Elimination of those gaging stations&nbsp;that have no current-purpose use and little utility in providing regional&nbsp;flow-characteristic information is the most effective way to reduce costs.</p>\n<p>The efficient design of a network of gaging stations for obtaining regional information requires knowledge of the information in the data base and an assessment of the potential for improving the accuracy of data-transfer mechanisms. The analytical technique known as Network Analysis for Regional Information is used to assess acquired streamflow information and to evaluate its transferability within previously determined regions of homogenous streamflow characteristics. Regression equations that relate low-, mean-, and flood-flow characteristics to basin parameters are the data-transfer mechanisms used in the evaluation. This analysis showed that only minor improvements in the regression equations can be expected after 20 additional years of data collection at gages in the 1980 program. Transfer mechanisms with less model error are needed for improved data transferability.</p>\n<p>A more efficient program can be achieved by discontinuing selected gages in the planning-and-design network. To this end, 11 continuous-record and 25 partial-record gages were selected to be discontinued by April 1, 1980. Additionally, 6 continuous-record and 29 partial-record gages are suggested to be discontinued at the end of the 1985 water year.</p>","language":"English","publisher":"U.S. Geological Corn is planted in 30 percent of the basin on slopes ranging from 0 to 20 percent. Although contour stripcropping is a recommended practice for these easily eroded soil slopes, few conservation practices are followed to reduce soil losses. Because the stream drains into a manmade lake used for recreation, its water quality is of major concern. The purpose of this report is to assess the magnitude and types of nonpoint discharges that affect the water quality of Steiner Branch.</p>\n<p>Total stream discharge for the 1978 and 1979 water years was 1,500 cubic feet per second per day and 1,800 cubic feet per second per day, respectively. The 1978 water year discharge was about 90 percent of the average and the 1979 discharge was 120 percent of average. During the 1978 water year, base flow was about 60 percent of the stream discharge, and in 1979 it was about 78 percent. Streamflow during the 2-year study period ranged from 1.5 cubic feet per second, which is approximately the low flow that occurs on the average of once every 2 years, to 392 cubic feet per second, a discharge of about a 5-year flood-recurrence interval.</p>\n<p>Suspended-sediment yields were 369 tons per square mile in the 1978 water year and 84.6 tons per square mile in 1979. These yields were 1.66 times higher than those monitored in an adjoining basin where more typical conservation practices were employed. However, suspended-sediment yield per unit of stream discharge was only 1.30 times higher in the Steiner Branch basin than in the adjoining basin. The estimated long-term annual suspended-sediment yield for the Steiner Branch basin is 444 tons per square mile. Sediment concentrations in Steiner Branch ranged from 3 to 6,430 milligrams per liter.</p>\n<p>Most of the nutrient load of the stream was transported during runoff: total organic nitrogen, 80 percent; ammonia nitrogen, 80 percent; total phosphorus, 84 percent; and total orthophosphorus, 77 percent. Transport of nitrite plus nitrate nitrogen and total nitrogen occurred primarily during baseflow conditions, with 75 and 56 percent, respectively, of the total load for the study period being transported during these conditions. The aqueous wastes have created large and laterally dispersed concentration plumes within the aquifer. The waste plumes with the largest areal distribution are those of chloride, tritium, and with high specific conductance values. The data from eight wells drilled near the southern INEL boundary during the summer of 1980 were used to evaluate the accuracy of a predictive modeling study completed in 1973, and to simulate 1980 positions of chloride and tritium plumes. Data interpretation from the drilling program indicates that the hydrogeologic characteristics of the subsurface rocks have marked effects on the regional ground-water flow regimen and, therefore, the movement of aqueous wastes. As expected, the waste plumes projected by the computer model for 1980, extended somewhat further downgradient than indicated by well data due to conservative worst-case assumptions in the model input and inaccurate approximations of subsequent waste discharge and aquifer recharge conditions. Granitic rocks of the Idaho batholith predominate in the basin. Temperature of waters from thermal springs in the basin range from 33 degrees to 87 degrees Celsius, are sodium carbonate type and are slightly alkaline. Dissolved-solids concentrations are less than 280 milligrams per liter. Estimated reservoir temperatures determined by the silica and sodium-potassium-calcium geothermometers range from 50 degrees to 98 degrees Celsius. Tritium concentrations in sampled thermal springs are near zero and indicate these waters were recharged prior to 1954. Stable-isotope data are not conclusive insofar as indicating a source area of recharge for the thermal springs in the basin. Thermal springs discharged at least 4,900 acre-feet of water in 1981, and the associated convective heat flux is 11,000,000 calories per second. Irrigated acreages for 1974-80 were compiled for wheat, grain sorghum, corn, and alfalfa using records from the U.S. Agricultural Stabilization and Conservation Service. Consumptive-irrigation requirements were computed using a soil-moisture model. The model tabulated monthly soil-moisture and crop-water demand for various crops and computed the volume of irrigation water needed to maintain the available moisture at 50% for loamy soils or at 60% for sandy soils. Irrigated acres in the study area increased from 265,000 acres during 1974 to 321,000 acres during 1980. Irrigation pumpage increased from 584,000 acre-feet during 1974 to 738,000 acre-feet during 1980. Decreased consumptive-irrigation requirements during 1979 resulted in a comparatively small irrigation-pumpage estimate of 458,000 acre-feet. Several simple analytical solutions, a typecurve-matching procedure, and a Galerkin finite-element radial-flow model were used to determine hydraulic conductivity, ratio of horizontal to vertical hydraulic conductivity, and specific yield. Results of the curve-matching procedure covered a broad range of values that could be narrowed through consideration of data from other sources such as published reports, drillers ' logs, or values determined by analytical solutions. Analysis by the radial-flow model was preferred because it allows for vertical variability in aquifer properties and solves the system for all observation points simultaneously, whereas the other techniques treat the aquifer as homogeneous and must treat each observation well separately. All methods produced fairly consistent results. The ranges of aquifer values at the three sites were: horizontal hydraulic conductivity, 140 to 380 feet per day; transmissivity 11,200 to 17,100 feet squared per day; ratio of horizontal to vertical hydraulic conductivity 2.4:1 to 7:1, and specific yield , 0.13 to 0.23. The water table of the high-transmissivity aquifer that underlies the area is generally shallower than 15 feet, fluctuates seasonally about 2 feet, and slopes northwesterly, the direction of ground-water flow. Private domestic-supply wells obtain water from the upper part of the aquifer. Septic systems used to dispose of waste water are installed at or only slightly above the water table in the same aquifer. Analyses of samples from 16 observation wells in undeveloped parts of the study area and from 33 domestic wells indicated that water quality has not been significantly degraded by on-site waste disposal. Three samples had detectable but minor contamination by fecal coliform bacteria. Anomalous values of chloride and ammonia in one third of the domestic wells may indicate incipient degradation of ground-water quality by septic-tank effluent. Using these at-a-station relations as a base, regional relations were then developed that characterize hydraulic features of streams throughout the study area. Channel size is an indication of flow magnitude. High flows affect channel formation, and the annual peak-flow array is a representation of these flows. The geometric mean of this array is a viable statistical index of channel-forming flows because it represents the relative magnitude of high flows at a site. Bankfull discharge is a physical index of flows dominating channel formation. The magnitude of the geometric mean approximately equates to bankfull discharge, on the average. Relations depicting hydraulic characteristics of a discharge equal to the geometric mean of annual peak flows may, therefore, be considered to be generally representative of channel conditions existing during bankfull discharge. The relations have application for predicting channel response to developments that would alter streamflow. Crop types include citrus, cucumbers, pasture, peanuts, sod, strawberries, and tropical fish farms are also included. Water-application rates per growing season ranged from 0 inches per acre for several citrus and pasture sites to 239.7 inches per acre for a nursery site. The report also includes rainfall data for 12 stations throughout the study area. The holes were drilled during July, August, and September 1979 to obtain geologic and hydrologic data to better define the regional ground-water-flow system. The geologic data presented in this report are part of a site-characterization study for the possible storage of defense-associated radioactive wastes within salt beds of the Salado Formation of Permian age. The geologic data include detailed descriptions of cores, cuttings, and geophysical logs. Each borehole was designed to penetrate a distinct water-bearing zone: H-9a (total depth 559 feet) was completed just below the Magenta Dolomite Member of the Rustler Formation; H-9b (total depth 708 feet) was completed just below the Culebra Dolomite Member of the Rustler Formation; H-9c (total depth 816 feet) was completed below the Rustler Formation-Salado Formation contact. The geologic units penetrated in borehole H-9c are eolian sand of Holocene age (0-5 feet); the Gatuna Formation of Pleistocene age; (5-25 feet); and the Dewey Lake Red Beds (25-455 feet), the Rustler Formation (455.791 feet), and part of the Salado Formation (791-816 feet), all of Permian age. Three sections (494-501 feet, 615-625 feet, 692-712 feet) in the Rustler Formation penetrated by borehole H-9c are composed of remnant anhydrite (locally altered to gypsum) and clay and silt residue from the dissolution of much thicker seams of argillaceous and silty halite. This indicates that the eastward-moving dissolution within the Rustler Formation, found just to the west of the WIPP site, is present at the H-9 site. The zones tested </span><span>were the Magenta and Culebra Dolomite Members of the Rustler Formation and the Rustler </span><span>Formation-Salado Formation contact. The Magenta Dolomite and the Rustler-Salado </span><span>contact yield water to wells at rates less than 0.5 gallon per minute as determined </span><span>from shut-in and slug tests. A transmissivity value for the Culebra Dolomite Member </span><span>was obtained by conducting conventional pumping and recovery tests in well H-6B; this </span><span>well was pumped at a rate of approximately 11 gallons per minute.</span></p><p><span>Water samples from the Magenta Dolomite Member of the Rustler Formation had a dissolved-solids concentration of 5,760 milligrams per liter. The major chemical constituents of water samples from this zone were sulfate, sodium, and chloride. Water samples from the Culebra Dolomite Member of the Rustler Formation had dissolved-solids concentration of 52,600 milligrams per liter, and samples from the Rustler Formation-Salado Formation contact had 316,000 milligrams per liter; chloride and sodium were the major constituents in the water samples. Discharge data at four streamflow gaging stations indicated that from 5 to 29% of the average annual precipitation on a drainage runs off streams, mainly during the snowmelt period (spring and summer). Most of the base flow of streams originates as spring discharge in the higher altitudes of drainages. Peak flows, average 7-day flood flows, and flood depths were related to basin characteristics in order to develop flood equations for ungaged sites. Chemical quality of surface water was suitable for most uses. Dissolved-solids concentrations ranged from 97 to 835 milligrams per liter in 61 samples collected throughout the area. Data from wells and coal-test holes, and a comprehensive spring inventory indicate that groundwater occurs in all geologic units exposed in the study area. The coal-bearing Blackhawk Formation and underlying Star Point Sandstone are saturated in most areas. Some future mining operations would require dewatering of the Star Point-Blackhawk aquifer. Most of the springs issue from the Flagstaff Limestone and North Horn Formation above the Star Point-Blackhawk aquifer. It is not known whether water in the Flagstaff and North Horn is perched. Dissolved-solids concentrations in groundwater ranged from 105 to 1,080 milligrams per liter in 87 analyzed samples. Water levels in wells, the discharge of springs, benthic invertebrates in streams, and quantity and quality of mine effluents all need to be monitored in order to detect changes in the hydrologic system caused by coal mining. The principal mineable coal is the 40-to 60-foot-thick Wall </span><span>and lower Wall coal beds near the middle part of the Tongue River Member of </span><span>the Fort Union Formation (Paleocene age). Other possibly mineable intervals </span><span>are the Canyon coal bed lying 200 to 250 feet above the Wall, and the Brews</span><span>ter-Arnold coal bed lying about 220 feet below the base of the Wall coal beds. </span></p><p><span>The hydrologic regime in the basin is composed of Prairie Dog Creek and sandstone, coal, clinker, and alluvium aquifers. Prairie Dog Creek, which originates from springs and seeps issuing from coal and sandstone layers, maintained perennial flow in its upstream and middle reaches during 1978 and 1979. In its downstream reach, the flow decreased consistently until the channel near the mouth had only standing water or was dry. The dissolved-solids concentration of streamflow during periods of high flow (1 cubic foot per second or more) in the spring months ranged from 700 to about 1,000 milligrams per liter and during periods of lesser flow (0.5 cubic foot per second or less) in the summer ranged from about 1,300 to 1,600 milligrams per liter.</span></p><p><span>Forty-two cased observation wells were used to obtain data on aquifer </span><span>characteristics and quality of water. Relatively clean (free of silt or </span><span>mud) sandstone beds have transmissivities of about 15 feet squared per day; </span><span>the water was a magnesium sulfate or sodium sulfate type and dissolved-</span><span>solids concentrations ranged from about 2,170 to 3,260 milligrams per liter. </span><span>The Wall coal aquifer has transmissivities ranging from 2.5 to 65 feet </span><span>squared per day; the water was a sodium sulfate type and dissolved-solids </span><span>concentrations ranged from 1,820 to 4,190 milligrams per liter. </span><span>The </span><span>Brewster-Arnold coal aquifer has transmissivities similar to those of the </span><span>Wall coal but the water was a sodium bicarbonate type; the water contained </span><span>an excessive concentration of fluoride (more than 10 milligrams per liter) </span><span>and had a very high sodium</span><span>-</span><span>adsorption ratio (more than 60). </span></p><p><span>The alluvial aquifer in the Prairie Dog Creek valley has transmissivities ranging from about 1,000 to 5,000 feet squared per day in the middle reaches and as much as 9,200 feet squared per day near the mouth of the creek. The water quality changed from a magnesium sulfate type in the middle reaches to a sodium sulfate type near the mouth. In areas where surface water replaced withdrawal of ground-water, water levels in the confined system rose sharply and subsidence slowed. In the late 1960 's and early 1970 's water levels in wells recovered to levels of the 1940 's and 1950 's throughout most of the western and southern parts of the Valley, in response to the importation of surface water through the California aqueduct. During the 1976-77 drought data collected at water-level and extensometer sites showed the effect of heavy demand on the ground-water resevoir. With the ' water of compaction ' gone, artesian head declined 10 to 20 times as fast as during the first cycle of long-term drawdown that ended in the late 1960's. In the 1978-79 water levels recovered to or above the 1976 pre-drought levels. The report suggests continued monitoring of land subsidence in the San Joaquin Valley.
