Field investigations and laboratory physical-properties tests of coal and overburden rocks suggest that several factors influence highwall stability. Some of these factors are rebound of overconsolidated rocks, desiccation, water, orientation and spacing of fractures, and strength and deformation properties. Factors of safety for a typical highwall in the study area (calculated by the finite-element method) may be less than 1.0 when open fractures are present and the highwall has degraded. Although it is concluded that most open-pit mines in the Fort Union Formation within the study area have generally stable highwalls, these highwalls do deteriorate and become progressively less stable. Because of this, postmining failures are common and could be critical if mining were delayed and then resumed after a period of several months. \r\n\r\nThe second part of the investigation will utilize field measurements of rock-mass properties and instrumentation of actively mined highwalls to obtain data for comparison with the results of the initial investigation. Water temperature, dissolved oxygen, pH, specific conductance, selected major ions and plant nutrients, and phytoplankton were measured and analyzed to determine thoroughness of mixing in the transection.</p><p>Slight fluctuations in constituent concentrations occurred with time although the vertical and horizontal differences among sampling locations were not statistically significant at the 0.05 probability level. Consequently, one location probably would have been sufficient to obtain representative concentrations of most water-quality constituents at this site. The measured concentration differences, especially in the plant nutrients, may be of some biological importance where slight fluctuations in low concentrations may cause limiting conditions for plant growth. Phytoplankton concentrations were so erratic with time that if only one sample were collected, any collection time during a diel period would be as valid as any This report presents both field and laboratory data pertaining to the physical, chemical, and biological effects of waste injection into the subsurface at this particular site, a case history of the operation, predictions of the reactions between certain organic wastes and the aquifer components, and descriptions of the effects of these reactions on the subsurface movement of the wastes.\r\n\r\nThe case history documents a situation in which subsurface waste injection could not be considered a successful means of waste disposal. The first injection well was used only for 1 year due to excessive wellhead pressure build-up above the specified pressure limit of 150 pounds per square inch (10.3 bars). A second injection well drilled as a replacement operated for only 5 months before it too began to have problems with plugging. Upward leakage of waste into shallower aquifers was also detected at several wells in the injection-observation well system. The multiple problems of plugging, high pressures, and waste leakage suggested that the reactive nature of the waste with the aquifer into which it was injected was the primary reason for the difficulties experienced with waste injection.\r\n\r\nA site study was initiated in June 1971 to investigate waste-aquifer interactions. The first stage of the study determined the hydrogeologic conditions at the site, and characterized the industrial waste and the native ground water found in the injection zone and other aquifers. The injection zone consisted of multiple permeable zones ranging in depth from about 850 to 1,000 feet (259 to 305 metres) below land surface. In addition to the injection zone, aquifers were found near depths of 60, 300, 500, and 700 feet (18, 91, 152, and 213 metres) below land surface. The aquifers from 300 feet (91 metres) down to the injection zone were flowing artesian with the natural pressure of the injection zone being 65 feet (20 metres) above land surface at the site.\r\n\r\nThe dissolved solids concentration in the native ground water increased with depth to an average value of 20,800 mg/l (milligram per litre) (two-thirds that of seawater) in the water from the injection zone. Sodium chloride was the major dissolved solid, and all of the ground water below 300-feet (91-metres) depth was slightly alkaline.\r\n\r\nDissolved organic carbon of the industrial waste averaged 7,100 mg/l and 95 percent of the organic carbon was identified and quantified. The major organic waste constituents in order of decreasing abundance were acetic acid, formic acid, p-toluic acid, formaldehyde, methanol, terephthalic acid, phthalic acid, and benzoic acid. Prior to injection, the waste was neutralized with lime to pH 4 so that the major inorganic waste constituent was calcium at a concentration of 1,300 mg/l.\r\n\r\nThe second stage of the site study involved the observation of waste-aquifer interactions at various wells as the waste arrived and passed by the wells. Water samples obtained from three observation wells located 1,500 to 2,000 feet (457 to 607 metres) from the original injection well gave evidence for biochemical waste transformations at low waste concentrations. Gas that effervesced from these water samples contained up to 54 percent methane by volume. Ferrous iron concentrations as high as 35 mg/l, hydrogen sulfide gas, and sulfide precipitates were additional indicators of biochemical reductive processes in the subsurface environment. Approximately 3,000 organisms per millilitre were found in uncontaminated ground water from the injection zone whereas in waste-contaminated wells, the number increased to levels as high as 1,000,000 organisms per millilitre. In this analysis, expected benefits are calculated using anticipated streamflow data and these benefits are averaged over all possible data values. The increase in these average expected benefits is subsequently compared to the costs of obtaining the data and benefits foregone by delaying the project to collect the data. Thus, the value of collecting the data may be determined.</p><p>A Leontief type production function is assumed for an oil shale retorting plant. The economic impact of hydrologic uncertainty is investigated by examining potential changes in plant output along with changes in regional incomes which are calculated by means of a regional input-output model. Alternatives for reducing the uncertainty included establishing water discharge measuring stations, transferring streamflow information from one site to another via regionalization, and a combination of both. Given a specific alternative, the optimum time period for data collection was found. The environments described consist of layers of sand or sandstone, 20 feet or more in thickness, that are immediately overlain and underlain by layers of shale or clay, 20 feet or more in thickness, and which occur in Units F, G, and H of Mesozoic age in areas where the top of each of these units lies at a depth equal to or greater than 1,500 feet below mean sea level.\r\n\r\nUsing a group of geologic parameters derived from or combining 20 categories of basic data, established from study of well cuttings and geophysical logs, a series of 18 regional maps was constructed. For each of three geologic units delineated in the subsurface, the maps illustrate the distribution of potential waste-storage reservoirs in terms of their areal extent, depth below land surface, and the thicknesses of the component reservoir and reservoir-seal rocks.\r\n\r\nThe depth of burial, physical character, and extent and thickness of the reservoirs that have waste-storage potential are variable. This reach is approximately 240 miles (386 kilometres) long, measured along the center of the channel, and has a drainage area of about 19,700 square miles (51,000 square kilometres) at its downstream end.</p>\n<p>A solution of Rhodamine BA, a fluorescent dye, was injected into the river at selected sites. Water samples were collected throughout the study reach and were analyzed, by use of a fluorometer, for dye concentration.</p>\n<p>Time-of-travel data have been related to stream discharge and to distance along the river channel. These relations permit the estimation of travel time for a water-soluble contaminant moving between any two points within the study reach at any desired discharge in the lower-to- medium flow range.</p>\n<p>The range of discharge for these studies was from 1,560 ft3/s (44.2 m3/s) to 4,330 ft3/s (123 m3/s) at the Wilkes-Barre, Pa. gaging station. Water-quality variables investigated were discharge, temperature, major chemical constituents, selected trace metals, specific conductance, suspended sediment, turbidity, dissolved oxygen, pH , total alkalinity, carbon dioxide, total organic carbon, nitrogen, phosphorus, algal growth potential, coliform bacteria, periphyton, and benthic invertebrates. Results indicate that water in the reach of the Merced River studied is a dilute system of good quality. Mean concentrations of nitrogen and phosphorus were highest in the Merced River at Rancheria Flat. Algal growth potential tests revealed that phosphorus was limiting algal growth at Happy Isles Bridge, El Capitan Bridge, and South Fork Merced River, which nitrogen was limiting it at Rancheria Flat. Input of excessive nitrogen and phosphorus concentrations in the Merced River during the summer low-flow period, and mixing with warm tributary inflow could cause excessive algal growth and production.
