The 1969 spring floods in upper Midwestern United States can be attributed primarily to an exceptionally heavy blanket of snow which accumulated during the period December 1968 through February 1969. March precipitation was light, but at the end of the month water content of snow on the ground was as much as 8 inches in some parts of the area. Unusually heavy rains in the fall of 1968 throughout the area, and as much as 3 inches of localized spring rain in the Red River basin during the period April 7-10, 1969, accentuated the flooding.
Flood data are presented for 285 gaging sites in this report. Peak stages and discharges exceeded previous known maxima in the upstream tributaries of the Red River of the North, upper Minnesota River basin, upper basin of West Fork Des Moines River, and the James, Vermillion, and Big Sioux River basins. In many other basins the 1969 floods were the second highest in many years of record. Recurrence intervals exceeded 50 years for 71 of the 178 sites for which recurrence intervals were computed.
Flood-crest elevations and flood profiles show the peak stages expressed in mean sea level at many points in the Mississippi, Minnesota, Red, Souris, West Fork Des Moines, Rock, and Little Rock River basins.
Sediment discharge data obtained in a small part of the lower Minnesota River basin indicated varying yields during the month of April ranging from 26 to 396 tons per square mile.
Aerial photography during the flood was obtained in a number of river basins. The river reaches which were photographed are tabulated and the location of the photographs indicated.
Flood damages were estimated to be about $147 million in the six States of North Dakota, South Dakota, Minnesota, Iowa, Wisconsin, and Illinois. Eleven lives were lost to the flood, more than 23,000 persons were forced from their homes, more than a million acres of rich agricultural land were inundated, and thousands of culverts and bridges were washed out on highways and secondary roads.

The basic steps in the evaluation procedure were (1) definition of the long- term goals of the streamflow data program in quantitative form, (2) examination and analysis of all available data to determine which goals have already been met, and (3) consideration of alternate programs and techniques to meet the remaining objectives. It was found that many of the goals could be met by generalization of the data for gaged basins by regression analysis. This fact indicates that significant changes could be made in the present data program that would allow emphasis to be placed on attaining the goals that have not been met. A streamflow data program based on the guidelines developed in this study is proposed for the future.

A streamflow data program based on these guidelines is proposed for the future.
\nStreamflow data collected at gaging stations were classified according to the type of use or purpose. Recommendations were made as to whether a station should be included in the proposed network or whether it had met the objective for which it was operated and could be discontinued.
\nThe historical data acquired and the new data to be collected form the basis for analytical and interpretive reports. Recommendations were made as to expanding or initiating such studies. Streamflow data collection should be a continuing effort, reoriented as necessary to meet the changing needs.

Dakota","docAbstract":"An evaluation of the streamflow data available in North Dakota was made to provide guidelines for planning future programs. The basic steps in the evaluation procedure were (1) definition of the long-term goals of the streamflow data program in quantitative form, (2) examination and analysis of all available data to determine which goals have already been met, and (3) consideration of alternate programs and techniques to meet the remaining objectives. None of the goals could be met by generalization of the data for gaged basins by regression analysis. This fact indicates that significant changes should be made in the present data program to obtain better areal coverage to achieve the goals set. A streamflow data program based on the guidelines developed in this study is proposed for the future.

This flood resulted from a violent storm with officially recorded rainfall in excess of 10 inches and unofficial catches of over l4 inches in the vicinity of Wooster during the 18-hour storm period. A more detailed analysis of data for Killbuck Creek was made in order to define an estimated profile of the July 5 flood for an assumed condition with no obstructions present in the channel or on the flood plain. The 50-year frequency flood profiles on Killbuck Creek were also developed for existing conditions and for the assumed condition of no obstructions.

The following conclusions are drawn from the study. Goals have been achieved on many of the principal unregulated streams; operation of 11 new or reactivated gages on principal streams are needed to satisfy needs. However, the goals cannot be met on unregulated minor streams with present data and analytical techniques. Few of the goals can be achieved with the available data for major or minor streams which are regulated, which are fed by springs or receive significant return flows, or which are affected by extensive channel losses. These streams will require river-systems studies which necessitate collection of complete records of diversions, return flows, upstream storage, and information relative to exchange between surface flow and ground water. Noteworthy inadequacies include data to define floods at long recurrence intervals, such as 100 year floods, and to define the low-flow characteristics, especially in small streams and in channels affected by springs, return flows, seepage, regulation, or diversions.
The proposed program consists of both data collection and analyses to efficiently provide the streamflow information required for (1) current water use and management, (2) planning and design, (3) determination of long-term trends, and (4) assessment of stream environment.
