The plan includes compilation and analysis of available data, collection of new data on small, single land-use drainage areas for deterministic computer modeling, and creation of a computer model of the Tug Fork basin for definition of cumulative land-use impacts.</p><p><br>Also presented is a compilation of the available hydrologic data and a description of related studies expected to provide information and data useful to the ongoing work. Flow of the Walker River into the reservation averages about 113,000 acre-feet a year. Of this amount, about 42,000 acre-feet is used on the reservation, recharging the gound-water system and supplying irrigation water for alfalfa and pasture crops. The water quality of the river water is well suited for these purposes, and the possibility of expanding surface-water use exists. A mathematical model of the ground-water system was constructed to test various assumptions about recharge and discharge rates. The model generated water-level contours that agreed reasonably well with measured water levels, median deviation was 12 feet. With additional data , the model could be used in the future to test the feasibility of evapotranspiration salvage at the seven proposed sites for new stock and irrigation wells. The primary users of ground water on the reservation are phreatophytes and playa surfaces. They allow ground water to be lost to evaporation. About 19,000 acre-feet per year is lost through this mechanism. Domestic and livestock uses account for only about 250 acre-feet per year. Total recharge to the ground-water system amounts to about 30 ,000 acre-feet per year, and the possibility of more extensive use of ground water on the reservation exists. Quality of the ground water in most areas is suitable for all intended purposes. These data were acquired in cooperation with the U.S. Bureau of Land Management (BLM) as part of a study to determine potential geologic hazards or limitations to petroleum exploration or development on the northern Blake Plateau area. Fourteen lines were acquired perpendicular to the margin and were spaced about 25 km apart; two converging tie lines parallel the margin. The seismic-reflection profiles were placed to intersect similar seismic lines acquired in 1976 to 1977 on the Florida-Hatteras Shelf and inner Blake Plateau and to be tied to the offshore drill holes JOIDES 4 and 6 and ASP3. All acquired seismic-reflection data are of excellent quality, and for airgun data, penetration is to a depth equivalent to a two-way travel time of as much as 2.0 seconds.</p><p>Three acoustical energy sources were utilized simultaneously throughout the survey: two Bolt 40-in<sup>3</sup> airguns were fired simultaneously at <br>10-s intervals at a pressure of 2,000 psi; a Teledyne sparker unit of 600 joules was activated at a repetition rate of 1.5 s; and a ORE 3.5-kHz-tuned transducer was used in an overside fish. Return signals from the airguns were gathered by a 300-m-long hydrophone array consisting of 200 elements, and a shorter 20-element array received the sparker signal. Towing speeds were maintained between 5 and 6 knots and the hydrophones were streamed at a depth of 4 to 5 m. Analog signals were recorded on magnetic tape and graphically on EPI recorders after passing through band-pass filters set for 150/300 Hz for the sparker system and 65/150 Hz for the airgun unit. Sweep rates were 0.5 s for the sparker and 1.0 and 2.0 s for airgun.</p><p>Navigation was by Loran-C (5-minute fix interval) and satellite.</p><p>The original data may be inspected at the offices of the U.S. Geological Survey in Woods Hole, MA 02 543. S. Geological Survey on the southeastern U. S. Atlantic Continental Margin to assess conditions and hazards that might cause or distribute oil spills or other pollutants, or constrain petroleum exploration or development of the area. These detailed investigations were requested and funded by the Bureau of Land Management to carry out its responsibility under the Outer Continental Shelf (OCS) Lands Act of 1969. Because of the energy crisis the decision had been made to lease on the southeastern continental shelf. A variety of studies had to be mounted quickly for input into decisions concerning the environment that would affect or constrain which lease tracks would be offered. The first lease sale, Lease Sale 43, took place in March 1978, and the environmental information on which this lease sale was based came in part from this initial effort and in part from a wide variety of pertinent data assembled from the literature by the Bureau of Land Management's Environmental Assessment Division. The compilation of relevant data for the Environmental Impact Statement for Lease Sale 43 also pointed up deficiencies in environmental knowledge in a number of areas. A digital computer model was used to predict alternatives for future waste loadings on Little Lick and Big Lick Creeks that would be compatible with Indiana stream water-quality standards defined for two critical hydrologic conditions, summer and winter low flows.</p><p>The model parameters included atmospheric reaeration, carbonaceous and nitrogenous biochemical-oxygen demand, and benthic-oxygen demand. The model was calibrated with data collected during three water-quality surveys at low flow. Verification of the model was not possible owing to varied effluent discharge during sampling. During these surveys, in-stream dissolved-oxygen concentration averaged less than 3 milligrams per liter, well below the State minimum requirement of 5.0 milligrams per liter. The model indicated that these low concentrations were caused by high waste loadings, lack of dilution, low reaeration, and benthic-oxygen demand.</p><p>The hypothetical summer waste-assimilation study assumed that future reductions in discharge Loadings would decrease carbonaceous and benthic decay and increase nitrogenous decay. This hypothetical study indicated that projected effluent waste loads that would provide acceptable in-stream dis-solved-oxygen concentrations are highly dependent on rates of nitrification. Ammonia toxicity became the limiting water-quality criterion at low nitrification rates.</p><p>The hypothetical winter waste-assimilation study indicated that projected dissolved-oxygen concentrations in Little Lick and Big Lick Creeks did not fall below the State standard. Owing to a lack of dilution, however, ammonia-nitrogen concentrations would violate in-stream toxicity standards in both Little Lick and Big Lick Creeks. These data were obtained during the August 1976 cruise of the B./V A. E. VERRILL as part of a continuing regional study of the Massachusetts offshore area to determine the suitability and potential environmental effect of ocean dumping of large volumes of harbor dredge-spoil material.</p><p>Specifically, as part of a proposed Federal Harbor improvement and maintenance dredging of Fall River and Mt. Hope Bay, Mass. under the juris­diction of the Army Corps of Engineers, the disposal of the resultant dredge spoil is planned for an ocean dump site located in eastern Rhode Island Sound. The proposed site is also under consideration as a \"regional\" disposal grounds to be utilized by State and private organizations performing dredging work authorized by the Corps.</p><p>The data were obtained by using a Klein Side Scan Towfish* (sonar fre­quency, 100 kHz; pulse length, 0.1 msec). Signal returns from the starboard and port scans were automatically tuned, texture-enhanced, and printed center­out on 2 channels of a 3-channel Klein* wet-paper graphic recorder. Scan ranges of 75 m and 150 m were used. For comparison of graphic display, incoming signals from the starboard scan were also recorded on the third channel using a manual (nonautomatic) tuning mode. Navigational control was provided by Loran -C (positional accuracy within 0.2 km). In 1979, approaches and instrumentation that might be suitable for application to 1980 water-use determinations were tested. Pumpage was sampled by monitoring time of operation and discharge of irrigation wells during the growing season. The total volume pumped during the irrigation season was compared to the crop type and acreage irrigated. This comparison provided a means of extending sampled pumpage information to unmonitored areas using irrigated cropland maps. A transient-time flowmeter and a vibration-sensitive timing device proved to be reliable in providing discharge and time of operation information, respectively. Statistical analysis of comparisons between pumpage and irrigated cropland indicated that significant differences existed in the amounts of water applied between flood and sprinkler irrigation systems. However, statistical analyses of differences in amounts of water applied for different crop types and for selected climatic factors were inconclusive. A variety of approaches were tested to develop the irrigated cropland maps needed to extend sampled pumpage data. Of the methods tested, only Landsat data proved to be effective for application to an area as large as the High Plains. The results obtained in the 1979 evaluation of instrumentation and pumpage sampling approaches have been used to formulate a strategy for monitoring irrigation water use in the High Plains in 1980. Precipitation of calcium carbonate is suggested by high pH values and a decrease in the calcium concentration when magnesium, sodium, and chloride concentrations increase. Pollution is indicated by chloride concentrations that increased from 18 to 57 milligrams per liter in 1978. The eutrophic state of the lakes is suggested by dissolved oxygen supersaturated near the surface and less than 0.1 milligram per liter near the deepest parts of the lakes. Determination of the trophic state of the lakes provided trophic state indices as high as 69-2. Phosphorus concentrations were significantly higher in two of the lakes sampled. <i>Anacystic</i> and <i>Oscillatoria</i> were the dominant phytoplankton genera. The data showed that differences in water quality between lakes were related to differences in the percentage of urbanization. However, water-quality variations within each lake were affected more by climatic variations than by land-use changes during that period.</p>\n<p>Dissolved solids, alkalinity, and chloride concentrations varied most in lakes with urbanized watersheds, in lakes with outlets, and in lakes less than 6 feet deep. Certain lakes without outlets showed an increase in chloride during the study, caused in part by urbanization but intensified by drought conditions of 1976-77.</p>\n<p>Fifteen of the lakes studied are less than 10 feet deep and frequently mix during open water. These lakes are highly eutrophic, primarily because of high nutrient loading and recycling of nutrients.</p>\n<p>Holland and Fish Lakes, with depths of 52 and 30 feet, respectively, were the least eutrophic. These lakes limit continuous recycling of nutrients from bottom materials to water surface by thermal stratification and entrapment of nutrients in the hypolimnion.</p>\n<p>Three phosphorus-prediction models developed during the study are applicable to shallow (less than about 12 feet), nonstratifying lakes and ponds. This information was gathered to provide a base for management and protection of the water resources of the reservation.</p><p>Ground water in the study area generally occurs in two aquifers. A shallow aquifer in weathered till (or fine sand and gravel) generally yields only enough water to wells to supply one or two households, and a lower artesian-aquifer system of sand and gravel layers near or below sea level produces higher yields--more than 65 gallons per minute to at least one well. Future supplies of ground water probably can be withdrawn from the lower artesian-aquifer system almost anywhere beneath the reservation. The estimated natural discharge of ground water from the lower artesian-aquifer system to Hood Canal and Port Gamble (bay) is about 42,000 cubic feet per day, or an average of about 220 gallons per minute. Of this amount, it is estimated that about 90 gallons per minute can be economically withdrawn, probably without greatly increasing chances of seawater intrusion. One well in the area taps a still deeper artesian aquifer that is otherwise unexplored. This aquifer, 75 to 80 feet or more below sea level, could possibly supply additional ground water for future use. Ground-water quality is good, but the water is moderately hard and has moderately high iron concentrations. Mapping of outwash sands and gravels delineated two distinct layers of sand and gravel in the southern and eastern parts of the county that merge into one aquifer more than 100 feet thick to the north and west. A digital model that simulates groundwater flow in three dimensions was used to integrate the geologic and hydrologic conditions into a suitable analog of the groundwater system surrounding Fort Wayne. The model consisted of three layers representing (1) the upper till, (2) the upper sand and gravel, and (3) the lower aquifer. The lower aquifer represents a combination of the lower sand and gravel and a section of limestone aquifer immediately underlying the glacial sediments. The model, calibrated against water-level and streamflow data collected during September 1976, was used to simulate pumping and to evaluate the effects of pumping on groundwater levels and streamflows. Two distribution schemes of pumping were tested, each with two different boundary conditions (constant heads and constant flows). The results of these simulated pumping schemes indicate that between 30 and 40 million gallons per day can be produced and that the streamflow losses resulting from this pumping would be between 17 and 25 million gallons per day. The U.S. Geological Survey obtained these data for the Soil Conservation Service in a water-quality survey of the watershed from March to August 1979. Past and present surface coal mining is the factor having the greatest impact on water quality in the watershed. The upper reaches of Cypress Creek receive acid-mine drainage from a coal-mine waste slurry during periods of intense rainfall. All the remaining tributaries, except Summer Pecka ditch, drain mined or reclaimed lands. The general water type of Cypress Creek and most of its tributaries is calcium and magnesium sulfate. In contrast, the water type at background site 21 on Summer Pecka ditch is calcium sulfate. Specific conductance ranged from 470 to 4,730 micromhos per centimeter at 25 degrees Celsius, and pH ranged from 1.2 to 8.8. Specific conductance, hardness, and concentrations of major ions and dissolved solids were highest in tributaries affected by mining. The pH was lowest in the same tributaries. Concentrations of iron, manganese, and sulfate in water samples and chlordane, DDT, and PCB 's in streambed samples exceeded water-quality limits set by the U.S. Environmental Protection Agency. In the analysis, several different groupings of stations were investigated, including divisions by geographic location and size of drainage area. The grouping consisting of two leeward divisions and one windward division produced the best results. Drainage basins ranged in area from 0.03 to 45.7 square miles. Equations relating flood magnitudes of selected frequencies to basin characteristics were developed for the three divisions of Oahu. These equations can be used to estimate the magnitude and frequency of floods for any site, gaged or ungaged, for any desired recurrence interval from 2 to 100 years. Data on basin characteristics, flood magnitudes for various recurrence intervals from individual station-frequency curves, and computed flood magnitudes by use of the regression equation are tabulated to provide the needed data. The model was calibrated and verified using hydraulic and water-quality data collected in 1976 and 1979. The water-quality con-stituents modeled were 5-day carbonaceous biochemical oxygen demand, total organic nitrogen, total ammonia, total nitrite, total nitrate, and dissolved oxygen. Model calibration was acceptable for all constituents except total organic nitrogen, and verification was acceptable for all constituents except total organic nitrogen and total nitrite. A relationship between nonionized and total ammonia was defined to provide simulation capability for nonionized ammonia.</p><p>The model was used to simulate the water-quality effects of 63 combinations of wastewater treatment. The water-quality effects were evaluated with respect to water-quality guidelines that may be applied based on possible stream-use classifications. Model simulations were based on a 7-day low flow with a 10-year recurrence interval that occurs between August 15 and October 15 and on a winter low-flow period that occurs as a result of upstream storage of water.</p><p>The mixing zone downstream from the Pueblo Wastewater Treatment Plant outfall was evaluated to determine where the water-quality guidelines should apply for the model simulations. Complete lateral mixing of the effluent from the Pueblo Wastewater Treatment Plant occurred 2.7 river miles downstream from the outfall.</p><p>Model simulations indicated a water-quality guideline of 0.06 milligram per liter nonionized ammonia nitrogen would be exceeded at the end of the mixing zone for Q7,10 conditions with secondary treatment at the Pueblo Wastewater Treatment Plant and a projected effluent discharge for the year 2000, and that a water-quality guideline of 0.5 milligram per liter total&nbsp;nitrite nitrogen would be exceeded for winter conditions and the same waste-water-treatment possibility. Wastewater-treatment possibilities with a pro-jected discharge for the year 2000 which would result in both water-quality guidelines being met include land application of treated effluent and advanced secondary treatment at the Pueblo Wastewater Treatment Plant with conversion of ammonia to nitrate to result in an effluent total ammonia nitrogen concentration of 5.4 to 10.6 milligrams per liter, depending on the quality of effluent from the downstream discharge from the CF&amp;I Steel Corp.</p><p>Model simulations also included an evaluation of flow augmentation necessary to meet a water-quality guideline of 0.06 milligram per liter non-ionized ammonia nitrogen. The evaluation was made for the n,7,10 period, secondary treatment at the Pueblo Wastewater Treatment Plant with a projected discharge for the year 2000, and effluent water quality at a downstream discharge which could contain twice the estimated ammonia concentration allowable for best available technology treatment for the iron and steel industry.
