A recent estimate of the total annual cost of landslide damage is in excess of $1 billion {Schuster, 1978}. The damages can be significantly reduced, however, through the combined action of technical experts, government, and the public. \r\n\r\nBefore they can be expected to take action, local governments need to have an appreciation of costs of damage in their areas of responsibility and of the reductions in losses that can be achieved. Where studies of cost of landslide damages have been conducted, it is apparent that {1} costs to the public and private sectors of our economy due to landslide damage are much larger than anticipated; {2} taxpayers and public officials generally are unaware of the magnitude of the cost, owing perhaps to the lack of any centralization of data; and {3} incomplete records and unavailability of records result in lower reported costs than actually were incurred. \r\n\r\nThe U.S. Geological Survey has developed a method to estimate the cost of landslide damages in regional and local areas and has applied the method in three urban areas and one rural area. Costs are for different periods and are unadjusted for inflation; therefore, strict comparisons of data from different years should be avoided. Estimates of the average annual cost of landslide damage for the urban areas studied are $5,900,000 in the San Francisco Bay area; $4,000,000 in Allegheny County, Pa.; and $5,170,000 in Hamilton County, Ohio. Adjusting these figures for the population of each area, the annual cost of damages per capita are $1.30 in the nine-county San Francisco Bay region; $2.50 in Allegheny County, Pa.; and $5.80 in Hamilton County, Ohio. On the basis of data from other sources, the estimated annual damages on a per capita basis for the City of Los Angeles, Calif., are about $1.60. If the costs were available for the damages from landslides in Los Angeles in 1977-78 and 1979-80, the annual per capita costs probably would be much larger. \r\n\r\nThe landslide near the rural community of Manti, Utah, caused an expenditure of about $1,800,000 or about $1,000 per person during the period 1974-76. Precipitation is not a random event, but it occurs after a sequence of prerequi-sites has been fulfilled. Recent investigations have shown that activity of the sun can affect atmospheric vorticity, an important factor in precipitation formation. Solar activity is known to be periodic; therefore, through a complex series of physical processes, precipitation variance is solar forced to a certain degree.</p><p>A preliminary analysis of precipitation periodicity was made for eight regions scattered across the central United States. Each region contained 5 to 10 stations with long-term precipitation records that were averaged to obtain yearly regional-precipitation values. Graphic analysis shows 11-year and 22-year cycles that are nearly in phase with the solar cycles.</p><p>An example of the effect of cyclic precipitation is presented for the Powder River basin in Wyoming and Montana. A cycle of 22 years exhibits fluctuations of approximately 22 to 27 percent for precipitation and 38 to 50 percent for runoff. Potentiometric levels decreased 5 to 36 feet between September 1979 and May 1980, in the citrus and farming sections of southern Hillsborough, southwestern Polk, northwestern DeSoto , Hardee, and Manatee Counties. Water levels in these areas are widely affected by pumping for irrigation and have the greatest range in fluctuations. Water-level decreases ranged from 0 to 8 feet in coastal, northern, and southern areas of the Water Management District. Generally, potentiometric levels were lower than previous May levels except in the northernmost and southernmost counties where water levels were 1 to 5 feet higher. The ground-water system that feeds the streams is a shallow subsystem that overlies the regional subsurface flow system. The Connetquot Brook basin was selected for study because it has not been appreciably affected by urbanization. Studies in the basin indicate that the shallow ground-water flow system circulates to a depth of less than 30 feet below the stream channel. Directly beneath the stream, shallow ground-water flow is upward toward the stream channel, but elsewhere in the basin it is predominantly horizontal. Relatively large increases in head with depth in the first 3 feet below the streambed suggest local differences in hydraulic conductivity or in size of area through which the water flows, or both. Water-table contour maps of the area adjacent to Connetquot River for September 1977 and March 1978 indicate that the shape of the water table and the direction of flow lines change seasonally. Variations in ground-water levels and gradients directly affect the rates of ground-water seepage to the stream. A description of model calibration and verification is presented for: (1) A 40.8 acre single-family residential area, (2) a 58.3-acre highway area, (3) a 20.4-acre commercial area, and (4) a 14.7-acre multifamily residential area. Rainfall-runoff data for 80, 108, 114, and 52 storms at sites, 1, 2, 3, and 4, respectively, were collected, analyzed, and stored on direct-access files. Rainfall and runoff data for these storms (at 1-minute time intervals) were used in flow-modeling simulation analyses. A distributed routing Geological Survey rainfall-runoff model was used to determine rainfall excess and route overland and channel flows at each site. Optimization of soil-moisture- accounting and infiltration parameters was performed during the calibration phases. The results of this study showed that, with qualifications, an acceptable verification of the Geological Survey model can be achieved. Field determinations of alkalinity, conductance, pH, and temperature were made, and individual constituents were analyzed. An integral part of this study will be a simulation of the ground-water flow regime using the Geological Survey's three-dimensional finite-difference model. The first step in the modeling effort is the design and development of a systematic set of processes to facilitate the collection, evaluation, manipulation, and use of large quantities of information. A computerized data-base system to accomplish these goals has been completed for the northern Midwest RASA.</p>\n<p>The input to the data-base system consists of either point values or contour maps of the hydrogeologic data required by the model. Digital samples of contoured surfaces are obtained by machine digitization. Uniformly spaced model-node values are then computed from the discrete data by two-dimensional interpolation. The interpolator uses the regional (long wavelength) characteristics of the data to compute a surface with minimum total curvature. Local (short wavelength) data are merged with the regional surface to produce the model-node values at the desired spacing. Nonuniformly spaced nodal values may be obtained by fitting two-dimensional polynomials (bicubic splines) to surfaces formed by uniformly spaced points and solving for the surface values at the node locations. The uniformly or nonuniformly spaced node values constitute the output of the data-base system and in turn are the input arrays of data values for the ground-water flow model.</p>\n<p>Management of the data base is facilitated by forming a data file for each model input parameter and for other hydrogeologic data used in the study. The data files are subdivided into elements consisting of individual model-layer arrays. In this form the data base can be readily accessed and edited. Thermal water is used for space heating of private residences, catfish and tropical fish production, greenhouse operation, swimming pools, and therapeutic baths. In 1979, 10 ,300 acre-feet of thermal water was utilized; heat discharged convectively from the geothermal system was about 1.1 x 10<sup>7</sup>&nbsp;calories per second. Decline in artesian head and discharge apparent in recorder charts from two wells may represent seasonal fluctuations or may reflect aquifer response to development of the resource. Thermal waters sampled are sodium bicarbonate in character and slightly alkaline. Mixing of a hot (72 degrees Celsius) water with local, cooler ground water can be shown from various relations between stable isotopes, chloride, and enthalpy. On the basis of concentration of trituim, age of the waters sampled is at least 100 years an perhaps more than 1,000 years. One water (33 degress Celsius) may be as young as 29 years. Most total coliform are native soil organisms, whereas the fecal coliform and fecal streptococci originate from the feces of wild and domestic animals. Urban runoff has been reported to contain pathogenic organisms, but this probably presents little direct threat to human health because the runoff is not ingested. Runoff water can, however, have other negative effects such as contamination of surface water, which may result in beach closures, or contamination of shellfish. This type of contamination is generally of short duration because indicator bacteria and pathogens die out rapidly in the aquatic environment. Similarly, bacteria and viruses deposited on soil by stormwater are inactivated by drying, competition from soil microflora, and a variety of other processes. Every storm producing runoff is unique in the number and type of microorganisms because these vary from site to site, from storm to storm, and during the course of the storm. Stormwater to be examined for microorganisms must be collected in sterile containers and processed immediately. The ground-water basin of the upper Coachella Valley seems to be geologically suitable for large-scale artificial recharge. A minimum of 900 ,000 acre-feet of water could probably be stored in the basin without raising basinwide water levels above those that existed in 1945. Preliminary tests indicate that a long-term artificial recharge rate of 5 feet per day may be feasible for spreading grounds in the basin if such factors as sediment and bacterial clogging can be controlled. The California Department of Water Resources, through the Future Water Supply Program, is investigating the use of ground-water basins for storage of State Water Project water in order to help meet maximum annual entitlements to water project contractors.
