Data uses and funding sources were identified for the 122 surface-water stations (including reservoir, lake, stage only, and miscellaneous stations) operated by the U. S. Geological Survey in Iowa. There are 110 continuous streamflow stations currently being operated in Iowa with an annual budget of $592,000.</p>\n<p>The average standard error of estimation in continuous streamflow records is 11.4 percent. It was shown that this overall degree of accuracy at the 110 continuous streamflow stations could be improved to 10.5 percent if the gaging schedule was optimized.</p>\n<p>A minimum budget of $543,000 is required to operate the present streamgaging program in Iowa. With this budget, routine visits to gages would be decreased to five during the open-water season and three during the winter. A budget less than this does not permit proper maintenance of the gages and recorders. At the minimum budget, the average standard error would be 12.5 percent. The maximum budget analyzed was $1,235,000, which resulted in an average standard error of 4.2 percent. A 10 percent increase in the current budget to $656,000 would result in a standard error of 8.4 percent.</p>\n<p>There are still a few basins with drainage areas greater than 200 square miles that have no continuous streamflow data. Continuous streamflow gages need to be established in these basins as funds become available. All stations in the current program need to be maintained for the forseeable future.</p>\n<p>Data simulated by using the flow-routing and regression methods for stations in 6 river basins do not meet the accuracy required for their data use. Other basins will be studied later to determine if alternative methods to meet accuracy standards are feasible.</p>","language":"English","publisher":"U.S. Geological Survey","publisherLocation":"Iowa Drainage areas, using the latest available 1:24,000 scale topographic maps, were computed for the first time for streams draining more than 3 square miles and were re-computed for data-collection sites. Streamflow characteristics at 45 gaging stations, representing statistics were calculated using a new data base with daily flow records through 1981. These characteristics include annual and monthly flow statistics, duration of daily flow values, and the annual 7-day mean low flow at the 2-year and 10-year recurrence intervals. Seven-day low-flow statistics are presented for 118 partial-record sites, and the procedures used to determine the hydrologic characteristics of a basin are summarized. Basin characteristics representing 14 commonly used indices to estimate various streamflows are presented for 54 sites in the Connecticut River basin. Transport equations for each station were developed and synthetic sediment-discharge hydrographs were then generated by using these transport equations and records of daily streamflow. Hydrographs were shifted to measured values of daily sediment discharge selected to represent weekly, biweekly, and monthly sampling frequencies. Estimates of monthly suspended-sediment load ranged from 16 to 326 percent of measured values. Estimates of annual suspended-sediment loads ranged from 41 to 136 percent of measured values. (The method provides a reasonable means of estimating annual loads for most sites.) An experiment designed to measure the subjectivity of the method showed it to be more dependent on the particular days selected as control points than on the person applying the method. An evaluation of the effect of the length of record used to develop transport equations was not conclusive. Although standard errors of estimate showed no improvement, the comparison of estimated loads with measured loads showed slight improvement when 1 or 2 years of data were added to the data used to develop transport equations. Water levels and changes in water levels in these two aquifers differ greatly in the Twin Cities Metropolitan Area. The Mississippi, Minnesota, and St. Croix Rivers are in hydraulic connection with and influence the pattern of flow in the upper aquifer, the Prairie du Chien-Jordan. Water generally flows toward these streams from water-level highs northeast, northwest, and south of Minneapolis and St. Paul. Consequently, heavy pumping has caused only localized cones of depression in the potentiometric surface of this aquifer. In contrast, the Mount Simon-Hinckley, which has only a slight hydraulic connection to the streams, is greatly influenced by pumping. Pumping in the urban centers of Minneapolis and St. Paul has caused a large cone of depression in the Mount Simon-Hinckley potentiometric surface. During 1971, the measurable cone was centered in eastcentral Hennepin County, was about 25 miles in diameter, and was as much as 150 feet deep at its center.</p>\n<p>Between 1971 and 1980, average water levels in the Prairie du Chien-Jordan aquifer changed less than 5 feet in most of the study area, but rose or declined as much as 25 feet locally in response to pumpage and recharge. During this period, seasonal declines of water levels from winter to summer lessened, and the area where these declines exceeded 10 feet decreased.</p>\n<p>In contrast, between 1971 and 1980, average water levels in the Mount Simon-Hinckley aquifer rose as much as 60 feet in the center of the cone of depression in response to decreased pumping. Also, the measurable cone of depression contracted from about 25 miles to about 15 miles in diameter. However, because of increased summer pumping due to below-average precipitation during 1980, seasonal water levels declined much more and over a wider area during 1980 than in 1971.</p>\n<p>Water-level data suggest that (1) little variation in annual pumpage between 1971 and 1980 from the Prairie du Chien-Jordan aquifer produced generally stable water levels in that aquifer, (2) decreased annual pumpage from the Mount Simon-Hinckley aquifer from 1971 to 1980 caused water levels in that aquifer to rise, and (3) a greater seasonal component of pumpage from the Mount Simon-Hinckley aquifer than from the Prairie du Chien-Jordan produced larger and more widespread seasonal water-level declines in the Mount Simon-Hinckley than in the Prairie du Chien-Jordan, This study is part of a 5-year nationwide analysis undertaken by the U.S. Geological Survey to define and document the most cost-effective means of furnishing streamflow information. This report identifies the principal uses of the data and relates those uses to funding sources, applies, at selected stations, alternative less costly methods (that is flow routing, regression analysis) for furnishing the data, and defines a strategy for operating the program which minimizes uncertainty in the streamflow data for specific operating budgets. Uncertainty in streamflow data is primarily a function of the percentage of missing record and the frequency of discharge measurements. In this report, 101 continuous stream gages and 73 crest-stage or stage-only gages are analyzed. A minimum budget of $548,000 is required to operate the present stream-gaging program in New Jersey with an average standard error of 27.6 percent. The maximum budget analyzed was $650,000, which resulted in an average standard error of 17.8 percent. The 1983 budget of $569,000 resulted in a standard error of 24.9 percent under present operating policy. Data uses and funding sources were identified for the 140 complete record streamflow-gaging stations operated in Kansas during 1983 with a budget of $793,780. As a result of the evaluation of the needs and uses of data from the stream-gaging program, it was found that the 140 gaging stations were needed to meet these data requirements. The average standard error of estimation of streamflow records was 20.8 percent, assuming the 1983 budget and operating schedule of 6-week interval visitations and based on 85 of the 140 stations. It was shown that this overall level of accuracy could be improved to 18.9 percent by altering the 1983 schedule of station visitations. A minimum budget of $760 ,000, with a corresponding average error of estimation of 24.9 percent, is required to operate the 1983 program. None of the stations investigated were suitable for the application of alternative methods for simulating discharge records. Improved instrumentation can have a very positive impact on streamflow uncertainties by decreasing lost record. These data included continuous records of discharge, precipitation, and air temperature. Daily records of sediment concentrations and sediment discharges were also obtained and periodic observations of water-quality data taken. A compilation of all these data is presented. The observed climatic and hydrologic data from these basins were used to calibrate the U.S. Geological Survey Precipitation-Runoff Modeling System for each watershed. The calibrated models of each basin were then used with a set of nearby, long-term climatic data to simulate a long record of stream-flow. A 68-year record of daily streamflow and 57 years of annual peaks were simulated for each site. These simulated records were analyzed to obtain flood-frequency curves, flow-duration curves, mean-annual discharges, and the 7-day, 10-year low flow for each site. The flow characteristics computed from the simulated records of discharge were analyzed graphically and statistically by regression analysis to investigate the degree of relationship and to define the relationship between mining and runoff. For this sample of small basins, peak flows, discharges for 10- and 50-percent flow durations, and mean-annual flows are directly related to percent of drainage area disturbed (measured from aerial photos) and drainage area. Some constituents, however, particularly iron, chloride, and nitrogen, occur locally in unacceptable concentrations. Average hydraulic conductivity ranges from 100 to 300 feet per day (ft/d) in the upper glacial aquifer and from 50 to 70 ft/d in the Magothy aquifer. Transmissivity ranges from 25,000 to 105,000 feet squared per day (ft2/d) in the upper glacial aquifer and from 13,000 to 41 ,000 ft2/d in the Magothy aquifer. Only sparse data are available for the Lloyd aquifer; average hydraulic conductivity and transmissivity are estimated to be 40 ft/d and 10,000 ft2d, respectively. Precipitation (44.4 inches per year) is the only source of ground water in central and eastern Long Island. In the area studied, about 21.5 inches per year reaches the ground-water reservoir. The remainder is lost to over-land runoff (0.5 inch) and evapotranspiration (22.4 inches). Total public-water-supply pumpage in the area is estimated to be 23.2 million gallons per day. The investigation was part of the U.S. Environmental Protection Agency's (EPA) Chesapeake Bay Program's Fall Line Monitoring Project to provide information on the Susquehanna River's freshwater input to the Chesapeake Bay. \r\n\r\nStreamflow and sediment discharge at Harrisburg during the study were 77 and 72 percent, respectively, of the average annual discharges. Precipitation was 16 percent lower than normal. Streamflow for February 1981 was 140 percent higher than the average monthly flow and transported 61 percent of the total annual sediment discharge. \r\n\r\nApproximately 2,300,000 tons of suspended sediment and 2,990,000 tons of dissolved solids were transported during the study. About 76 percent of the 42,000-ton nitrogen load was dissolved. Nearly 84 percent of the 2,930-ton phosphorus load and 95 percent of the 111,000-ton iron, aluminum and manganese loads were associated with suspended sediment. \r\n\r\nThe herbicides atrazine and 2,4-Dichloro-phenoxyacetic acid (2,4-D) were the only pesticides measured in significant concentrations during the study period. Concentrations of 2,4-D varies throughout the year, and atrazine varied mostly during the spring and summer. Seasonal variations for other constituent concentrations and loads were directly related to streamflow. \r\n\r\nThe concentrations of many constituents varies with distance along the sampling cross-section. Maximum concentrations of suspended sediment differed between the east and west channels and fluctuated from one channel to the other. Specific conductance, dissolved nutrients, and dissolved major ions were consistently higher along the east and west banks. Dissolved nitrate concentrations were significantly higher in the vertical section closest to the west bank of the river. \r\n\r\nDiel variations of water temperature, dissolved oxygen, pH, and specific conductance recorded for the period 1974 through 1978 were greatest during the months of June, July, August, and September. However, no trends in the amount of daily variation were determined for the five years of data. Regular diel variation patterns were observed for water temperature, dissolved oxygen, and pH for all streamflow conditions except peak flow and ice melt conditions. Specific conductance showed no regular diel variation, and was inversely related to streamflow. The project included phase 1--identifying monitoring networks that exist in the region; phase 2--collecting information about the wells in each network; and phase 3--studying the factors--such as geology, land use, hydrology, and geohydrology--that influence the ground-water quality, and designing a regional network. This report is the major product of phase 3. Based on the authors ' understanding of the ground-water-quality monitoring system and input from local offices, an ideal network was designed. The proposed network includes 317 wells and 8 stream-gaging stations. Because limited funds are available to implement the monitoring network, the proposed network is designed to correspond to the ideal network insofar as practicable, and is composed mainly of 214 wells that are already being monitored by a local agency. In areas where network wells are not available, arrangements will be made to add wells to local networks. The data collected by this network will be used to assess the ground-water quality of the entire Salinas River drainage basin. Yucca Mountain is in the Alkali Flat-Furnace Creek Ranch ground-water subbasin, which is part of the Death Valley ground-water basin. Discharge occurs at Alkali Flat almost entirely by evapotranspiration, and at Furnace Creek Ranch from small springs and seeps. Beneath Yucca Mountain, depth to water ranges from about 460 to 700 meters; the rock under consideration for construction of the repository is in the unsaturated zone. Rate of recharge at Yucca Mountain is small, perhaps much less than 5 millimeters per year. Within the saturated zone, water movement is principally along fractures. The hydraulic gradient is small east (downgradient) of Yucca Mountain, and increases to the north and west. Streamflow characteristics, were calculated using a new data base with records through 1980. These characteristics include annual and monthly flow statistics, duration of daily flow values, and the annual 7-day mean low flow at the 2-year and 10-year recurrence intervals. The 7-day, 10-year low-flow values are presented for 31 partial-record sites and the procedures used to determine the hydrologic characteristics of the basin are summarized. Basin characteristics representing 14 commonly used indices to estimate various streamflows are presented for the six gaged streams in the Blackstone River basin. A multireservoir-flow model was used to simulate the effects of streamflow withdrawal at four of the proposed reservoirs using historical streamflow data from the 1932-81 water years. The proposed reservoirs considered in the study were Avery, Powell Park, Taylor Draw, and White River Reservoirs; construction of Taylor Draw Dam was completed during the study. Annual streamflow depletions from the White River ranging from about 93,000 to 226,000 acre-feet were simulated for the 50 year period. Simulated streamflow throughout the year generally became smaller and more constant as streamflow throughout the year generally became smaller and more constant as streamflow depletion increased. Minimum streamflow requirements would not have been met for a maximum of 13 years and water-use requirements associated with the proposed reservoirs would not have been met for a maximum of 3 years. The current water-use pattern, which depletes about 40,000 acre-feet per year and is dominated by irrigation of hay meadows and pastureland, was maintained in the simulation. Relations between reservoir active capacity and yield applicable to the White River also were developed. The model was calibrated and verified using data collected under critical base-flow conditions in April and December 1978. Dissolved organic nitrogen, nitrate nitrogen, and total and fecal coliforms were modeled for most of the study reach. Model results were used to evaluate the impacts of two typical housing developments on water-quality conditions in Tampa Reservoir. One development is located in the Cypress Creek basin and the other near the upper end of the study reach. Model results show development in the Hillsborough River basin may cause increased total and fecal coliform conditions. Simulated total coliforms at the Tampa water treatment plant for 1-, 3-, and 5-square-mile developments located in the Cypress Creek basin were 3,000, 5,400, and 8,300 colonies per 100 milliliters. Similar developments, however, located near the upper end of the study reach were 2,000, 3,600, and 5,100 colonies per 100 milliliters. Simulated fecal coliforms were 360, 700, and 100 and 180, 350, and 510 colonies per 100 milliliters, respectively. Other constituents modeled showed only minor increases in concentrations. Contemporaneous daily mean and peak discharge records from Moorhead provide the hydrologic data used to interpret the measurements. Magnitudes and frequency of flows were determined for each interval of time delimited by photographs. Bank erosion is related to the number of days that mean discharge was equal to or greater than bankfull (1.5-year flood). Mean channel width ranged between 264 ft (1973) and 415 ft (1967). The channel was wider after periods of higher annual peak flows. The channel lengthened between 1939 and 1978, although at least 12 meanders cut off between Moorhead and Broadus. Variable rates of lengthening in the reach reflect the degree of bedrock control in the valley and local variations in valley slope. Data from the Powder River verify the concept of thresholds of channel pattern stability that were demonstrated experimentally. Discharge data for the 1970-81 water years at 27 canal and river sites were analyzed. Flow was analyzed for 30-, 60-, 90-, 120-, and 183-consecutive-day low-mean discharges during the periods of highest flow to define minimum high-flow-period fresh surface-water discharges at the 27 sites. Curves show the magnitude and frequency of average minimum flows for consecutive-day periods during high-flow periods, and duration curves and tables show the percentage of time that selected discharges were equaled or exceeded. Canal discharge as high as 660 cubic feet per second occurred 70 percent of the time during the high-flow period at one site (Tamiami Canal Outlets, Levee 67A to 40-Mile Bend). At 11 sites, discharges of 110 to 370 cubic feet per second occurred 70 percent of the high-flow periods, while at 9 sites, discharges of 21 to 100 cubic feet per second occurred 70 percent of the time during the high-flow periods. At other sites (those in the Biscayne, Plantation Road, Middle River, C-111, and Cypress Creek Canals), discharges as low as 0.1 cubic foot per second occurred 70 percent of the time during the high-flow periods. Criteria for amounts of surplus freshwater considered adequate to support injection systems cannot be established, as they would vary greatly with water needs to be satisfied and with the efficiency of a particular injection system. However, based upon this analysis of discharge at 27 canal and river sites throughout south Florida, it appears that substantial amounts of water are available for surface injection and storage.
