In the Upper Colorado River Basin, streamflow records have been extended by various agencies from time to time to fulfill their individual needs, resulting in different estimates of flow for the same point and time. The purpose of this report is to provide correlative estimates of monthly mean discharge at discontinued streamflow gaging stations so that all users will have access to a single set of data.</p><p>Estimates of monthly mean discharge for periods other than the period of actual record are given for certain discontinued streamflow gaging stations. The stations selected were discontinued in recent years, but they have a sufficient length of record to permit development of a meaningful correlation with the records for a nearby long-term gaging station. Where possible, estimates of monthly mean discharge are made to provide a complete record, estimated or measured, from 1930 to 1965. However, where the long-term gaging station record encompasses a shorter period, the estimates cover only that shorter period. Estimates for periods prior to 1930 were not made, although these may be computed for a few stations. Lack of a related long-term gaging-station record prevented the extension of records at many discontinued stations.</p><p>The area covered in this report (fig. 1) is that defined in the Colorado River Compact of 1922, as the Upper Basin \"those parts of the States of Arizona, Colorado, New Mexico, Utah, and Wyoming within and from which waters naturally drain into the Colorado River System above Lee Ferry,\"<sup>1</sup> but excluding \"all parts of said States located without the drainage area of the Colorado River System which are now and shall hereafter be beneficially served by waters diverted from the System above Lee Ferry\" (Wilbur and Ely, 1948, p. As the population grows and the area develops, zoning becomes necessary to assure the most beneficial use of the land, especially of the flood plains. The northwestern and western parts of the area are part of the Snake River basalt plain. The central part of the area is occupied by alluvial plains of the Snake, Teton, and Falls Rivers and of Henrys Fork. The alluvial deposits are underlain by basalt. The southeastern part of the area is a bench (Rexburg Bench), chiefly on silicic and basaltic volcanic rocks, which rises gradually to mountain peaks (Big Hole Mountains) southeast of the area. \r\n\r\nIrrigation wells open to the basalt under the Snake River Plain and the basalt and sands and gravels under the alluvial plains yield large amounts of water with small drawdowns. Irrigation wells in the silicic volcanic rocks and the interbedded ash, pyroclastics, and sedimentary deposits beneath the Rexburg Bench generally yield much less water. \r\n\r\nThe regional water table slopes southwestward beneath the basalt and alluvial plains. It is recharged by precipitation that infiltrates into the ground in the headwaters of Henrys Fork and Falls, and Teton Rivers and by water that moves downward from an extensive perched water body caused by seepage from stream channels and surface-water irrigation. The perched water in part moves vertically down to the regional water table and in part laterally to the streams. Ground water beneath the Rexburg Bench moves generally northwestward to join the regional ground-water body beneath the alluvia,1 and basalt plain, but this area contributes very little recharge to the main aquifer body. Recharge to the regional water table is estimated to average 725,000 acre-feet annually. \r\n\r\nThe regional water table is below the level of the streams in the area, and ground water in the main aquifer, therefore, is not tributary to the streams. Pumping from the regional ground-water reservoir for irrigation or other uses would have no effect on streamflow or surface-water rights within the study area. However, depletion of the underflow would eventually reduce the inflow to American Falls Reservoir, unless the depletion was offset by additional recharge. Total withdrawals of ground water for irrigation in 1962, principally in the Rexburg Bench, were estimated to be 25,000 acre-feet. About 10,000 acre-feet was withdrawn for domestic, municipal, and stock supplies. These withdrawals caused no significant decline in the water table. \r\n\r\nIn the Ashton area, surface-water irrigation has caused water to be perched in basalt above the silicic volcanic rocks, and much of' this perched water contributes to streamflow. Some ground water can be pumped from the basalt for irrigation and other uses. If ground water were pumped for irrigation, the flow of Henrys Fork would be decreased by the amount of pumped water consumed by crops. Water pumped for nonconsumptive use would have little effect on streamflow. Reservoir will b.e impounded on moderately fertile soils; however, its water source, Bald Eagle Creek, is a bicarbonate-water stream that is over~y-enriched with nutrients. About 650 of the 1,730 acres to be inundated in summer are subject to infestation with aquatic weeds. Nuisance algal \"blooms\" are expected to occur in summer. The reservoir will stratify in early summer and water · releas·ed for conservation purposes and acid neutralization will consist mostly of hypolimnetic water. Because of its anticipated use in analog or digital hydrologic models, agricultural pumpage is estimated for unit areas.</p><p>Estimated municipal pumpage is based on census figures and population projections and on pumpage reported by organizations in the San Joaquin Valley supplying water to communities. On the average, 0.25 to 0.40 acre- foot of water is used annually per capita, depending upon the population and number of industries in the community. The basic steps in the evaluation procedure were (1) definition of the long- term goals of the streamflow-data program in quantitative form, (2) examination and analysis of all available data to determine which goals have already been met, and (3) consideration of alternate programs and techniques to meet the remaining objectives. The principal goals are (1) to provide current streamflow data where needed for water management and (2) to define streamflow characteristics at any point on any stream within a specified accuracy. It was found that the first goal generally is being satisfied but that flow characteristics at ungaged sites cannot be estimated within the specified accuracy by regression analysis with the existing data and model now available. This latter finding indicates the need for some changes in the present data program so that the accuracy goals can be approached by alternate methods. The regression method may be more successful at a future time if a more suitable model can be developed, and if an adequate sample of streamflow records can be obtained in all areas. In the meantime, methods of transferring flow characteristics which require some information at the ungaged site may be used.
