Foster Joseph Sayers. Reservoir will b.e impounded on moderately fertile soils; however, its water source, Bald Eagle Creek, is a bicarbonate-water stream that is over~y-enriched with nutrients. About 650 of the 1,730 acres to be inundated in summer are subject to infestation with aquatic weeds. Nuisance algal \"blooms\" are expected to occur in summer. The reservoir will stratify in early summer and water · releas·ed for conservation purposes and acid neutralization will consist mostly of hypolimnetic water. This water will be nearly depleted in. dissolved oxygen and will, at times, contain relatively high concentrations of heavy metallic ions and hydrogen:!sulfide.

The basic steps in the evaluation procedure were (1) definition of the long- term goals of the streamflow-data program in quantitative form, (2) examination and analysis of all available data to determine which goals have already been met, and (3) consideration of alternate programs and techniques to meet the remaining objectives. The principal goals are (1) to provide current streamflow data where needed for water management and (2) to define streamflow characteristics at any point on any stream within a specified accuracy. It was found that the first goal generally is being satisfied but that flow characteristics at ungaged sites cannot be estimated within the specified accuracy by regression analysis with the existing data and model now available. This latter finding indicates the need for some changes in the present data program so that the accuracy goals can be approached by alternate methods. The regression method may be more successful at a future time if a more suitable model can be developed, and if an adequate sample of streamflow records can be obtained in all areas. In the meantime, methods of transferring flow characteristics which require some information at the ungaged site may be used. The purpose of this report is to present the results of a flood-profile study made for Hoosier Creek and its tributary, South Hoosier Creek. The reaches studied extend from near the south Linn County line upstream to U.S. Highway 218 on Hoosier Creek, and from the mouth to U.S. Highway 218 on South Hoosier Creek. A total of about 11 miles of stream is included in the two reaches. The profiles shown in the report are computed for a very large flood under existing valley conditions and for a smaller flood under two assumed conditions of encroachment. This information can be used to supplement the existing county zoning ordinances for flood plains and to aid in future flood-plain management when part or all of the area is urbanized. This report is the result of a cooperative agreement between Linn County, Iowa, and the U.S. Geological Survey that provides for the collection and analysis of hydrologic data in Linn County.

During the rainy season (summer and early fall) the salinity in the 20-mile long estuary ranged from that of fresh water to half that of sea water while concentrations of dissolved oxygen were low, 2-5 milligrams per liter (mg/l) presumably because, among other factors, microbial activity and respiration were accelerated by high temperatures (30-33 degrees C). During the dry season (late fall through spring) the salinity ranged from 18 grams per liter (g/l) in the headwaters to 36 g/l at the Gulf during a dry year such as 1967 and from 1 to 25 g/l during a wet year such as 1969. Concentrations of dissolved oxygen increased from 2-3 mg/l in the summer of 1967 to 4-7 mg/l in the winter of 1968, and temperature decreased from an average of about 30 degrees C in summer to 20 degrees C in winter. Water level declined 5 to 10 decimeters in the headwaters during the dry season, and salinity and tidal action increased. Large amounts of submerged vegetation died in some headwater creeks at the end of the dry season, presumably killed by salinities above 3 g/l. The decaying organic matter and the decrease in photosynthesis resulted in low dissolved oxygen (1-2 mg/l). Fish died at this time probably as a result of the low dissolved oxygen.\r\n\r\nTrace elements, heavy metals and insecticides occurred in the waters of the estuary in concentrations below those indicated as harmful for aquatic life by current standards established by the Federal Water Pollution Control Administration (1968). The insecticides detected were concentrated in sediment and in various organisms.\r\n\r\nThe patterns of distribution of planktonic and small nektonic animals in the estuary were related to salinity. Copepods (Arcatia tonsa, Labidocera aestiva, Pseudodiaptomus coronatus), cumaceans (Cyclaspis sp.), chaetognaths (Sagitta hispida), bay anchovies (Anchoa mitchilli), and scaled sardines (Harengula pensacolae) were the dominant animals collected in the higher salinities (10-25 g/l) near the mouth of the estuary. Amphipods (Corophium sp. and Grandidierella sp.), mysids (Mysidopsis almyra and Gastrosaccus dissimilis), crab larvae, and the young anchovies, sardines, and related fish were the dominant forms in the brackish water (1-10 g/l) of the mid-estuary. The presence of large numbers of juvenile and young animals and young animals indicated the importance of these brackish waters as nursery grounds. Aquatic insects, cyclopoid copepods (Macrocyclops sp.), cladocerans, mysids (Taphromysis bowmani), ostracods (Cypridopsis sp. ), fresh-water prawns (Palaemonetes paludosus), and various marshfish were dominant in the ?fresh? headwaters.\r\n\r\nThe amount of plant detritus collected in the estuary averaged about ten times that of the zooplankton. The estimated mean wet-weight of the zooplankton was 65 milligrams per cubic meter (mg/m?) and ranged from 1 to 173 mg/m?, with the smallest amounts occurring in the ?fresh? headwaters.\r\n\r\nNekton, consisting of small fish and prawns, ranged from 3 to 214 mg/m? in weight and had a mean of 30 mg/m?. Largest catches were made in the headwaters at the end of the dry season, where the weight of the standing crop increased more than 15 times during the sampling period. Earth resources technology satellite will provide the EROS program with data for use in dealing with natural resource problems and understanding the interaction between man and the environment. Applications will include studies of tectonic features, hydrologic problems, location of fish schools, determination of the conditions of range land, mapping land use for urban planning, studies of erosion and change along coastlines and major streams, and inventories of land use and land forms. In addition, the ERTS data may be used for detecting forest and crop diseases and inventorying crops. The ERTS satellite will be in a polar, sun-synchronous orbit so that each point on the earth's surface will be sensed every 17 to 20 days, at the same time of day. Multispectral photography is being investigated for its usefulness in hydrology. Side-looking airborne radar has not yet been widely used in hydrologic studies, although it is an excellent tool for all-weather, day or night, coverage of large areas. Other techniques being investigated include passive microwave radiometry, ultraviolet and visible stimulated luminescence, and absorption spectroscopy.

Moreover, successive terrain observations are affected by time-dependent variables such as the diurnal and seasonal warming and cooling cycle of a point on the earth's surface. In planning precise air borne surveys of radiant flux from the earth's surface, account must be taken of background noise created by variations in micrometeorological factors and emissivity of surface materials, as well as the diurnal temperature cycle. The effect of the diurnal cycle may be minimized by planning predawn aerial surveys. In fact, the diurnal change is very small for most water bodies and the emissivity factor for water (e) =~ 1 so a minimum background noise is characteristic of scanner records of calm water surfaces.
