A statewide observation-well program is proposed for North Carolina based on four networks of observation wells with different but clearly-defined objectives. These are referred to as the (1) climatic-effects network, (2) terrane-effects network, (3) local-effects network, and (4) areal-effects network.
The characteristics of each network are related to natural and manmade stresses in aquifers, and the areas and hydrogeologic units in North Carolina where these networks are needed are identified.
Formats for collection, processing, and publication of data from these networks are suggested.

This report is one of a series presenting hydrologic information of the High Plains aquifer in Oklahoma.\r\nThis report consists of two maps showing the altitude and configuration of the eroded pre-Ogallala bedrock surface (sheets 1 and 2) that forms the base of the aquifer. Bedrock slopes generally from west to east and is composed of rocks of Permian, Triassic-Jurassic, and Cretaceous age. The subcrop extent of these rocks is shown by Morton (1973) for Oklahoma and by Weeks and Gutentag (1981) for the entire High Plains study area. Altitudes of the aquifer base were determined from drillers' logs provided by the Oklahoma Water Resources Board and from published and unpublished information in the files of the U.S. Geological Survey. Interpretation of the geophysical data collected indicated that depth to bedrock below the valley floor varies between about 350 and 450 feet. Two, and perhaps three, major unconsolidated sedimentary layers are inferred to overlie bedrock, although other significant layers may not have been recognizable. No prior subsurface data were available in this area. A resistivity sounding was made also at a site about 7 miles downstream to explore for a buried bedrock channel. The data include continuous streamflow at four sites, monthly stream water quality at seven sites, ground-water levels and periodic ground-water quality in four wells from 1972 through 1978.
Pumpage from the Cohansey Sand in the study area was lower than anticipated because of a slowdown in construction. The average pumpage of 0.48 million gallons per day during 1978 had little effect on ground-water levels.
Dissolved-solids concentrations were lower in a well upgradient from the urbanized area. Elevated levels of dissolved solids, specific conductance, chloride, nitrate, and phosphorus were found in the shallow ground water in the vicinity of the Winslow wastewater treatment plant because of effluent infiltration ponds. Nitrate was greatly reduced in October 1974 by a change in the treatment process, which increased denitrification. Phosphorus concentrations in the ground water remained elevated, however.
Water from the most urbanized drainage basin was a magnesium bicarbonate type, while the less developed basins had sodium chloride sulfate type waters. Water from the two developed basins had higher median pH (7.1) compared with that of the other basins (5.6-6.3).
Winslow Crossing’s development had only a slight effect on the quality of water in Great Egg Harbor River. The river receives point and non-point discharges upstream from Winslow Crossing, and the quality of the water generally improves as the river flows downstream.
Streamflow and rainfall were slightly above normal. Unit hydrograph analysis of one basin showed an 80 percent increase in the peak discharge of a 60-minute unit hydrograph (from approximately 150 to 270 cubic feet per second) after the development of 14 percent of the basin. Installation of a stormwater detention basin reduced the peak discharge to 220 ft3/s. Sediment discharge from this basin averaged 0.24 tons/d/mi2 during construction but decreased to the preconstruction level of 0.06 tons/d/mi2 after the completion of construction and the installation of the detention basin.

The ground-water system is comprised of up to three different aquifers--the surficial, the secondary artesian, and the Floridan. Little is known about the surficial and secondary artesian aquifers.
The Floridan aquifer consists mostly of limestones and dolomites, and is as much as 1,500 feet thick. Transmissivities are known to be as high as 25 million feet squared per day. Yields of 2,000 gallons per minute from 12-inch wells are possible. Although the range in fluctuations of the potentiometric surface is as great as 20 feet, no significant change has occurred since the 1930's when data were first collected.
The quality of water within the Floridan aquifer is generally excellent except near the Gulf Coast and in extreme east Marion County, near the St. Johns River where saltwater is present in the aquifer. Iron and hydrogen sulfide are sometimes a problem, but they can usually be con-trolled by proper well design and aeration of the water. Concentrations of sulfate do not exceed 250 milligrams per liter in the study area, and only in a small part of the area do dissolved-solids concentrations exceed 250 milligrams per liter.
Summaries were compiled of more than 1,000 wells, 43 continuous-record gaging stations, 21 lakes, and 46 springs. The predominant chemical type for both streams and springs is calcium and magnesium bicarbonate due to the dissolution process of the carbonate rocks. Along the coastal areas and near the St. Johns River, water is commonly of the sodium chloride type. The majority of the streams have average dissolved-solids concentrations between 100 and 200 milligrams per liter, maximum-observed specific conductance between 250 and 750 micro-mhos per centimeter, and average total nitrogen concentrations of less than 1.2 milligrams per liter.
Data for six lakes showed that the range of stage between the 90 and 10 percent exceedance stages is as great as 4.5 feet and as small as 2.2 feet. Little water-quality data for lakes are available, especially for the important constituents such as biochemical oxygen demand, total nitrogen, total phosphorus, and total carbon.
Flow-duration data for springs show small ranges in discharge. The differences between the 10 and 90 percent exceedance discharges are 350 cubic feet per second for Silver Springs and 280 cubic feet per second for Rainbow Springs, the two largest springs in the area. Water quality of the springs is relatively constant with time because of the water's long residence time within the carbonate rocks.

We used intensive post-earthquake interview surveys to gather objective reports both of instances of unusual animal behavior as an earthquake precursor and of instances in which animals behaved normally prior to a moderate or large earthquake. We prepared briefing volumes describing the cultural significance and interpretation of seismicity for cultures other than our own with which we were likely to have contact. This information helped us assess the impact of cultural expectations on our data set. These briefing volumes are one of the work products of our project and are included in this final report.
Since our goal was to increase the ability to predict earthquakes, we avoided study of earthquakes with known foreshocks since in those cases the unusual animal behavior might have resulted simply from the foreshocks. Our data indicates that unusual animal behavior occurs a few hours to a few days before some, but not most, earthquakes that do not have known foreshocks.
Our studies of earthquake folklore support the same conclusion (pp 121-144 of this report). Even when unusual animal behavior is a precursor to a particular earthquake, most individual animals behave normally. This creates a signal to noise ratio that will reduce the potential for direct use of unusual -animal behavior in earthquake prediction, but the analysis of some animals reactions might help to identify physical precursors to at least some earthquakes.
Each phase of this research program has produced one or more completed work products. These products, which follow, compose our final report.

Maximum measured flow of Otter Creek, an interrupted stream, was 1.2 cubic feet per second. The water chemistry was dominated by sodium, magnesium, and sulfate ions, with a maximum dissolved-solids concentration of 3,540 milligrams per liter. Chemistry of groundwater inflow is dominated by sodium, magnesium, and sulfate. A discharge of 156 cubic feet per second from the Tongue River Reservoir into the Tongue River complicated interpretation of groundwater discharge to the reach downstream from the reservoir. Many reaches of gain and loss were observed along the Tongue River; the flow near the mouth was 233 cubic feet per second. Minor changes in quality of the base flow indicate groundwater discharges dominated by sodium, sulfate, and bicarbonate plus carbonate. Dissolved-solids concentration increased from 506 milligrams per liter near the dam to 630 milligrams per liter near the mouth. Maximum measured flow of Rosebud Creek was 19.0 cubic feet per second. Water quality in the upper reaches was dominated by magnesium, calcium , and bicarbonate, with dissolved-solids concentrations ranging from 560 to 703 milligrams per liter. Sodium, sulfate, and dissolved solids increase downstream.

Most of the sites were selected on the basis of carefully developed concepts of groundwater occurrence. These wells range from 20 to 400 feet deep and average 276 feet deep. The yields range from 0 to 300 gal/min and average 69 gal/min, with 6 wells yielding more than 100 gal/min. The water-bearing zones in rock that yield more than 50 gal/min are all between 100 and 200 feet below land surface. Sulfur gas was detected in two of the wells and large concentrations of iron were present in other wells. Capacity tests were conducted on those wells which yield more than 100 gal/min. The specific capacities of these wells range from 1.36 to 8.11 and average 3.46 gal/min for each foot of drawdown.

United States' reserve estimates in the past have been low mainly because knowledge of the magnitude of very large porphyry-copper deposits has been incomplete. Present estimates are considerably more reliable because mining firms tend to drill out deposits fully before mining and to release their reserve estimates to the public.\r\n\r\nThe sum of reserves and past production yields an estimate of the total ore, total metal contained in ore, and average grade of ore originally in each of the deposits known in the United States. For most deposits, estimates of total copper in ore are low relative to the total copper in mineralized rock, and many estimates are strongly affected by the economic behavior of mining firms. A better estimate of the real distribution of copper contained in deposits can be obtained by combining past production data with resource estimates.\r\n\r\nCopper resource data are disaggregated into categories that include resources in undeveloped deposits similar to those mined in the past, resources in mines closed because of unfavorable economic conditions, resources in deep deposits requiring high-cost mining methods, arid resources in deposits located in areas where environmental restrictions have contributed to delays in development. The largest resource is located in the five largest porphyry deposits. These deposits are now being mined but the resources are not included in the present mining plan. Resources in this last category will not contribute to supply until some future time when ores presently being mined are depleted.\r\n\r\nA high correlation exists between total copper contained in deposits and annual production from deposits. This correlation can be used to predict roughly the potential production from undeveloped deposits. Large deposits annually produce relatively less metal per ton of copper contained than do medium and small deposits.\r\n\r\nDividing reserves by annual production gives a depletion date for each copper mine. The sum of annual production capacity of all mines not yet depleted at any year of interest gives the minimum production capacity for that year. A graph of minimum production capacity by year combined with curves representing potential capacity from undeveloped identified resources can be compared with various demand scenarios to yield a measure of copper requirements from new sources.\r\n\r\nSince 1950 reserves have been developed in the United States at a rate of about 1 million tons of copper per year. Since 1960 the number of deposits developed per 10-year period has greatly increased without a commensurate increase in tonnage of copper. This is in part due to the fact that recent exploration successes have been increasingly represented by smaller and (or) lower grade deposits containing less metal. during January 1981. Annual water-level measurements are made by personnel from the Division of Water Resources, Kansas State Board of Agriculture, and from the U.S. Geological Survey . State-agency support for this cooperative program is provided by the Kansas Geological Survey.
Water-level measurements are made in mid-winter of each year, mostly in January, to minimize the effect of seasonal pumping. However, a few water-level measurements that are made in mid-winter of some years may reflect either the effects of recent pumping by the observation well or by nearby wells, or the effects of barometric-pressure changes. Thus, a significant change in water-levels for a particular well during a 1-year period may represent only a temporary condition, and any indication of a developing trend should be based on a comparison of changes that occur over a period of several years.
Hydrologic data in this report relate water-level changes from: (1) A \"base-reference year\" ( predevelopment year), (2) a year of abnormally high rainfall and minimum pumpage (1966 or 1974) , and (3) each of seven consecutive years of measurement (1975-81). The \"base-reference year\" is designated as 1940 for the southwestern area, 1944 for the south-central area, and 1950 for the northwestern and west-central areas (fig. 1). Water levels for the \"base-reference year\" are established by measurements made during that year and by interpretation of maps showing water-level altitudes. Depth to bedrock, used in computing saturated thickness of water-bearing deposits, are based on driller' s logs, reported depths of wells, and interpretation of maps showing the altitude of the bedrock surface.
