The 665 water samples collected were analyzed for major cations and anions. Of the samples, 516 were from wells and 149 were from springs. About 10 percent of the samples were also analyzed for trace constituents and radiochemistry. The majority of analyses were performed by the Montana Bureau of Mines and Geology laboratory in Butte, Montana. The remaining analyses, including all trace constituent and radiochemical analyses, were performed by the U.S. Geological Survey National Water Quality Laboratory in Denver, Colorado. Intense storms of July 1978 caused floods of historical significance in southeast Minnesota and southwest Wisconsin. Local, State, and Federal officials need data and information to evaluate, coordinate, and manage programs concerned with floods and flood losses. Because of a need to document stream discharges, elevations, and sediment concentrations, current-meter and indirect measurements were made at 34 gaging stations during or immediately after the floods. This report summarizes some of the hydrologic data collected. Peak discharges of record occurred at 20 gaging stations. Frequency of peak discharge equaled or exceeded the 100-year recurrence interval at 11 stations. The Federal Benchmark gaging station on the North Fork Whitewater River was destroyed. Five people died as a result of the floods, and property damages were estimated to exceed $114 million. Thirty-three counties were officially declared disaster areas.

Water samples were collected from 31 wells and springs in eastern Idaho and western Wyoming to help evaluate the potential geothermal resources in the Teton River area, Idaho. The water analyses included the common anions and cations, oxygen-18, deuterium, and several minor elements. Actual temperatures of the sampled thermal waters ranged from 23° to 49°C. Estimated aquifer temperatures, as derived from geochemical thermometers, ranged from 45° to 145°C based on silica concentrations and 45° to 205°C based on sodium-potassium-calcium ratios. Using the cation thermometer, two analyses indicated aquifer temperatures that were lower than the actual measured temperatures. Estimated temperatures using a mixing-model method ranged from 205° to 320°C, the higher temperature being of questionable value. The different methods used to estimate aquifer temperatures showed little correlation. On the basis of isotope data, the warm waters may be of local meteoric origin and have not been heated enough to react significantly with the aquifer rocks, or they originated as precipitation at high altitude and great distance from the area.

The Indiana State Board of Health is developing a water-quality management plan that includes establishing limits for wastewater effluents discharged into Indiana streams. A digital model calibrated to conditions in Wildcat Creek was used to predict alternatives for future waste loadings that would be compatible with Indiana stream water-quality standards defined for two critical hydrologic conditions, summer and winter low flows.

The model indicates that benthic-oxygen demand is the most significant factor affecting the dissolved-oxygen concentrations in Wildcat Creek during summer low flows. The Indiana stream dissolved-oxygen standard should be met if the Kokomo wastewater-treatment facility meets its current National Pollution Discharge Elimination System permit restrictions (average monthly 5-day biochemical-oxygen demand of 5 milligrams per liter and maximum weekly 5-day biochemical-oxygen demand of 7.5 milligrams per liter) and benthic-oxygen demand becomes negligible.

Ammonia-nitrogen toxicity may also be a water-quality limitation in Wildcat Creek. Ammonia-nitrogen waste loads for the Kokomo wastewater-treatment facility, projected by the Indiana State Board of Health, will result in stream ammonia-nitrogen concentrations that exceed the State standard (2.5 milligrams per liter during summer months and 4.0 milligrams per liter during winter months).

In 1969 the U.S. Geological Survey began in Perris Valley, Calif., to determine changes in the hydrologic regime as a rural area becomes urbanized. The investigations spanned several years when precipitation was below normal in most of southern California.

Surface-water records were collected for a 6-year period at 21 sites, and continuous precipitation records were obtained at four sites. Ground-water levels were tabulated from historical data at selected wells for 1941, 1968, and 1970. Water quality was monitored at several wells in the valley, and sediment data were collected at three surface-water gages. There was little increase in urbanization during the investigation.

A salinity reconnaissance of the south coast alluvial aquifer of Puerto Rico, including the areas of Guenica, Guayanilla-Yauco, Tallaboa, Juana Diaz, and Jobos was made during 1966-68. In this investigation seawater was detected in the Guayanilla-Yauco and Tallaboa areas.

Since 1968, water level and quality-of-water data have been collected from selected wells in the south coastal areas between Guanica and Patillas. The 1968-77 study indicated two additional areas of possible seawater intrusion in the Ponce-Santa Isabel area. Another area of possible seawater intrusion was found in the southeastern section of the Salinas fan in the Jobos area.

The Indiana State Board of Health is developing a State water-quality management plan that includes establishing limits for wastewater effluents discharged into Indiana streams. A digital model calibrated to conditions in South Fork Wildcat Creek was used to predict alternatives for future waste loadings that would be compatible with Indiana stream water-quality standards defined for two critical hydrologic conditions, summer and winter low flows.

Natural streamflow during the 7-day, 10-year low flow is zero, so no benefit from dilution is provided. The Indiana State Board of Health's projected ammonia-nitrogen concentration for the Frankfort wastewater-treatment facility will violate the in-stream total ammonia-nitrogen standards of 2.5 milligrams per liter and 4.0 milligrams per liter during summer and winter low flows, respectively.

The model indicates that nitrification and algal respiration were significant factors affecting the dissolved-oxygen dynamics of South Fork Wildcat Creek during two water-quality surveys.

Stream water quality during the two water-quality surveys was degraded by the discharge of wastewater receiving only primary treatment. Benthic deposits resulting from this wastewater discharge seem to exert a considerable oxygen demand. The discharge of partially treated wastewater should be eliminated when a new wastewater-treatment facility becomes operational in mid-1979. Therefore, benthic-oxygen demand due to benthic deposits should become negligible at that time.

The results of a 1-year study, in 1977-78, of surface-water quality in the Flat Bayou watershed, Jefferson County, Ark. are presented to document conditions before implementation of Soil Conservation Service programs. Analysis of samples collected at two sites showed that oxygen depletion, as low as 32 percent of saturation at times, and high concentrations of pesticides on the streambed were the most serious water-quality problems in the watershed. The pesticides aldrin, DDD, DDE, DDT, dieldrin, endrin, heptachlor epoxide, lindane, and toxaphene were found in samples of the bottom material. One sample of bottom material contained an unusually high toxaphene concentration of 160 micrograms per kilogram.

Stratigraphic relationships at 24 boreholes at the burial site and 6 newly described exposures indicate the age of the till complex to be early late Woodfordian (post-Kent, pre-Lake Escarpment, Valley Heads), equivalent to the Lavery glacial advance. Correlations of mapping units and measured sections with Woodfordian and older glacial and deglacial episodes are proposed. The Lavery till is confined to the valleys of Cattaraugus Creek and its major tributaries. At the waste-burial site in Buttermilk Creek Valley, the Lavery is an interfingering complex of clayey-silt till and thinner beds of deformed, poorly stratified lacustrine clay and silt. Ice readvance after the Kent glacial recession and Erie Interstade erosion imponded proglacial lake water in Buttermilk Creek Valley and covered post-Kent kame deltas and Erie channel gravels with as much as 130 feet of till. The Lavery till thins southward to a thickness of 80 feet at the waste-burial site and to less than 16 feet near the hamlet of West Valley. Water from the Lavery till may flow through subjacent Erie channel gravel and Kent-recessional kame delta sand to the bluffs along Buttermilk Creek, where discharge of water from these exposed pervious deposits appears to cause major slumps. This report documents hydrologic and meteorologic aspects of flooding in northeastern and central New Jersey during November 8-10, 1977. Peak stages and discharges at 51 streamflow gaging sites are tabulated and compared to previous maximums. High-water flood crest elevations are presented for eight stream reaches in or near Bergen County where the most severe flooding occurred. While no lives were lost, 21,700 homes were affected and 96 million dollars of damage resulted.

A flow-routing model was used to simulate 44 years of stage data from Lake Koshkonong, Wis., and streamflow data from the Rock River downstream from the lake. The simulation was repeated for five possible degrees of consumptive use, ranging from zero to an annual average of 40 cubic feet per second. A minimum release rule was applied to the simulated operation of the dam at Indianford to guarantee at least the 7-day, 10-year low-flow discharge in the Rock River downstream from Lake Koshkonong.

\n

The simulated stage of Lake Koshkonong with consumptive use at 40 cubic feet per second was as much as 0.42 feet lower than the simulated stage with zero consumptive use for the same period. Duration of drawdown below the regulatory minimum stage of 11.8 feet, occurring once in 10 years, increased from 83 to 132 days as consumptive use increased from 0 to 40 cubic feet per second.

Catastrophic floods, which resulted in millions of dollars in property damages and the loss of 33 lives, occurred in Central Texas during August 1-4, 1978, as a result of intense rainfall produced by the remnants of tropical storm Amelia. Rainfall in excess of 30 inches was unofficially reported at several locations, while the highest 24-hour amount recorded by the National·Weather Service was 29.05 inches at Albany in Shackelford County.

Major flooding occurred on the Medina River and triputaries above Medina Lake and on the Guadalupe River and tributaries above Canyon Lake. Minor to severe flooding occurred on the tributaries of the Nueces River, on the Clear Fork Brazos River and tributaries, and on the Llano and Pedernales Rivers, which are tributaries of the Colorado River.

Peak discharges at several streamflow stations exceeded the historic peaks, and the flood magnitude and frequency data for the Guadalupe River above Canyon Lake, the Medina River near Pipe Creek, and Clear Fork Brazos River indicate that the August 1978 flood had a recurrence interval in excess of 100 years. The highest unit discharge observed during this flood was 3,010 cubic feet per second from a 14.1-square-mil.e drainage area of Spring Creek, which is tributary to the Pedernales River.

An inventory of the use of U.S. Geological Survey (USGS) products in studies, plans, implementation, and other planning activities was made for seven selected regional agencies in the San Francisco Bay region -- a region of over five million people. This inventory was designed to determine and document the use of over 100 earth-science products prepared as a part of the San Francisco Bay Region Environment and Resources Planning Study (SFBRS).

The inventory showed that: (1) all seven agencies have staff members who are familiar with SFBRS products and make frequent use of them; (2) all seven agencies have prepared planning documents citing SFBRS products; (3) the types of planning applications most often indicated were water-quality and physical resources studies, potential site evaluation, and general reference; (4) almost 80 percent of the over 100 SFBRS products were used at least once, and eleven of the products were used 20 or more times each for various regional planning activities; and (5) at least 46 other USGS products were also used for various regional planning activities.

During the inventory, over 50 regional agency. officials, employees, and consultants were interviewed and asked -- among other things -- to indicate any problems they had noted in the use of the SFBRS products, to suggest improvements, and to identify any additional earth-science information needed or desired. The responses showed that: (1) the scales commonly used for \"work\" maps were 1:62,500 or larger, and for \"implementation\" maps were 1:24,000 or larger; (2) two agencies have a geologist on their planning staff, others have staff members with training or experience in earth-science or engineering, and all had the benefit of geotechnical services from outside their agency; (3) all seven agencies experienced some problems in using the products, primarily because the scale was too small or the detail not great enough; (4) all seven agencies expressed interest in the topical interpretive reports in preparation and a need or desire for additional earth-science, engineering, or other related information; (5) six of the seven agencies suggested specific improvements to future products -- primarily larger scale or more detail and less technical or more interpretive information; and (6) all seven agencies received educational, advisory or review services from USGS personnel.

Fifteen selected examples of the application of SFBRS products to various regional planning activities are discussed and illustrated. These examples include six planning studies, five plans, two implementation activities, and two other types of activities.

From the inventory and responses to the interviews, it is concluded that the selected regional agencies in the bay region are familiar with, make frequent use of, and will continue to use SFBRS products for a wide range of regional planning activities. Suggestions to ensure more effective use of earth-science information in the future include: (1) monitoring and analyzing new State and Federal laws or regulations and emerging critical issues so as to anticipate and respond to regional earth-science information needs; (2) creating a users advisory committee to help identify critical issues and needs; (3) providing engineering interpretations and land- and water-use capability ratings to make earth-science information more readily usable; (4) giving priority to areas impacted by development; (5) providing earth-science information at the larger scale and greater detail commonly used and needed by regional agencies; (6) releasing earth-science information faster and according to a formal distribution pattern; and (7) providing educational, advisory, and review services in connection with any earth-science information designed for planners and decisionmakers.

The settlement and development of South Dakota has been closely related to both its mineral and water resources In 1874 the discovery of gold in the Black Hills led to the opening and development of the area west of the Missouri River. Towns and farms both here and east of the Missouri were located near dependable water supplies which the settlers learned were not as plentiful as in the more humid areas in the east. Although there is still much dry-land farming and cattle raising throughout the State, the expansion of agriculture has depended heavily on the development of controlled water supplies. Water from flowing artesian wells was extremely important to early settlers and developers. Today, thousands of these wells still supply an important part of the water on which South Dakota's agricultural, tourist, and industrial economy thrive.

The purpose of this report is to describe low-flow characteristics of streams in the Pecatonica-Sugar River basin, Wisconsin, where streamflow data have been collected, and to present equations for estimating low-flow characteristics at ungaged sites.

Low-flow characteristics were estimated for 11 gaging stations, 25 low-flow partial-record stations, and 207 miscellaneous sites in the basin. Estimates of flow duration were made at the 11 gaging stations. Also, low-flow discharge measurements are listed for 16 miscellaneous sites where insufficient data were available to estimate low-flow characteristics.

\n

Four equations are provided to estimate low-flow characteristics at ungaged sites and at sites where one base-flow discharge measurement is available. The equations were determined from multiple-regression analyses that related low-flow characteristics at gaging stations and partial-record stations to basin characteristics. Drainage area and base-flow index were the most significant parameters for these analyses.

The standard error of estimate of the 7-day, 10-year low flow was provided. The average SE-j f iQ in the basin ranged from 10 to 64 percent and was dependent on the amount of low-flow data available.

Measurements of the sediment load of the Tanana River in the vicinity of Fairbanks, Alaska, show that suspended-sediment transport rate in tons per day, relates to water discharge, in cubic feet per second, as: Suspended-sediment transport rate (tons/day) = 5.717 x 10 to the minus 8th power x water discharge (cubic feet/second) to the 2.713 power, (where the correlation coefficient squared = 0.967). The bedload-transport rate is approximately 1 to 2 prcent of the suspended-sediment transport rate. Data collected at Fairbanks and upstream from Fairbanks near North Pole, Alaska, show little difference in size distribution of suspended sediment between the two locations. The median particle size distribution of suspended sediment is generally in the silt range, but at some low-water discharges, the median particle size is in the very fine sand range. The median particle size is in the very fine sand range. The median particle size of bedload near Noth Pole is generally in the gravel range, but at some low transport rates, the median particle size is in the medium sand range. At Fairbanks, data collected in 1977 indicate median particle sizes of bedload comparable to those of the upstream location, whereas data collected in 1978 indicate a marked decrease in median particle size of bedload between the two locations. For both locations and at all water discharges and sediment transport rates, particles constituting the suspended load are significantly smaller than particles constituting the bedload.

Many existing water supplies in southeastern Kansas are proving inadequate to meet current and expanded future needs. One of the methods in which the use of highly variable streamflow in the area can be evaluated is with the aid of multiyear low-flow frequency information. Data from 19 stream-gaging stations in the study area and a base period of 1940-77 were used to develop maps from which discharge values for the 2- and 50-year recurrence interval for durations of 12, 24, 36, and 60 months can be obtained for ungaged sites that have drainage areas of less than 1,000 square miles. Discharge values for intervening recurrence intervals can be obtained by interpolation.
