The four most destructive floods occurred during March-April in the Red River of the North basin in northwestern Minnesota, during April-May in northeastern Texas, in August, in east-central Nebraska, and in December, in the Southwestern United States. \r\n\r\nFor the second consecutive year, there was severe flooding in the Red River of the North basin in Minnesota during ,the spring snowmelt period. Unseasonally warm temperature caused rapid melting of a heavy snow cover, with water equivalent ranging from 5 to 7 inches, which covered .the northern two-thirds of the basin. Peak discharges were maximum of record at three gaging sites having periods of record ranging from 20 to 30 years, ,and peak discharges exceeded 50-year floods at nine sites. Damage from the flood was estimated at $10 million. In the period April 22-29, from 20 to 26 inches of rain fell in parts of the Sabine River basin in northeastern Texas. and high rates of runoff occurred from the headwaters of the Sulphur River southward .to the Trinity River basin. Flood damage was estimated at $12 million, and at least 25 persons lost their lives. \r\n\r\nSevere floods occurred along the Loup River ,and its tributaries in east-central Nebraska on August 12-14. The .peak discharge at nearly all gaging stations in the flood area exceeded the previous maximum of record. The floods we re caused by heavy rains of from 13 to 17 inches in about 24 hours. The storm was the most widespread in the area since 1896 and may have exceeded the area of the 1896 storm. The floods were unusual because of the consistently high discharges throughout a large flood area. Flood damage was estimated at $11 million. \r\n\r\nIn early December a storm moved eastward from the Pacific coast in southern California into Southwestern United States. Intense precipitation occurred around the mountain ranges of south-central California and in and extending from southeastern Nevada across the southwestern corner of Utah to the Grand Canyon and southward to the mountains of central Arizona. The use of wells for this purpose is not a new idea. As long ago as the end of the last century, it was common practice to drill wells for the express purpose of draining swamps and small lakes to reclaim the land for agricultural purposes. A few decades later in the 1920's and 1930's many oil companies began using injection wells to dispose of oil-field brines and to repressurize oil reservoirs. During World War II, the Atomic Energy Commission began using injection wells to dispose of certain types of radioactive wastes. More recently, injection wells have been drilled to dispose of a variety of byproducts of industrial processes. The number of such wells has increased rapidly since Congress passed the Clean Streams Act of 1966, which restricted the discharge of waste into surface waters.</p><p>Many scientists and public officials question the propriety of using the term \"disposal\" when referring to the underground injection of wastes. Their reasons are that underground injection is not, as many advocates claim, \"a complete and final answer\" to the waste-disposal problem. Rather, it is merely a process wherein the injected wastes are committed to the subsurface with uncertainty as to their ultimate fate or limits of confinement. In effect, the wastes, undiminished and unchanged, are removed from the custody of man and placed in the custody of nature.</p><p>Although the concept of waste-injection wells is relatively simple, the effects of waste injection can be very complex, particularly when dealing with the exotic and complex components of some industrial wastes. Besides the physical forces of injection, there are many varied interactions between the injected wastes and the materials within the injection zone. Because these changes occur out of sight in the subsurface, they are difficult to assess and&nbsp;not generally understood. In addition, the various aspects of the problem involve a wide spectrum of science and engineering. Hence, articles published on the subject are widely dispersed in the technical and scientific literature.&nbsp;</p>","language":"English","publisher":"U.S. Government Printing This interim report presents an analysis of the low-flow data that the program has obtained to 1970.</p><p>As part of this program, personnel of the Geological Survey made two series of base-flow measurements or no-flow observations of many streams on August 19 and September 25, 1970. These measurements and the corresponding runoff values expressed as cubic feet per second per square mile of drainage area are listed in table 1. At many sites, where additional measurements had previously been made, an estimate of the frequency of occurrence of certain low flows has also been tabulated. Climatologic conditions normally increase water temperatures from February through July and decrease them from August through January. Summer releases from New York City's Cannonsville Reservoir were observed to decrease water temperatures by 13?C (Celsius) in 8.1 miles and by 1?C, 55.9 miles downstream from this reservoir. Releases from New York City's Pepacton Reservoir were observed to decrease water temperatures by 11?C in 31.0 miles and between 1?-3?C in 71.0 miles downstream from this reservoir. The influence of releases from these reservoirs is dependent upon five factors: thermal stratification in the reservoir, depth at which water is withdrawn from the reservoir, rate of release, distance downstream from the reservoir, and climatologic conditions.","language":"ENGLISH","publisher":"U.S. Govt. Unit). Such equipment would allow computer-processed data for current-purpose hydrologic data stations to be made available in a more timely manner. The specifications for the equipment were prepared in March 1970; invitations to bid were solicited, a contract was awarded and the equipment was delivered in November 1970. The equipment included two reader/transmitter units, and one receiver/recorder unit.</p>\n<br>\n<p>The reader/transmitter units transmit manually entered fixed information, i.e. station number, beginning date and time, and ending date and time, and photoelectrically read and transmit the 16-channel paper tape data. The Department wants to know whether land subsidence would be a problem as a result of the postulated lowering. To answer this question, to the extent that leveling control permits, the present study has been made at the request of and in cooperation with the State of California.</p><p>At a few locations in the Chino-Riverside and Bunker Hill-Yucaipa areas, comparable water-level decline and subsidence data are available from which rough estimates can be made of subsidence that would occur as a result of the postulated lowering from 1965 to 2015. Limited leveling control, and apparent discrepancies in the data, preclude accurate determination of amounts of subsidence caused by historic water-level decline.</p><p>Based on 1965-2015 water-level changes postulated by the California Department of Water Resources and on available subsidence/head decline ratios, as much as 6 feet of subsidence might occur northeast of the San Jacinto fault between Loma Linda and San Bernardino, in an area of more than 350 feet of projected water-level decline. The Soil Conservation Service has found a total of approximately 3,500 floodwater-retarding structures to be physically and economically feasible in Texas. As of September 30, 1969, 1,355 of these structures had been built.</p><p>This watershed-development program will have varying but important effects on the natural surface- and ground-water resources of river basins, especially where a large number of the floodwater-retarding structures are built. Basic hydrologic data under natural and developed conditions are needed to appraise the effects of the structures on the yield and mode of occurrence of runoff.</p><p>Hydrologic investigations of these small watersheds were begun by the U.S. Geological Survey in 1951 and are now being made in 12 areas (fig. 1). These studies are being made in cooperation with the Texas Water Development Board, the Soil Conservation Service, the San Antonio River Authority, the city of Dallas, and the Tarrant County Water Control and Improvement District No. 1. The 12 study areas were chosen to sample watersheds having different rainfall, topography, geology, and soils. In five of the study areas (North, Little Elm, Mukewater, North Elm-Little Pond, and Pin Oak Creeks), streamflow and rainfall records were collected prior to construction of the floodwater-retarding structures, thus affording the opportunity for analyses of the conditions \"before and after\" development. Structures have now been built in three of these study areas.
