The central challenge to managers is selecting appropriate management actions in the face of biological and environmental uncertainties. We describe the technical components of a USGS management project, and explain how the components integrate and inform each other, how data feedback from individual cooperators serves to reduce uncertainty across the whole region, and how a successful adaptive management project is coordinated and maintained on a large scale. In partnership with the Service, the U.S. Geological Survey is developing an adaptive decision support framework to assist managers in selecting management actions under uncertainty and maximizing learning from management outcomes. The framework is built around practical constraints faced by refuge managers and includes identification of the management objective and strategies, analysis of uncertainty and construction of competing decision models, monitoring, and mechanisms for model feedback and decision selection. Nineteen Service field stations, spanning four states of the PPR, are participating in the project. They share a common management objective, available management strategies, and biological uncertainties. This report describes the results of the short-term goals of this collaborative effort, which were to map the geology of the inner shelf zone of the western Elizabeth Islands and study the geologic processes that have contributed to its evolution. Data collected during the survey include: Bathymetric and sidescan-sonar data, chirp seismic-reflection data , sound velocity profiles, and navigation data. The long-term goals of this project are to provide high-resolution geophysical data that will support research on the influence of sea-level change and sediment supply on coastal evolution and Statistical methods are used to evaluate peak-flow data. Analysis of Virginia peak-flow data collected from 1895 through 2007 is summarized. Methods are provided for estimating unregulated peak flow of gaged and ungaged streams. Station peak-flow characteristics identified by fitting the logarithms of annual peak flows to a Log Pearson Type III frequency distribution yield annual exceedance probabilities of 0.5, 0.4292, 0.2, 0.1, 0.04, 0.02, 0.01, 0.005, and 0.002 for 476 streamgaging stations. Stream basin characteristics computed using spatial data and a geographic information system are used as explanatory variables in regional regression model equations for six physiographic regions to estimate regional annual exceedance probabilities at gaged and ungaged sites. Weighted peak-flow values that combine annual exceedance probabilities computed from gaging station data and from regional regression equations provide improved peak-flow estimates. Statistical methods are used to evaluate streamflow data. Analysis of Virginia streamflow data collected from 1895 through 2007 is summarized. Methods are provided for estimating low-flow characteristics of gaged and ungaged streams. The 1-, 4-, 7-, and 30-day average streamgaging station low-flow characteristics for 290 long-term, continuous-record, streamgaging stations are determined, adjusted for instances of zero flow using a conditional probability adjustment method, and presented for non-exceedance probabilities of 0.9, 0.8, 0.7, 0.6, 0.5, 0.4, 0.3, 0.2, 0.1, 0.05, 0.02, 0.01, and 0.005. Stream basin characteristics computed using spatial data and a geographic information system are used as explanatory variables in regional regression equations to estimate annual non-exceedance probabilities at gaged and ungaged sites and are summarized for 290 long-term, continuous-record streamgaging stations, 136 short-term, continuous-record streamgaging stations, and 613 partial-record streamgaging stations. Regional regression equations for six physiographic regions use basin characteristics to estimate 1-, 4-, 7-, and 30-day average low-flow annual non-exceedance probabilities at gaged and ungaged sites. Weighted low-flow values that combine computed streamgaging station low-flow characteristics and annual non-exceedance probabilities from regional regression equations provide improved low-flow estimates. Regression equations developed using the Maintenance of Variance with Extension (MOVE.1) method describe the line of organic correlation (LOC) with an appropriate index site for low-flow characteristics at 136 short-term, continuous-record streamgaging stations and 613 partial-record streamgaging stations. Monthly streamflow statistics computed on the individual daily mean streamflows of selected continuous-record streamgaging stations and curves describing flow-duration are presented. Text, figures, and lists are provided summarizing low-flow estimates, selected low-flow sites, delineated physiographic regions, basin characteristics, regression equations, error estimates, definitions, and data sources. This study compared the soil characteristics of sediment- amended coastal swamps in the Barataria Preserve unit of Jean Lafitte National Historical Park and Preserve with natural swamps along Bayou des Familles. The sandy sediment amendments used in the coastal forests had different soil texture and characteristics than the more organic soils of the natural swamps. Three years after the application of these sediments on the sediment-amended swamps, dewatering and compaction of the sediment had occurred but the sediment still had high salinity and bulk density, and low organic matter content. The two sediment-amended swamps differed from each other in that Site 1 had a higher elevation (mean = 25 cm higher) and drier soil than Site 2. The effects of sediment in coastal forested wetlands require separate consideration from studies of salt marshes, e.g., the weight of the sediment might damage tree roots, or the amendments might influence soil stability during storms in a different way. The U.S. Geological Survey National Earthquake Information Center (USGS NEIC), through its responsibility to respond to all significant global earthquakes as part of the National Earthquake Hazards Reduction Program, quickly produced and distributed a suite of earthquake information products to inform emergency responders, the public, the media, and the academic community of the earthquake's potential impact and to provide scientific background for the interpretation of the event's tectonic context and potential for future hazard. Here we present a timeline of the NEIC response to this devastating earthquake in the context of rapidly evolving information emanating from the global earthquake-response community. The timeline includes both internal and publicly distributed products, the relative timing of which highlights the inherent tradeoffs between the requirement to provide timely alerts and the necessity for accurate, authoritative information. To be sustainable, ISM must address environmental, social, and economic factors (or *pillars*) that influence the causes, impacts, and control of invasive species across multiple spatial and temporal scales. Although these pillars are generally acknowledged, their implementation is often limited by insufficient control options and significant economic and political constraints. In this paper, we outline specific objectives in each of these three *pillars* that, if incorporated into a management plan, will improve the plan's likelihood of sustainability. We then examine three case studies that illustrate how these objectives can be effectively implemented. Each pillar reinforces the others, such that the inclusion of even a few of the outlined objectives will lead to more effective management that achieves ecological goals, while generating social support and long-term funding to maintain projects to completion. The models were applied to data collected during water years 1997 through 2005. The pesticides modeled were carbaryl, diazinon, metolachlor, and molinate. Results from the two models show that the ability to capture seasonal variations in pesticide concentrations was affected by pesticide use patterns and the methods by which pesticides are transported to streams. Estimated seasonal loads compared well with results from previous studies for both models. Loads estimated by the two models did not differ significantly from each other, with the exceptions of carbaryl and molinate during the precipitation season, where loads were affected by application patterns and rainfall. A review of previous reports of <i>Eutrombicula</i> spp. chiggers on amphibian hosts provides context for current findings. All members of the genus <i>Hannemania</i> are specialized larval parasites of amphibians, whereas larval <i>E. alfreddugesi</i> are generalist parasites of a wide variety of terrestrial vertebrate hosts that infrequently includes amphibians. Spadefoot toads are previously undocumented hosts for <i>E. alfreddugesi</i>, and observed infestations were unusually prevalent and intense for this chigger on an amphibian We employed both minimum convex polygon (MCP) and fixed kernel (FK) methods. We used two methods to partition GPS locations for day-versus-night home-range comparisons: (1) daytime = 0800&ndash;2000 h; nighttime = 2000&ndash;0800 h; and (2) sunup versus sundown. Regardless of location-partitioning method, mean area of daytime MCPs did not differ significantly from nighttime MCPs. Similarly, mean area of daytime FKs (95% probability contour) were not significantly different from nightime FKs. FK core use areas (50% probability contour) did not differ between daytime and nighttime nor between sunup and sundown locations. This is in large part due to the analytical difficulties associated with NOM characterization and the wide range of reagents and experimental systems used to study NOM redox reactions. This chapter provides a summary of the ongoing efforts to provide a coherent comprehension of aqueous redox chemistry involving NOM and of techniques for chemical characterization of NOM. It also describes some attempts to confirm the roles of different structural moieties in redox reactions. In addition, we discuss some of the operational parameters used to describe NOM redox capacities and redox states, and describe nomenclature of NOM redox chemistry. The use of ESASS, because of its unique U.S. patent design (U.S. patent no. 7,631,705 B1), allows for the collection of representative, depth-specific groundwater samples (vertical profiling) in a quick and efficient manner using a 0.305-m long screen auger during hollow-stem auger drilling. With ESASS, the water column in the flights above the screen auger is separated from the water in the screen auger by a specially designed removable plug and collar. The tool fits inside an auger of standard inner diameter (82.55 mm). The novel design of the system constituted by the plug, collar, and A-rod allows the plug to be retrieved using conventional drilling A-rods. After retrieval, standard-diameter (50.8 mm) observation wells can be installed within the hollow-stem augers. Testing of ESASS was conducted at one waste-disposal site with tetrachloroethylene (PCE) contamination and at two reference sites with no known waste-disposal history. All three sites have similar geology and are underlain by glacial, stratified-drift deposits. For the applications tested, ESASS proved to be a useful tool in vertical profiling of groundwater quality. At the waste site, PCE concentrations measured with ESASS profiling at several depths were comparable (relative percent difference <25%) to PCE concentrations sampled from wells. To the west, it abuts the Noatak National Preserve; its eastern boundary is the transportation corridor occupied by the Dalton Highway and the Alyeska Pipeline. The GAAR extends northward beyond the northern flank of the Brooks Range into the southern Arctic Foothills. Its southern boundary lies beyond the south flank of the Brooks Range within foothills and depositional basins of interior Alaska. The accompanying surficial geologic map covers all of the GAAR with the addition of a 10-km (6.2-mi) belt or \"buffer zone\" beyond its boundaries. A narrower (5-km) buffer zone is employed where the GAAR extends farthest north and south of the Brooks Range, in the north-central and southwestern parts of the map area, respectively.</p>\n<p>The surfical geologic map incorporates parts of ten surficial geologic maps previously published at 1:250,000 scale. In addition, a small part of the buffer zone mapped in the southwest corner of the map area was compiled from unpublished surficial geologic mapping of the Shungnak 1:250,000-scale quadrangle. Each of those individual maps was developed from (1) aerial and surface observations of morphology and composition of unconsolidated deposits, (2) tracing the distribution and interrelation of terraces, abandoned meltwater channels, moraines, abandoned lake beds, and other landforms, (3) stratigraphic study of exposures along lake shores and river bluffs, (4) examination of sediments and soil profiles in auger borings and test pits, and exposed in roadcuts and placer workings, and (5) analysis of previously published geologic maps and reports. The map units used for those maps and employed in the present compilation are defined on the basis of their physical character, genesis, and age. As they travel, migratory species also provide ecosystem services to people in many different locations. Previous research suggests there may be spatial mismatches between locations where humans use services and the ecosystems that produce them. This occurs with migratory species, between the areas that most support the species' population viability &ndash; and hence their long-term ability to provide services &ndash; and the locations where species provide the most ecosystem services. This paper presents a conceptual framework for estimating how much a particular location supports the provision of ecosystem services in other locations, and for estimating the extent to which local benefits are dependent upon other locations. We also describe a method for estimating the net payment, or subsidy, owed by or to a location that balances benefits received and support provided by locations throughout the migratory range of multiple species. The ability to quantify these spatial subsidies could provide a foundation for the establishment of markets that incentivize cross-jurisdictional cooperative management of migratory species. This paper presents a hypothesis that suspended-sediment concentration (SSC) in estuaries can suddenly decrease when the threshold from transport to supply regulation is crossed as an erodible sediment pool is depleted. This study was motivated by a statistically significant 36% step decrease in SSC in San Francisco Bay from water years 1991&ndash;1998 to 1999&ndash;2007. A quantitative conceptual model of an estuary with an erodible sediment pool and transport or supply regulation of sediment transport is developed. Model results confirm that, if the regulation threshold was crossed in 1999, SSC would decrease rapidly after water year 1999 as observed. This study presents statistical models that can be used to forecast water temperature within the Delta as a response to atmospheric conditions. The daily average model performed well (<i>R</i><sup>2</sup> values greater than 0.93 during verification periods) for all stations within the Delta and San Francisco Bay provided there was at least 1 year of calibration data. To provide long-term projections of Delta water temperature, we forced the model with downscaled data from climate scenarios. Based on these projections, the ecological implications for the delta smelt, a key species, were assessed based on temperature thresholds. Using correlation analysis of data from five periods of 7-years each from 1973 through 2007, we learned that the strongest effect of CPV on pup survival (<i>r</i> = -0.73) and on wolf population change (<i>r</i> = -0.92) was during 1987 to 1993. After that, little effect was documented despite a mean CPV seroprevalence from 1994 of 2007 of 70.8% compared with 52.6% during 1987 to 1993. SPAtially Referenced Regressions On Watershed attributes (SPARROW) nutrient models were developed for the Northeastern and Mid-Atlantic (NE US) regions of the United States to represent source conditions for the year 2002. The model developed to examine the source and delivery of nitrogen to the estuaries of nine large rivers along the NE US Seaboard indicated that agricultural sources contribute the largest percentage (37%) of the total nitrogen load delivered to the estuaries. Point sources account for 28% while atmospheric deposition accounts for 20%. A second SPARROW model was used to examine the sources and delivery of phosphorus to lakes and reservoirs throughout the NE US. The greatest attenuation of phosphorus occurred in lakes that were large relative to the size of their watershed. It is the most volcanically active object in the Solar System, as recognized by observations from six National Aeronautics and Space Administration (NASA) spacecraft: Voyager 1 (March 1979), Voyager 2 (July 1979), Hubble Space Telescope (1990&ndash;present), Galileo (1996&ndash;2001), Cassini (December 2000), and New Horizons (February 2007). The lack of impact craters on Io in any spacecraft images at any resolution attests to the high resurfacing rate (1 cm/yr) and the dominant role of active volcanism in shaping its surface. High-temperature hot spots detected by the Galileo Solid-State Imager (SSI), Near-Infrared Mapping Spectrometer (NIMS), and Photopolarimeter-Radiometer (PPR) usually correlate with darkest materials on the surface, suggesting active volcanism. The Voyager flybys obtained complete coverage of Io's subjovian hemisphere at 500 m/pixel to 2 km/pixel, and most of the rest of the satellite at 5&ndash;20 km/pixel. Repeated Galileo flybys obtained complementary coverage of Io's antijovian hemisphere at 5 m/pixel to 1.4 km/pixel. Thus, the Voyager and Galileo data sets were merged to enable the characterization of the whole surface of the satellite at a consistent resolution. The United States Geological Survey (USGS) produced a set of four global mosaics of Io in visible wavelengths at a spatial resolution of 1 km/pixel, released in February 2006, which we have used as base maps for this new global geologic map. Much has been learned about Io's volcanism, tectonics, degradation, and interior since the Voyager flybys, primarily during and following the Galileo Mission at Jupiter (December 1995&ndash;September 2003), and the results have been summarized in books published after the end of the Galileo Mission. Here we report retinochoroiditis in a sea otter (<i>Enhydra lutris kenyoni</i>) found dead on Copalis Beach, WA, USA. Salient lesions were confined to the brain and eye. Multifocal nonsuppurative meningoencephalitis was present in the cerebrum and cerebellum associated with <i>S. neurona</i> schizonts. The retina of one eye had a focus of inflammation that contained numerous <i>S. neurona</i> schizonts and merozoites. The focus extended from the retinal pigment epithelium inward through all layers of the retina, but inflammation was most concentrated at the inner surface of the tapetum and the outer retina. The inner and outer nuclear layers of the retina were disorganized and irregular at the site of inflammation. There was severe congestion and mild hemorrhage in the choroid, and mild hemorrhage into the vitreous body. Immunohistochemistry with <i>S. neurona</i>-specific polyclonal rabbit antibodies stained schizonts and merozoites. Neoproterozoic intrusive, metasedimentary, and metavolcanic rocks crop out in the Avalon zone, and Cambrian to Silurian intrusive, metasedimentary, and metavolcanic rocks crop out in the Nashoba zone. Rocks of the Avalon and Nashoba zones, or terranes, are separated by the Bloody Bluff fault.  The bedrock geology was mapped to study the tectonic history of the area and to provide a framework for ongoing hydrogeologic characterization of the fractured bedrock of Massachusetts. \r\n\r\nThis report presents mapping by G.J. Walsh, geochronology by J.N. Aleinikoff, geochemistry by M.J. Dorais, and consists of a map, text pamphlet, and GIS database.
