Ample supplies of ground water are available throughout most of the Coastal Plain of South Carolina, but in many places the fluoride concentrations far exceed (as high as 5.8 mg/L, milligrams per liter) the MCL (maximum concentration limit) established for drinking water by the EPA (U.S. Environmental Protection Agency) and SCDHEC (South Carolina Department of Health and Environmental Control).

Fluoridation of drinking water for the prevention of dental caries is a well known practice in many parts of the country. Low concentrations of fluoride have an apparent beneficial effect whereas high concentrations may cause dental fluorosis (mottled teeth enamel) in young children. The recommended concentration of fluoride, as established by EPA (1975) in South Carolina ranges from 1.4 to about 2.4 mg/L depending on the daily air temperature (tables 1 and 2). A lower fluoride concentration in drinking water is considered optimum in areas of high air temperature because generally more water is consumed by individuals in these areas. The total fluoride intake in a warm area where the concentration is low, therefore, will be approximately the same as in a cooler area where the concentration is higher. However, it has been established by SCDHEC that the MCL for fluoride in public drinking water in the coastal areas will be 1.6 mg/L (R. Lewis Shaw, written commun., 1976).

effects of hypothetical water-management alternatives on the wetland habitat area near Grand Island, Nebr. Areally distributed recharge to and discharge from the aquifer system adjacent to the Platte River between Overton and Grand Island were computed for four hypothetical water-management alternatives. Using stream-aquifer response functions, the stream depletions resulting from the different alternatives ranged from 53,000 acre-feet per year for increased surface-water irrigation to 177,000 acre-feet per year for increased ground-water pumpage. Current conditions would result in stream depletions of 125,000 acre-feet per year. Using the relationship between discharge and river stage, frequency curves of the stage in the river near the wildlife habitat area were computed using a 50-year sequence of historical streamflow at Overton, minus the stream depletions resulting from various management practices. For the management alternatives previously discussed, differences in the stage-frequency curves were minimal. For comparative purposes, three additional water-management alternatives whose application would change the incoming streamflow at Overton were simulated. Although in these alternatives the amounts of water that were diverted or imported were similar to the amounts in the previous alternatives, their effects on the stage-frequency curves were much more dramatic. The water quality in the Tioga River basin was studied from September 1973 to September 1978, prior to impoundment by the U.S. Army Corps of Engineers. Results of the investigation will be used in the operation of three reservoirs that were in the final stages of construction in late 1979.

\n

Annual suspended-sediment yields for the basin averaged 575 tons per square mile. Mill Creek near Tioga and Cowanesque River upstream from Nelson were the smallest contributors. The suspended-sediment yields for some sites on the Tioga River and Crooked Creek were affected by reservoir construction.

\n

Acid-mine drainage in the headwaters of the Tioga River increased the levels of sulfate, trace elements, and specific conductance, and decreased alkalinity and pH. For most of the river's length, nutrient levels are generally low, but high enough to support biological activity.

\n

Tioga Lake will be acidic and probably stratify chemically and thermally. High concentrations of heavy metals will accumulate near the bottom of the lake where oxidation of these metals will produce dissolved oxygen levels significantly lower than those near the surface. Hammond and Cowanesque Lakes will be alkaline and thermally stratified. They will probably support a warm-water fishery.

\n

The addition of Hammond Lake water to the outflow from Tioga Lake will probably improve the water quality of the Tioga River below Tioga Dam. Releases from the multi-level withdrawal system will allow the water quality of the river to stabilize, and not be subject to the extreme low-flow conditions that have historically damaged aquatic life.

The alluvial aquifer underlies about 9,000 square miles of the study area. Well yields from the aquifer commonly are from 1,000 to 2,000 gallons per minute. Flow toward the main area of pumping stress is eastward from the Cache River and westward from the St. Francis River. The Memphis aquifer acts as a conduit through Crowleys Ridge for induced flow from the St. Francis River basin to the Cache River basn. Water use from the alluvial aquifer since the early 1900 's has been mostly for rice irrigation. Total pumpage for rice in 1978 was about 1,650 ,000 acre-feet, of which about 88 percent was pumped from the aquifer west of Crowleys Ridge. Water levels in wells west of the ridge in parts of Poinsett, Cross, and Craighead Counties in 1978 were 75 feet below land surface and declining about 2 feet per year. Digital-model analysis indicated that at the end of 1978 water was being removed from aquifer storage at the rate of 540,000 acre-feet per year, and streamflow, mostly from the Cache River and Bayou DeView, was being captured at the rate of 430,000 acre-feet per year. Projecting the 1978 pumping rate of 1,460,000 acre-feet per year, the pumping rate would have to be reduced by about 110,000 acre-feet per year by 1990 to sustain sufficient aquifer saturation for water needs through the year 2000 in all parts of Poinsett, Craighead, and Cross Counties west of Crowleys Ridge.

Cross-sectional properties and water-quality characteristics were determined for flows of 6,100 to 8,440 cubic feet per second during June 8 to 12; 750 to 1,760 cubic feet per second during August 24 to 27; and 1,790 to 1,630 cubic feet per second during November 3 to 7, 1980. Cross-sectional areas measured ranged from 4,620 square feet to 17,000 square feet. Flow velocities ranged from 2.00 feet per second during June to less than 0.10 foot per second during August and November. Water quality in the reach was generally good. A small increase of total ammonia nitrogen occurred downstream of the Coeur d'Alene sewage-treatment plant. Daily water use in the Withlacoochee River region in 1977 averaged about 2,005 million gallons per day, 94 percent of which was saline surface water used in thermoelectric power-generation cooling. Industrial and irrigation uses required 73 percent of the freshwater. The largest user of freshwater was Hernando County, using 43.0 million gallons per day.

The ground-water system is comprised of up to three different aquifers--the surficial, the secondary artesian, and the Floridan. Little is known about the surficial and secondary artesian aquifers.

The Floridan aquifer consists mostly of limestones and dolomites, and is as much as 1,500 feet thick. Transmissivities are known to be as high as 25 million feet squared per day. Yields of 2,000 gallons per minute from 12-inch wells are possible. Although the range in fluctuations of the potentiometric surface is as great as 20 feet, no significant change has occurred since the 1930's when data were first collected.

The quality of water within the Floridan aquifer is generally excellent except near the Gulf Coast and in extreme east Marion County, near the St. Johns River where saltwater is present in the aquifer. Iron and hydrogen sulfide are sometimes a problem, but they can usually be con-trolled by proper well design and aeration of the water. Concentrations of sulfate do not exceed 250 milligrams per liter in the study area, and only in a small part of the area do dissolved-solids concentrations exceed 250 milligrams per liter.

Summaries were compiled of more than 1,000 wells, 43 continuous-record gaging stations, 21 lakes, and 46 springs. The predominant chemical type for both streams and springs is calcium and magnesium bicarbonate due to the dissolution process of the carbonate rocks. Along the coastal areas and near the St. Johns River, water is commonly of the sodium chloride type. The majority of the streams have average dissolved-solids concentrations between 100 and 200 milligrams per liter, maximum-observed specific conductance between 250 and 750 micro-mhos per centimeter, and average total nitrogen concentrations of less than 1.2 milligrams per liter.

Data for six lakes showed that the range of stage between the 90 and 10 percent exceedance stages is as great as 4.5 feet and as small as 2.2 feet. Little water-quality data for lakes are available, especially for the important constituents such as biochemical oxygen demand, total nitrogen, total phosphorus, and total carbon.

Flow-duration data for springs show small ranges in discharge. The differences between the 10 and 90 percent exceedance discharges are 350 cubic feet per second for Silver Springs and 280 cubic feet per second for Rainbow Springs, the two largest springs in the area. Water quality of the springs is relatively constant with time because of the water's long residence time within the carbonate rocks.

Two studies were made on the upper Willamette River and one was made on the Santiam River, a Willamette River tributary. Nitrification, occurring in both the upper Willamette and South Santiam Rivers, accounted for about 62% and 92% of the DO sag in the rivers, respectively. Rates of nitrification were found to be dependent on ammonia concentrations in the rivers. Periphyton and phytoplankton algal samples were collected on the main stem Willamette River and selected tributaries during August 1978. Diatoms were the dominant group in both the periphyton and phytoplankton samples. The most common diatom genera were Melosira, Stephanodiscus, Cymbella, Achnanthes, and Nitzschia. Comparisons with historical data indicate no significant difference from previous years in the total abundance or diversity of the algae. Degradation has occurred as a result of wastewater discharge and irrigation return. Characteristics of the degraded ground water include concentrations of dissolved solids exceeding 1,000 milligrams per liter, odor threshold numbers exceeding 5, dissolved organic carbon exceeding 2.0 milligrams per liter, chloride exceeding 250 milligrams per liter, phenols exceeding 1 microgram per liter, and methylene blue active substances exceeding 0.20 milligram per liter. Large flows in the river during the winters of 1977-78 and 1978-79 recharged the aquifer with water from storm runoff. The ground-water-quality monitoring data showed that few changes in the concentration and distribution of chemical constituents occurred between 1974 and 1977, but between 1977 and 1979 there were overall decreases in most constituents and in odor. The monitoring data also showed that between 1977 and 1979 the degraded ground water spread and moved downgradient, whereas prior to 1977 it had been generally confined to an area between Barstow and the U.S. Marine Corps Supply Center. This report provides hydrologic data related to water-level measurements in observation wells in western and south-central Kansas during January 1981. Annual water-level measurements are made by personnel from the Division of Water Resources, Kansas State Board of Agriculture, and from the U.S. Geological Survey . State-agency support for this cooperative program is provided by the Kansas Geological Survey.

Water-level measurements are made in mid-winter of each year, mostly in January, to minimize the effect of seasonal pumping. However, a few water-level measurements that are made in mid-winter of some years may reflect either the effects of recent pumping by the observation well or by nearby wells, or the effects of barometric-pressure changes. Thus, a significant change in water-levels for a particular well during a 1-year period may represent only a temporary condition, and any indication of a developing trend should be based on a comparison of changes that occur over a period of several years.

Hydrologic data in this report relate water-level changes from: (1) A \"base-reference year\" ( predevelopment year), (2) a year of abnormally high rainfall and minimum pumpage (1966 or 1974) , and (3) each of seven consecutive years of measurement (1975-81). The \"base-reference year\" is designated as 1940 for the southwestern area, 1944 for the south-central area, and 1950 for the northwestern and west-central areas (fig. 1). Water levels for the \"base-reference year\" are established by measurements made during that year and by interpretation of maps showing water-level altitudes. Depth to bedrock, used in computing saturated thickness of water-bearing deposits, are based on driller' s logs, reported depths of wells, and interpretation of maps showing the altitude of the bedrock surface.

Anhydrite nodules are common in the sampled area, where the depth to ground water generally exceeds 172 Cmo The chemistry of the three ground-water samples collected near the water well Ramallah-1 (lat 22?10'20'' N., long 54?20'37'' E.) is similar to that of sabkhah-related brines on the coast of the United Arab Emirates.
