A proposed hydrometeorological streamflow prediction method","docAbstract":"<p>On the basis of a linear relationship between winter (October-April) precipitation and annual runoff from a drainage basin (Rasmussen and Tangborn, 1976) a physically reasonable model for predicting summer (May-September) streamflow from drainages in the North Cascades region was developed. This hydrometeorological prediction method relates streamflow for a season beginning on the day of prediction to the storage (including snow, ice, soil moisture, and groundwater) on that day. The spring storage is inferred from an input-output relationship based on the principle of conservation of mass: spring storage equals winter precipitation on the basin less winter runoff from the basin and less winter evapotranspiration, which is presumed to be small. The method of prediction is based on data only from the years previous to the one for which the prediction is made, and the system is revised each year as data for the previous year become available. To improve the basin storage estimate made in late winter or early spring, a short-season runoff prediction is made. The errors resulting from this short-term prediction are used to revise the storage estimate and improve the later prediction. This considerably improves the accuracy of the later prediction, especially for periods early in the summer runoff season. The optimum length for the test period appears to be generally less than a month for east side basins and between 1 and 2 months for those on the west side of the Cascade Range. The time distribution of the total summer runoff can be predicted when this test season is used so that on May 1 monthly streamflow for the May-September season can be predicted. It was found that summer precipitation and the time of minimum storage are two error sources that were amenable to analysis. For streamflow predictions in seasons beginning in early spring the deviation of the subsequent summer precipitation from a long-period average will contribute up to 53% of the prediction error. This contribution decreases to nearly zero during the summer and then rises slightly for late summer predictions. The reason for the smaller than expected effect of summer precipitation is thought to be due to the compensating effect of increased evaporative losses and increased infiltration when precipitation is greater than normal during the summer months. The error caused by the beginning winter month (assumed to be October in this study) not coinciding with the time of minimum storage was examined; it appears that October may be the best average beginning winter month for most drainages but that a more detailed study is needed. The optimum beginning of the winter season appears to vary from August to October when individual years are examined. These results demonstrate that standard precipitation and runoff measurements in the North Cascades region are adequate for constructing a predictive hydrologic model. This model can be used to make streamflow predictions that compare favorably with current multiple regression methods based on mountain snow surveys. Gill sodium, potassium-stimulated ATPase activity was determined from December to July in gills of yearling coho salmon (<i>Oncorhynchus kisutch</i>) maintained at four temperatures, 6, 10, 15 and 20°C.<br></p><p id=\"\">2. Compared to fish held at 6°C, elevation in ATPase activity and the associated parr-smolt transformation were accelerated in fish at 10 and 15°C whereas animals at 20°C experienced at best only a transitory elevation in activity.</p><p id=\"\">3. Fish transferred from one temperature to another developed ATPase activities characteristic of fish residing at temperatures to which they were transferred.</p><p id=\"\">4. Previous studies have shown that the initiation and success of wood stork nesting depends on high densities of fish concentrated in ponds and other catchment basins during the dry season. The extreme dependence of the wood stork on the cyclic hydrologic regime of the southern Florida wetlands makes it an indicator of the well-being and ecological stability of the Everglades. \r\n\r\nThe wood stork has declined in numbers over the last 25 years. One reason for the decline in wood stork population was the change in the hydrologic regimen of the Everglades which affected the feeding habitat and the food production. \r\n\r\nThe fish on which the wood stork feeds increase in density during the dry season as water levels fall. In the Everglades marsh, densities were highest in front of the drying edge of surface water at a depth of about 0.3 m. Dry-season densities were greatest when a drought occurred the previous year. \r\n\r\nHistorically wood stork nesting success was associated with high summer water levels, high rates of surface-water discharge and high rates of drying. Before the closure of the south side of Conservation Area 3 in 1962, years of successful and unsuccessful nesting were characterized by different patterns of drying. These patterns changed after 1962 and generally the predictability of successful nesting breaks down thereafter. Only two nesting years after 1962 were successful and in only one of these was the drying rate similar to years of successful nesting before 1962. Two other potentially successful years failed after 1962. This suggests that further changes in the hydrobiological relations occurred within the Everglades after 1962. \r\n\r\nLack of successful nesting after 1962 can be attributed in large part to late colony formation and the interruption of nesting by winter rainfall. In this period (1962-72), colonies formed earlier in years of high early drying rates than in years of low early drying rates. Delay of colony formation is ultimately the result of inability to attain a suitable nutritional state since food supply is the primary factor in the initiation of nesting. Reports in this series, prepared cooperatively by the U.S. Geological Survey and the Utah Division of Water Resources, provide data to enable interested parties such as legislators, administrators, and planners to keep abreast of changing ground-water conditions.</p><p>This report, like the others (see references, p. 16), contains information on well construction, ground-water withdrawals, water-level changes, and related changes in precipitation and streamflow. Supplementary data such as graphs showing chemical quality of water and maps showing water-table configuration are included in reports of this series only for those years or areas for which applicable data are available and are important to a discussion of changing ground-water conditions.</p><p>The report includes individual discussions of the most important areas of ground-water withdrawal in the State for the calendar year 1974. Water-level fluctuations, however, are described for the period spring 1974 to spring 1975. Monthly measurements were attempted at 44 sites in the basin during the 1971 and 1972 water years. Some measurements could not be made because some sites were not accessible at all times, some of the streams did not have flow at all times, or some of the streams could not be measured during high flow. For those sites at which measurements could not be made, monthly discharge was determined by an alternative method involving the use of daily hydrographs for nearby gaging-station sites.</p><p>Four of the monthly measurement sites were at discontinued gaging stations, and two others were located so that their total discharge would be approximately the same as that for another discontinued gaging station. A comparison of long-term mean annual discharge determined by the monthly measurement method versus that determined from gaging station records was as follows: Good at three sites (8 percent or less), fair-to-poor at one site (39 percent), and poor at one site (87 percent). At the three sites that showed good comparisons, there was flow at every monthly visit and the sites were above most diversions. As much as 15 gallons per minute (0.95 litres per second) can be obtained from wells almost everywhere in the county. Several hundred gallons per minute are available from aquifers in the glacial drift that fill bedrock valleys to thicknesses of 300 feet (91 metres) or more. Estimated well yields from much of the surficial outwash in western Waukesha County exceed 500 gallons per minute (31 litres per second). Estimated well yields from most of the Niagara aquifer, a dolomite as much as 325 feet (99 metres) thick in the eastern two-thirds of the county, exceed 50 gallons per minute (3.2 litres per second). The sandstone aquifer underlies the entire county and ranges in thickness from about 400 feet (120 metres) in the northwest corner to about 2,400 feet (730 metres) in the southeast corner. This aquifer yields more than 1,000 gallons per minute (63 litres per second) to wells over most of the county and is the principal source for municipal and subdivision water. Ground water in Waukesha County is of good quality and is suitable for most uses. Most of the water is a calcium magnesium bicarbonate type, is very hard [more than 180 mg/l (milligrams per litre) hardness], and requires softening for some uses. The ground water locally contains iron and manganese concentrations that exceed the limits (0.3 and 0.05 mg/l, respectively) recommended by the U.S. Public Health Service (1962, p. 7). Water high in sulfate and dissolved solids (saline water) is present locally in the Niagara and sandstone aquifers. Water from one well contained excessive nitrate (more than 45 mg/l). With one exception, wells sampled at irregular intervals indicated no significant changes in their chemical characteristics with time. About 24.3 million gallons per day (1.06 cubic metres per second) of ground water was pumped in the county in 1970. Sixty-two percent was withdrawn from the sandstone aquifer. This need can be met by good-quality water available from the sand-and-gravel, Galena-Platteville, and sandstone aquifers. As much as 15 gallons per minute (0.95 liters per second) can be obtained from wells almost everywhere in the county. Yields of more than 1,000 gallons per minute (63 liters per second) are available from glacial drift where it contains a sufficient thickness of saturated sand and gravel. The Galena-Platteville aquifer is a dolomite that occurs mainly in the eastern one-half of the county and is locally more than 300 feet (90 meters) thick. Estimated well yields from this aquifer exceed 500 gallons per minute (32 liters per second). The sandstone aquifer underlies nearly the entire county except for small areas in the northwest corner. It is more than 1,100 feet (330 meters) thick in the southwest along the Dane-Jefferson County line. This aquifer is capable of yielding more than 1,000 gallons per minute (63 liters per second) to wells in much of the county and is the principal source of municipal water. The chemical quality of water from the three aquifers is similar. The water is very hard, having a median hardness between 315 and 325 milligrams per liter. Median values for dissolved solids range between 325 and 349 milligrams per liter. Iron and manganese commonly are present in bothersome amounts (combined total exceeding 0.3 milligrams per liter. About 13.0 million gallons per day (0.570 cubic meters per second) of ground water was pumped in the county in 1972, 87 percent from the sandstone aquifer. Large tracts of irrigable soils, delineated in two subareas (Rice Lake and Cameron) in Barron County and one subarea (Menomonie) in Dunn County, lie within the outwash plains where ground water is available in large quantities. Yields are especially large in the Rice Lake and Cameron subareas where the sand and gravel is highly permeable and the thickness of saturated aquifer exceeds 250 feet (75 metres). Yields generally are less than 1,000 gallons per minute (63 litres per second) in the Menomonie subarea where large amounts of clay locally reduce the permeability of the aquifer and the thickness of saturated aquifer is less than 200 feet (60 metres).</p>\n<p>Adequate water for irrigation is available also from sandstone underlying the glacial outwash plains. Because the two aquifers generally are connected hydraulically, wells penetrating the sandstone also withdraw water indirectly from the glacial drift. Most irrigation wells in Barron County withdraw water from glacial outwash; more than half the irrigation wells in Dunn County withdraw water from sandstone.</p>\n<p>In most years, recharge to the ground-water reservoir is 6 to 8 inches (150 to 200 millimetres), which is more than ample to sustain pumping for irrigation without lowering the water table significantly.</p>\n<p>Ground water in the area is a calcium bicarbonate water that ranges in dissolved-solids concentration from 35 to 330 milligrams per litre. The Cretaceous-Tertiary contact along the slope ranges from a water depth of 0.6 to 1.5 km south of Georges Bank to 1.8 km in Hudson Canyon. Few samples are available from Tertiary and Late Cretaceous outcrops along the slope.</p><p>Sediments of the Potomac Group, chiefly of Early Cretaceous age, constitute a major deltaic sequence in the emerged coastal plain. This thick sequence lies under coastal Virginia, Maryland, Delaware, southeastern New Jersey, and the adjacent continental shelf. Marine sands associated with this deltaic sequence may be present seaward under the outer continental shelf. South of the Norfolk arch, under coastal North Carolina, carbonate rocks interfinger with Lower Cretaceous clastic strata.</p><p>From all available data, Mesozoic correlations in coastal wells between coastal Virginia and Long Island have been revised. The Upper-Lower Cretaceous boundary is placed at the transition between Albian and Cenomanian floras. Potential hydrocarbon source beds are present along the coast in the subsurface sediments of Cretaceous age. The Cretaceous Greenhorn, Carlile, Niobrara, and Pierre Formations lie directly beneath the glacial drift, and shale of the Pierre Formation is exposed in several places along the Sheyenne River. The Pleistocene Coleharbor Formation, which covers most of the area, consists mainly of glacial, fluvial, and lake sediment. The Coleharbor Formation averages 200 to 300 feet thick, but it is as much as 550 feet thick in some of the buried valleys. The Holocene Walsh Formation occurs in parts of the area, chiefly sloughs and river bottomland. It consists mainly of alluvial and eolian sediment. Griggs County and the western two-thirds of Steele County are part of the Drift Prairie, which is characterized by flat to gently rolling topography that is rugged in areas of end moraines and intense ice thrusting, subdued on the ground moraine and outwash plains. Associated with these major landforms are numerous washboard moraines, drumlins, eskers, kames, meltwater trenches, and water-washed areas. The eastern third of Steele County is a nearly flat area covered by lake deposits of the glacial Lake Agassiz. As the Late Wisconsinan glacier in eastern North Dakota thinned and receded eastward, it was increasingly affected by the topography over which it was flowing. This resulted in lobation of the glacier. Locally intense areas of thrusting developed within the lobate glacier, and large blocks of subglacial material were moved short distances. Large areas of Griggs County were washed by water flowing from the glacier, and in some areas gravel and sand were deposited. Continued withdrawal of the glacier resulted in ponding of melt water in parts of the two counties. Water-resources planners and other water-oriented groups have expressed concern over ground-water level declines and reductions in streamflow that are occurring as a result of heavy pumping. Digital-computer modeling techniques were used to estimate hydrologic changes in the aquifer system that would be caused by continued development. The system was modeled as a two-aquifer system consisting of a confined sandstone aquifer overlain by a leaky unconfined aquifer and underlain by impermeable bedrock. The physical properties of the aquifer system needed for the model were approximated using aquifer-test data and well-log data and by matching observed hydrologic changes in the system with corresponding changes computed by the model. Computed hydrologic changes do not represent a serious depletion of the available ground-water supply for the foreseeable future. Maximum added regional declines in ground-water levels (drawdowns) from 1970 to 1990 were computed to be approximately 10 feet (3 metres) in the unconfined aquifer and approximately 40 feet (12 metres) in the confined aquifer. It is computed that for the same period the average annual streamflow from the upper Yahara River basin would be reduced by approximately 29 cubic feet per second (0.82 cubic metre per second). Both spring and fall quakes appear to be triggered by minor local stresses superposed on regional tectonic stresses; faulting is postulated to occur when the effective normal stress across a fault is decreased by a local increase in pore-fluid pressure. The spring quakes tend to occur when the reservoir level suddenly rises: increased pore pressure pushes apart the walls of the graben flooded by the reservoir, thus decreasing the effective normal stress across faults in the graben. Over 6 inches (152 millimetres) of rainfall was recorded during a 10-hour period at Trenton, the capital of New Jersey. No lives were lost but damages to highways and bridges, to industrial, business, and residential buildings, to farmlands and crops, and to water supply systems were severe. This report illustrates the magnitude of the flood and provides hydrologic data needed for planning and design to control or lessen damages from future floods. It includes discussions of the antecedent conditions and meteorological aspects of the storm; a description of the flood and comparison to previous floods; a summary of flood stages and discharges; a discussion of flood frequency; and photomosaics which show inundated areas.
