The concentration of boron in wells downgradient from the effluent ponds indicated that the ponds were leaking, increasing the average boron concentrations in the ground water to a level in excess of the standards for agricultural use of water. Water from seeps, probably the best indicators of downgradient water quality, had average concentrations of boron two times that of the Colorado Department of Health (1977) standard for agricultural use of water. Chemical analyses of water from wells and the discharge weir downgradient from the raw-water storage ponds indicated these ponds are leaking. The effect of this leakage is that the water in wells downgradient from these ponds has a lower specific conductance and a lower boron concentration than the water in wells downgradient from the effluent ponds. The concentration of trace elements in the water from the wells and the discharge weir generally declined during the study, probably because the ground water was recovering from the effects of a plume from the raw-water pond previously used for fly-ash disposal. The effluents from the Hayden powerplant lowered the specific conductance and the iron and manganese concentrations, increased the concentration of boron, and had little or no effect on the selenium concentration in Sage Creek. Sage Creek had no discernible effect on the Yampa River because the volume of water in the Yampa River was so much greater. The effluents from the powerplant also had no discernible effect on the Yampa River. The objectives of the study are to: (1) Determine premining hydrologic conditions in small representative drainage basins and provide historical data with which to compare the magnitude of changes resulting from mining, and (2) develop the capability of making reasonably accurate projections of hydrologic effects resulting from the various land-use changes caused by surface mining. Data collection has been underway since October 1976 for the West Branch Antelope Creek study area in western North Dakota and since March 1978 for the Hay Creek study area in eastern Montana. Data collected during the premining period are being analyzed using statistical methods for the evaluation of the premining conditions. A digitial model with the capability of making hydrologic projections is being developed. Most of the model components have been tested during 1979 and 1980. These changes are attributed here to agricultural, municipal, and industrial water use.</p><p>Although water-resource development varied temporally throughout the basin, the history of development along the Platte River and tributaries followed four stages: (1) Construction of small, crude ditches to irrigate flood plains; (2) construction of larger canals to irrigate bench lands; (3) construction of reservoirs to store snowmelt runoff; and (4) accelerated development of ground-water resources. Despite differences in rates of development, diversion and storage of water for irrigation, municipal, and industrial use have changed streamflow patterns throughout the basin. At some stations, significant changes in flood peaks, annual mean discharges, and shapes of flow-duration curves have been recorded.</p><p>Changes in streamflow patterns are manifested by changes in appearance of channels of the Platte River. Prior to water development in the 19th century, the Platte was a wide (-2 kilometers), shallow (1.8 to 2.4 meters) river characterized by bankfull spring flows and low summer flows. Although timber generally was scarce in the valley, the Platte channels contained hundreds of small, timbered islands. Since development, the channels have changed radically. Comparing surveyor's maps (General Land Office), drawn during the 1860's, with six sets of aerial photographs, taken between 1938 and 1979, for six 5-kilometer reaches of the river shows that the channels have narrowed considerably above the confluence with the Loup River. The width of the channels in 1979 ranged from 8 to 50 percent of the channel width in 1860. Below the confluence with the Loup River, the width of the river in 1979 was about 92 percent of the channel width in 1860. Above the confluence with the Loup River, width reduction has occurred by progressive encroachment of vegetation and consequent vertical and horizontal accretion on sand bars in the channel. Vegetative encroachment on sand bars has occurred because (1) the present hydrologic regime provides more favorable conditions for germination and growth on sand bars, and (2) since development of the basin, flood peaks are no longer capable of scouring vegetation from the sand bars. Overbank flows evidently have become more common, probably because channel narrowing and vegetative encroachment have increased the hydraulic roughness of the channels. Water is under confined conditions in the central 3,300 square miles. Transmissivity is less than 1,000 feet squared per day. Storage coefficient is less than 0.0004 in the confined part of the aquifer and at least 0.1 in the unconfined part. Recharge is about 13,000 acre-feet per year, and storage at equilibrium, which was before 1965, was at least 180 million acre-feet. Ground-water withdrawals were less than 400 acre-feet per year before 1970 and increased to 5,300 acre-feet per year 1976-1979. By 1980, municipal-supply pumpage is expected to exceed that for a coal-slurry pipeline. Water levels have declined throughout the confined part of the aquifer. Decline of more than 100 feet was calculated for an area of 200 square miles through 1979 and was projected for 440 square miles through 2001. In the unconfined part, project declines averaged less than 1 foot. If pumping for coal slurry stopped, most of the decline would recover within 10 years. The gaging stations are further identified by a downstream order number, a county code, and a nearby city or town. On both reservations fractured and weathered igneous and metamorphic rocks and alluvium are water bearing; however, no wells are known to derive their water entirely from alluvium. Well yields range from 2.5 to 250 gallons per minute. Springs occur where saturated fractured or weathered material intersects the land surface. Spring discharge ranged from 0 gallon per minute (November 1979) to 9.4 gallons per minute (November 1979). Few data are available for the surface water characteristics of the study area. One-time measurements of discharge at selected stream sites were made in late November 1979 and late May 1980; discharges ranged from less than 0.01 cubic foot per second to an estimated 3 cubic feet per second. Further study of the surface-water systems would provide a basis for estimating their development potential. The existing water-supply development on the Santa Ysabel Indian Reservation is adequate for the present residents. The Mesa Grande reservation was unoccupied in 1952, was reportedly unoccupied in November 1979, and has no developed water supply. Additional water can be developed for both reservations from the igneous and metamorphic rock, from presently undeveloped springs, and from perennial reaches of the larger streams. Except for excessive iron and sodium at some ground-water sites and excessive sodium at a few surface-water sites, the water is of suitable quality for domestic and agricultural use. Analyses were made of 83 observation wells with between 8 and 37 years of records. Maximum annual water levels occur most frequently in March and April. The maximum range of water levels equaled or exceeded at 10 percent of randomly selected sites is estimated to be 16 feet in till, 9.2 feet in sand and gravel on terraces, and 4.0 feet in sand and gravel in valleys. An approach to estimating probable high ground-water levels at construction sites is suggested. An estimate of the high water level at a site may be derived by solving the proportion in which the ratio of the potential water-level rise at a test site to the potential water-level rise at an observation well is equal to the ratio of the water-level range at the site to the historic water-level range at an observation well in a similar geohydrologic environment. Precise description of the probabilities of exceedence of estimates made by this approach with the data available has not been made. Assuming that the data are representative of the future, estimates would not be expected to be exceeded at more than 1 in 10 sites over a period of 10 years or longer. Methods for obtaining gross estimates of chloride loads and sodium loads from salt-application data and estimates of nonhighway-related chloride and sodium were suggested. A chloride budget was calculated for a small drainage basin containing a section of interstate highway. The chloride budget was described in terms of the percentages in direct runoff to the stream, in ground-water discharges to the stream, in storage in the ground, and in the amount unaccounted for. Attempts were made to relate chloride concentrations in ground water adjacent to highways to quantities of salt applied to the highways on an annual basis, annual precipitation, depth of the wells below land surface, depth of wells below the water table, and distance of well from edge of pavement. Little correlation was observed between annual salt-application values and annual mean chloride concentrations in ground water near highways. The irregular distribution of highway runoff, due to topographic differences between sites, and variations in salting and runoff during individual storm events seem to affect correlation between quantities of salt applied and chloride concentrations in ground water near highways. The samples were analyzed for common ions, dissolved metals, nutrients, dissolved organic carbon, volatile organic compounds, pH, temperature, and specific conductance. This report contains the results of the analyses, well construction data for the wells sampled, and simple statistical summaries for each parameter. Most parameters showed wide variations in concentration. Concentrations of dissolved organic carbon ranged from 0 to 108 mg/L (milligrams per liter), with a median of 1.7 mg/L. Chloride concentration ranged from 0.8 to 810 mg/L, with a median of 15 mg/L. Iron concentration ranged from 3 micrograms per liter to 79,000 micrograms per liter, with a median of 1,400 micrograms per liter. Detectable concentrations of volatile organic compounds were found in 46 wells, approximately 19 percent of the 246 wells sampled for such compounds. Trichloroethylene and benzene, the most common compounds, were detected in 24 and 18 wells, respectively. Included are estimates of low-flow frequency at 34 gaging stations, flow duration at 24 gaging stations, and low-flow frequency characteristics at 18 low-flow partial-record stations and 131 miscellaneous sites.</p>\n<p>Due to the large variability in low-flow characteristics, the central Wisconsin River basin was divided into four areas of similar geologic and topographic conditions.</p>\n<p>Separate equations are provided for each area to estimate low-flow characteristics at ungaged sites and at sites where one base-flow discharge measurement is available. The equations were determined from multiple-regression analyses that related the low-flow characteristics at gaging stations and at low-flow partial-record stations to basin characteristics. Drainage area (A), hydraulic conductivity (K), soil-infiltration capacity (l), forest cover (F), base-flow index (Bf), and drift thickness (H) were the most significant characteristics in explaining the variations in low flow at ungaged sites.</p>\n<p>The standard error of estimate (SE), provided for each equation, ranged from 10 to 140 percent. Equations with the lowest SB's were for the central sand plain area that contains relatively thick sand aquifers. The highest SB's were associated with equations for the area west of the Wisconsin River where thin glacial drift with fairly low permeability overlies crystalline rock.</p>\n<p>The low-flow characteristics determined for all types of sites in the central sand plain area have the lowest SE's compared to other basins in the State.
