They are a climatic-effects network, a terrain-effects network, and a local-effects network. Review of the 32 observation wells in the current program showed that only 17 wells should be retained. Each of these wells was assigned to one of the three types of networks. Fourteen wells were deactivated because of reliability problems and one was deactivated because it provided redundant data. The installation of seven additional wells in climatic-effects network is the highest priority of the proposed program. The next priority is to install 22 additional wells in the terrain-effects network. Implementation of local-effects network sites will be responsive to increases in ground-water usage and the data needs of water-resources managers. Total phenol concentrations of 36,000 microgm/liter have been detected 40 ft below land surface in a test hole 100 ft south of an overflow impoundment but less than 10 microgm/liter 90 ft below land surface. Samples collected in test holes 1,350 ft downgradient from the surface impoundments and 100 ft north of Pensacola Bay, above and immediately below a clay lens, indicate that phenol contaminated groundwater may not be discharging directly into Pensacola Bay. Phenol concentrations exceeding 20 microgm/liter were detected in samples from a drainage ditch discharging directly into Bayou Chico. Microbiological data collected near the test site suggest that an anaerobic methanogenic ecosystem contributes to a reduction in phenol concentrations in groundwater. A laboratory study using bacteria isolated from the study site indicates that phenol, 2-methylphenol, and 3-methylphenol are significantly degraded and that methanogenesis reduces total phenol concentrations in laboratory digestors by 45%. Pentachlorophenol may inhibit methanogenesis at concentrations exceeding 0.45 milligm/liter. The plan proposes adjustments to the current monitoring activities of computing and measuring recharge, discharge, withdrawals, water levels, and water quality. To conduct the needed special studies , the plan recognizes the need for the construction and drilling of many new wells at specific locations and to selected depths. Discharge data included evapotranspiration by phreatophytes and agricultural, municipal, and domestic pumpage. Recharge data included river leakage, tributary runoff, and pumping return flow. Recharge from subsurface boundary flow and rainfall infiltration was assumed to be insignificant. From 1974 through 1978, the annual pumping rate ranged from 5,900 to 9,100 acre-feet per year with 55 percent allotted to municipal use principally exported out of the valley, 44 percent to agricultural use, and 1 percent to domestic use. The pumpage return flow within the valley ranged from 900 to 1,500 acre-feet per year. The aquifer properties of transmissivity (about 5,900 feet squared per day) and of the storage coefficient (0.19) were estimated from an average alluvial thickness of 75 feet and from less well-defined data on specific capacity and grain-size distribution. During calibration the values estimated for hydraulic conductivity and storage coefficient for the lower valley were reduced because of the smaller grain size there. The river characteristics were based on field and laboratory analyses of hydraulic conductivity and on altitude survey data. The model is intended principally for simulation of flow conditions using monthly time steps. Time variations in transmissivity and short-term, highrecharge potential are included in the model. The years 1974 through 1978 (including \"pre-\" and \"post-\" drought) were selected because of the extreme fluctuation in water levels between the low levels measured during dry years and the above-normal water levels measured during the preceding and following wet years. Also, during this time more hydrologic information was available. Significantly, computed water levels were generally within a few feet of the measured levels, and computed flows were close to gaged riverflows for this simulation. However, the nonuniqueness of solutions with respect to different sets of data indicates the model does not necessarily validate the correctness of the individual variables. The model might be improved with additional knowledge of the distribution of confining sediments in the lower end of the valley and the aquifer properties above and below them. Chemical and isotopic analyses suggest that 190 C water mixes with cooler recharge water in a ratio of about 2 to 3 in zone within and beneath the aquifer. The water spreads from a fault zone and is tapped for space heating by more than 450 wells over a 2 square-mile area. Data obtained during a 50-day pumping and reinjection test in July and August, 1983, were fitted to theoretical double-porosity type curves. Predictions of water-level changes were made for two hypothetical pumping and reinjection schemes. It was determined that reinjection can generally offset declines due to pumping, although water levels will decline near pumped wells and will rise near injection wells. Tracer tests confirmed the double-porosity behavior of the aquifer. Discharge from thermal wells averages about 540 gallons per minute and heat discharge is about 18 x 10 to the 12th power British Thermal Units per year. Down-hole heat exchangers discharge about 13 x 10 to the 10th power British Thermal Units per year. Additional development probably is feasible. Recharge during storm runoff resulted in significant increases of bacterial densities in the ground water. Densities of fecal coliform bacteria in samples collected from Barton Springs, the major point of ground-water discharge, ranged from less than 1 colony per 100 milliliters during dry weather in November 1981 and January and August 1982 to 6,100 colonies per 100 milliliters during a storm in May 1982. Densities of fecal streptococcal bacteria ranged from 1 colony per 100 miniliters during dry weather in December 1981 to 11,000 colonies per 100 miniliters during a storm in May 1982.</p>\n<p>Recharge during storm runoff resulted in significant decreases in the specific conductance and the concentration of total nitrate nitrogen in the ground water. Specific-conductance values of samples from Barton Springs ranged from 438 micromhos per centimeter at 25&deg; Celsius after a storm in October 1981 to 682 micromhos after a relatively long period of deficient rainfall in September 1982. The specific-conductance values and, thus, the mineralization of the ground water in the recharge zone generally were inversely related to the quantity of recharge. Nitrate nitrogen was the most prevalent form of nitrogen in the ground water. Concentrations of total nitrate nitrogen in samples from Barton Springs ranged from 0.51 milligram per liter after a storm in October 1981 to 1.6 milligrams per liter during dry weather in February and September 1982.</p>\n<p>Although the values of these and other properties or constituents in ground water varied temporally and areally, available data indicate that the values of most of the major and minor elements in ground water in the recharge zone of the Edwards aquifer were significantly less than the primary maximum or secondary maximum contaminant levels set by the U.S. Environmental Protection Agency for public water systems.</p>\n<p>Bacteriological data for Barton Springs and selected wells indicate that the ground water in the aquifer is susceptible to bacterial pollution, especially during storm runoff. Data uses and funding sources were identified for the 127 continuous stream gages currently being operated in the study area. One stream gage was found to have insufficient data use to warrant cooperative Federal funding. Flow-routing and multiple-regression models were used to simulate flows at selected gaging stations. The models may be sufficiently accurate to replace two of the stations. The average standard error of estimate of streamflow records is 12.9 percent. This overall level of accuracy could be reduced to 12.0 percent using computer-recommended service routes and visit frequencies. The impact of urban runoff and atmospheric deposition on the quality of water in those streams and in storm conduits and canals functioning as storm drains was evaluated using data collected during 1980-81. Atmospheric-wetfall loads for an average storm were as much as 10 pounds per acre for total solids, but the dissolved trace metals were generally present in insignificant quantities. Wetfall-deposition loads generally were greater than storm-runoff loads, indicating that a large quantity of the wetfall load remained as soil deposits. Acid rain fell in more than one-half of the storms sampled, most commonly in September and October. Dustfall concentrations reflected the composition of local soils, particularly with regard to iron, manganese, and chromium; but concentrations of cadmium, copper, lead, zinc, and chloride were considerably enriched. Monthly loads of dryfall solids reached a maximum of 62 pounds per acre in the Little Cottonwood Creek urban basin, but were of the same magnitude as total storm loads for a heavy rainfall. Urban runoff represented about 38 percent of the discharge in three canals. The water in the canals was poorer in quality than the water in the mountain streams. The impact of the canal discharges to the streams is slight, however, owing to their ' relatively small amounts. ' Concentrations of sediment, suspended solids, suspended trace metals, phosphorus, and oxygen-demanding substances were much greater during storm runoff than under base-flow conditions. This report contains data for basin and storm characteristics and water-quality information for atmospheric deposition and urban runoff. In order to assess potential flood hazards, study channel adjustments, and construct a sediment budget for the perturbed drainages on the east and southeast flanks of the volcano, channel cross sections were monumented and surveyed on Pine Creek, Muddy River, and Smith Creek during September and October of 1980. Additional cross sections were monumented and surveyed on Swift Creek, Bean Creek, and Clearwater Creek during the summer of 1981. The network of 88 channel cross sections has been resurveyed annually. Selected cross sections have been surveyed more frequently, following periods of higher flow. The repetitive cross-section surveys provide measurements of bank erosion or accretion and of channel erosion or aggradation. The report presents channel cross-section profiles constructed from the survey data collected during water years 1980-82.
