Such disruption could result from natural disasters such as earthquakes, floods, or landslides or from such other causes as dam failures fallout of radioactive material or other toxic substance from the atmosphere or other toxic substances from the atmosphere or direct introduction (either accidental or deliberate) of any substance that would render the water unfit for use. Prolonged disruption of public water supplies not only causes personal hardships but also endangers health and safety unless suitable alternative emergency supplies can be provided. The degree of hardship and danger generally increases in direct relation to the population density. Ground water because it occurs beneath protective soil and rock materials is less subject to sudden major contamination than are surface-water bodies. For this reason and also because of its widespread availability in the Puget Sound region ground water is especially desireable as a sources of emergency supplies for drinking or other uses requiring water of good quality. The data on low flows are needed for such purposes as (1) designing and operating municipal and industrial water-supply systems; (2) classifying streams as to their potential for waste disposal; (3) defining the amount of water available for irrigation, for maintaining streamflow as required by law or agreement, and for fish propagation; and (4) designing water-storage facilities. Data on stream temperatures are important to many water users because of the many biological, chemical, and physical properties of water that are dependent on temperature. Agricultural and domestic users as well as municipal, industrial and fishery agencies are concerned with water temperatures. In this report, low-flow data are accompanied by information on seasonal variations in water temperatures at sites selected as representing regional stream-temperature patterns. Because low flows and high water temperatures commonly occur together, they may impose constraints on various uses of the region's streams. The work-effort information used in these programs is accumulated and entered to the nearest hour on forms completed by each employee. Tabulating cards are punched directly from these forms after visual examinations for errors are made. Reports containing detailed work-effort data itemized by employee within each project and account and by account and project for each employee are prepared for both current-month and year-to-date periods by the CAN 2 computer program. An option allowing preparation of reports for a specified 3-month period is provided. The total number of hours worked on each account and project and a grand total of hours worked in the New Mexico District is computed and presented in a summary report for each period.\r\n\r\nWork effort not chargeable directly to individual projects or accounts is considered as overhead and can be apportioned to the individual accounts and projects on the basis of the ratio of the total hours of work effort for the individual accounts or projects to the total New Mexico District work effort at the option of the user. The hours of work performed by a particular section, such as General Investigations or Surface Water, are prorated and charged to the projects or accounts within the particular section. A number of surveillance or buffer accounts are employed to account for the hours worked on special events or on those parts of large projects or accounts that require a more detailed analysis. Any part of the New Mexico District operation can be separated and analyzed in detail by establishing an appropriate buffer account. \r\n\r\nWith the exception of statements associated with word size, the computer program is written in FORTRAN IV in a relatively low and standard language level to facilitate its use on different digital computers. The program has been run only on a Control Data Corporation 6600 computer system. Population and industrial growth in the Flint area hah placed new demands on the stream and emphasized the need for an analysis of the surface water resources of the basin. This report describes selected streamflow characteristics of the Flint River and its tributaries, and presents draft-storage relations for the river basin. Flow characteristics for 17 sites show that the 7-day 2-year low flow ranges from 0 to 0.17 cfs (cubic feet per second) per square mile. Draft-storage relations for the basin show that existing storage, if fully utilized, could, on an average, provide a minimum discharge at Montrose of 160 cfs in 19 out of 20 years. The discharge, in conjunction with water diverted from Lake Huron to the Flint River through the Detroit and Flint water systems (about 60 cfs in 1971), indicates that low flows would seldom be less than about 200 cfs at Montrose. Diversions from the basin for irrigation may reduce low flows by about 12 cfs. The evaluation of flood potential is a necessary factor to be considered before such standards are established and put into effect. Purpose and scope. These standards require evaluations of the flood potential of many streams in Wisconsin.</p>\n<p>This report provides an evaluation of flood potential for the Yahara River in the 13-mile low-water channel reach from the dam at the outlet of Lake Kegonsa downstream to the county line. It was found that real-time data are generally less accurate than are historical data, primarily because real-time data are often used before errors can be detected and corrections applied.</p>\n<p>Various methods of verifying real-time streamflow data are outlined in part II. Relatively large errors (those greater than 20-30 percent) can be detected readily by use of well-designed verification programs for a digital computer, and smaller errors can be detected only by discharge measurements and field observations. The capability to substitute a simulated discharge value for missing or erroneous data is incorporated in some of the verification routines described. About 7,500 acres of unlined channels and 2,590 acres in 60 off-channel recharge facilities are available for water spreading.</p><p>To estimate potential infiltration rates for the recharge facilities, 63 single-ring infiltrometer tests were conducted at 22 recharge facilities. Tests ranged from 1 to 14 hours and averaged about 14 hours. Measured infiltration rates ranged from about 0.1 foot per day at Patton basin to 106 feet per day at Lynwood basin. Grain-size distribution was determined on 25 soil samples collected at infiltrometer test sites. Regression analysis showed a direct relation between the logarithm of the infiltration rate and the logarithm of the 20th percentile particle diameter, corresponding to 20 percent finer on the grain-size graph. Regression analysis also showed an inverse relation between the logarithm of the infiltration rate and the logarithm of the sorting coefficient. Test sites were grouped into two geologic units--younger alluvium and older alluvium. Logarithmic plots of infiltration rates versus the ratio D20/30 yielded straight-line plots for both geologic units.</p><p>Silt clogging greatly affects infiltration rates. Some clogging was observed in nearly all facilities, and significant reduction of infiltration rates was measured in seven basins.</p><p>Drillers' logs, supplemented with data from 11 test holes augered during the investigation, were used to delineate low permeability horizons that might retard downward movement of recharged water. Low permeability zones were found within the upper 50 feet at five basins.</p><p>Unused storage capacity in underlying ground-water basins ranges from large in Chino basin to minimal in Oak Glen subbasin. Recharge operations in Bunker Hill, Lytle, Etiwanda, and Claremont Heights basins should be carefully monitored to guard against overfilling the aquifers.</p><p>Recharge capacity, which is the volume rate (cubic feet per second) of water that can be recharged for extended periods at a given site, was estimated for all unlined channels and off-channel recharge facilities. Recharge capacity of all off-channel facilities was estimated to be more than 3,200 cfs (cubic feet per second). Total recharge capacity for major stream systems seems to be adequate to handle floods of 5-year recurrence intervals, and most systems have sufficient capacity to handle 10-year floods.</p><p>Potential recharge rate, which is the infiltration rate (feet per day) that can be maintained over extended periods under normal operating conditions, was delineated throughout the study area on the basis of controlling geologic and hydrologic factors. These two aquifers are the subject of this investigation. \r\n\r\nThe alluvial aquifer consists of river channel alluvium as much as 200 feet thick with a transmissibility ranging from 50,000 to 325,000 gallons per day per foot and a storage coefficient of i0 to 20 percent. In 1945 about 210,000 acre-feet of recoverable ground water was in storage in the alluvial aquifer. The alluvial aquifer is the major source of ground-water pumpage and has supplied about 600,000 acre-feet of effective pumpage during the period 1945 through 1967. Ground-water pumpage and variations in the quantities of surface-water recharge have caused large fluctuations in the water levels in the alluvial aquifer. \r\n\r\nThe Saugus aquifer has. a maximum saturated thickness of about 3,500 feet and ranges in transmissibility from 2,000 to 200,000 gallons per day per foot. Based on limited available data, the Saugus aquifer may contain as much as 6 million acre-feet of ground water in storage under steady-state conditions. Meager available data indicate the water quality in some areas of the Saugus aquifer is poor so that only a fraction of the ground water in storage in the aquifer may be usable for domestic water supplies. \r\n\r\nFloodflow in the streams in the area is the major source of recharge to the alluvial aquifer and the underlying Saugus aquifer. The chemical quality of the ground water is largely dependent on the chemical quality of the surface-water recharge. Ground-water discharge occurs along the Santa Clara River below Castaic Junction.\r\n\r\nWater will be imported to supplement the existing water resources. Below about 500 feet the water is mineralized and not potable without treatment. The yield of \"shallow wells\" is variable and the water generally is corrosive and at places contains appreciable dissolved iron.</p>\n<br>\n<p>The volume of ground water flowing through the Suwannee and Marianna Limestones in Cook County and available for development to properly spaced wells and well fields is estimated to be about 18,000,000 gallons per day. Resulting movement of ground water through the thaw bulb might produce quick conditions in the pipeline foundation materials. A digital model showed that such conditions are not likely to occur. Test drilling along the proposed route of the pipeline confirms this conclusion. An exception may be the situation in which the pipeline is buried in fine sand overlying a highly permeable coarse sand or gravel.</p><p>The results of model studies demonstrate that the heated trench will focus ground-water discharge near the pipeline, especially in winter. Such discharge will increase the number and size of icings.</p><p>Explosive icing mounds apparently result from high crystallization pressures that develop within a closed talik. The thaw bulb close to the buried pipeline relieves the pressure that leads to such conditions.</p><p>Potential problems related to thaw-bulb enlargement by heat convection and thaw-instability of The relationships will be useful in making preliminary estimates of development potential and inc comparing the development possibilities of different streams.</p><p>Carryover storage was investigated and was found to be unnecessary at draft rates of less than 50 percent of the mean annual flow.
