The interpretation of these data will be published separately in Connecticut Water Resources Bulletin No. 24.\nAs defined for this investigation, the upper Connecticut River basin is a\n508-square-mile area in north-central Connecticut (see front cover and plate A)\ndrained by the Connecticut River and its tributaries including the Farmington\nRiver downstream from the community of Tariffville. The basin includes all or\nparts of the following 30 towns: Avon, Bloomfield, Bolton, Cromwell, East Granby,\nEast Hampton, East Hartford, East Windsor, Ellington, Enfield, Farmington,\nGlastonbury, Hartford, Manchester, New Brltain, Newington, Plainville, Portland,\nRocky Hill, Simsbury, Somers, South Windsor, Stafford, Suffield, Tolland, Vernon,\nWest Hartford, Wethersfield, Windsor, and Windsor Locks.\nThe data compiled for this investigation consist of those collected specifically\nfor the study during the period July 1967 - December 1969 and those\ncollected during previous investigations. Many records of wells and test holes in\nthus report were published in Connecticut Water Resources Bulletin No. 4. This\nreport is out of print, therefore these previously published records, together\nwith newer ones, are published in this report to provide a readily available\nsource of ground-water information. Their chemical structure resembles that of some of the organochlorine pesticides. They are troublesome interferences in gas chromatographic analysis of these pesticides. Although methods have been developed to overcome analytical problems, measurements of quantity still are only approximate.      Special studies in the United States, Netherlands, and Great Britain have traced PCB's to industrial effluent, but other possible sources have not been followed. Their use in paints, cartons, and insulating fluids suggests that environmental pollution may be from many different sources.      PCB's are present in fish and wildlife in many countries of the world. Quantities are higher in animals living near industrial areas. PCB's build up in biological food chains with increases of tens to thousands of times from lower to higher organisms.      Experimental studies have shown that PCB's have a toxicity to mallards, pheasants, bobwhite quail, coturnix quail, red-winged blackbirds, starlings, cowbirds, and grackles that is of the same order as the toxicity of DDE to these species. Overt signs of poisoning also are similar to those caused by compounds of the DDT group. Toxic effects of DDE and Aroclor 1254 to coturnix chicks were additive, but not synergistic.      PCB's containing higher percentages of chlorine are more toxic to birds than those containing lower percentages. PCB's of foreign manufacture contained contaminants to an extent that greatly increased their toxicity     Aroclor 1242.      Statistical evaluations of the role that different chemicals may play in thinning of eggshells of brown pelicans show that DDE residues correlate better with shell thinning than do residues of dieldrin or PCB's.      Studies of the effects of PCB's in the environment are as yet insufficient for well-rounded conclusions. The evidence available indicates that they must be viewed as potential problems until fuller data can be assembled.  Toxicity to insects of PCB's of different degrees of chlorination is the reverse of the pattern in birds: the lower chlorinations are more toxic to insects. PCB's enhanced the toxicity of dieldrin and DDT to insects.      Shrimp are very sensitive to PCB's and most will die as a result of 20-day exposure to a concentration of 5 ppb. PCB's also inhibit shell growth of oysters. Fish and crabs are less sensitive; all accumulate residues to many times the concentrations in the water, and a test with crabs showed that they lost the residues very slowly.      Residues of PCB's in the brains of birds killed by these compounds measure in the hundreds of parts per million. PCB's may have contributed to mortality of some birds in the field.      PCB's induce microsomal enzyme activity in birds and mammals and the lower chlorinated mixtures have estrogenic activity in rats.      Exposure to PCB's increased the susceptibility of mallard ducklings to duck hepatitis virus.  Offspring of pheasants whose parents received high dosages of PCB's made poor choices in visual cliff tests. Egg production and hatching after pipping also were affected.      Long-term studies of the reproductive effects of Aroclor 1254 on mallards and bobwhite quail and of Aroclor 1254 plus DDE on quail showed no significant differences from controls. In studies of chickens, however, egg production, hatchability, and shell thickness were impaired by high doses of Aroclor 1254 and by low doses of Aroclor 1242. The expected contrast in emissivities between ice and water was observed at all wavelengths. Distributions of sea ice and open water were mapped from altitudes up to 11 km in the presence of dense cloud cover.</p><p>Different forms of ice also exhibited strong contrasts in emissivity. Emissivity differences of up to 0.2 were observed between two types of ice at the 0.811-cm wavelength. Additional irrigation development may reduce opportunities for water-based recreation by degrading the streams as trout habitat and by lowering lake levels. This study was made to inventory present development of irrigation in the sand-plain area, assess potential future development, and estimate the effects of irrigation on streamflow and ground-water levels. The suitability of land and the availability of ground water for irrigation are dependent, to a large extent, upon the geology of the area. Rocks making up the ground-water reservoir include outwash, morainal deposits, and glacial lake deposits. These deposits are underlain by crystalline rocks and by sandstone, which act as the floor of the ground-water reservoir. Outwash, the main aquifer, supplies water to about 300 irrigation wells and maintains relatively stable flow in the streams draining the area. The saturated thickness of these deposits is more than 100 feet over much of the area and is as much as 180 feet in bedrock valleys. The saturated thickness of the outwash generally is great enough to provide sufficient water for large-scale irrigation in all but two areas --one near the town of Wisconsin Rapids and one near Dorro Couche Mound. Aquifer tests indicate that the permeability of the outwash is quite high, ranging from about 1,000 gpd per square foot to about 3,800 gpd per square foot, Specific capacities of irrigation wells in the area range from 14 to 157 gpm per foot of drawdown. Water use in the sand-plain area is mainly for irrigation and waterbased recreation. Irrigation development began in the area in the late 1940's, and by 1967 about 19,500 acre-feet of water were pumped to irrigate 34,000 acres of potatoes, snap beans, corn, cucumbers, and other crops. About 70 percent of the applied water was lost to evapotranspiration, and about 30 percent was returned to the ground-water reservoir. Irrigation development should continue in the sand plain; future development probably will include improved artificial drainage and land clearing. The hydrology of the sand-plain area was studied from water budgets for seven basins and from water balances for eight types of vegetative cover or land use. During the study period about 16-20 inches of the 28- to 30-inch average annual precipitation were lost to evapotranspiration from different basins in the area, Evapotranspiration from different types of vegetative cover or land use ranged from about 14 inches per year for bare ground to about 25 inches per year from land covered by phreatophytes. Evapotranspiration is about 19 inches from forested land, about 16 inches from grassland and unirrigated row crops, about 19 inches from irrigated beans, and about 22 inches from irrigated potatoes. Variations in evapotranspiration from the different types of vegetative cover result mainly from differences in soil moisture available to the plants. Available soil moisture ranges from about 1 inch for shallow-rooted grasses and row crops to about 3 inches for forest. Most of the precipitation not used by plants or to replenish soil moisture seeps to the water table, and ground-water recharge in the area averages about 12-14 inches per year. However, computed recharge ranged from about 3 inches to about 22 inches during the 1948-67 period, depending upon the amount and seasonal distribution of precipitation. Of the average 12-14 inches of recharge, about lo-13 inches are discharged to the streams draining the area, and about l-2 inches are used by phreatophytes or by irrigated crops. Winding of the camera and final shutdown were accomplished manually.</p><p>A 15-minute silent motion picture was made from the time-lapse film installed at Bolinas Lagoon. Streams rose rapidly following precipitation of as much as 15 inches in a 24-hour period on December 5-6 during a strong inflow of warm moist Pacific air across central California. As heavy rain continued, extremely high peak discharges occurred at most gaging stations between 2300 hours December 5 and 1800 hours December 6. \r\n\r\nSnowmelt was not a major cause o the floods, although some snow that had accumulated during minor November and early December storms was melted. This snowmelt was offset by snowpack accumulation at high altitudes where little runoff occurred during the storm. \r\n\r\nThis report covers the area of mast intense precipitation and runoff. Areas of central California to the north and west had severe floods, but these, in general, were not nearly as great as ,previous record floods. The terrain of the flood area described in the report ranges from ,the rolling foothills at the east edge of the flat Tulare Lake basin to the steep slopes of the Sierra Nevada where considerable area is above an altitude of 9,000 feet.
