The flood-producing storm was of the warm type, with precipitation falling as rain at altitudes as high as 8,000 feet. The heavy precipitation, totaling as much as 20 inches or more in the Sierra Nevada, fell on frozen ground or on the sparse snowpack that existed in the higher altitudes. The response of runoff to rainfall was dramatic, as streams throughout the area rose rapidly. Hardest hit were the basins of the American, Yuba, and Truckee Rivers, where flood peaks either reached record-breaking heights or rivalled the discharges attained in the memorable floods of November 1950 and December 1955. Because of the relatively short duration of the storm, the volume of flood flow in 1963 was not outstanding. Ten deaths were attributed to the storm or flood. Preliminary estimates indicate damage in excess of $16 million in foothill and valley areas, but no attempt has yet been made to assess the heavy damage to highways and drainage structures in the mountain areas. The U. S. Army, Corps of Engineirs estimates that its operation of flood-control facilities prevented additional damage of $236 million. For convenience there are also included. records for a few pertinent gaging stations in bordering States. The records were collected and computed by the Water Resources Division of the U. S. Geological Survey, under the direction of W. L. Heckler, district engineer, Surface Water Branch. </p><p>This report is the third in a series presenting, annually, basic data on surface-water records by States. Through September 30, 1960, the records of discharge and stage of streams and contents and stage of lakes or reservoirs were published in an annual series of U. S. Geological Survey water-supply papers entitled \"Surface Water Supply of the United States. ff Since 1951 there have been 20 volumes in the series; each volume covered an area whose boundaries coincided with those of certain natural drainage areas. The records in New Mexico were contained in Parts 7, 8, and 9 of that series.</p><p>Beginning with the 1961 water year, streamflow records and related data will be released by the Geological Survey in annual reports on a State-boundary basis. Distribution of these basic-data reports will be limited and primarily for local needs. The records later will be published in Geological Survey water-supply papers at 5- year intervals. These 5-year water-supply papers will show daily discharge and will be compiled on the same geographical areas previously used for the annual series; however, some of the 14 parts of conterminous United States will be further subdivided.</p><p>The records for New Mexico will be published in water-supply papers covering Part 7 for stations in the Lower Mississippi River drainage, Part 8 for Western Gulf of Mexico drainage, and Part 9 for Colorado River drainage. For 1960 water year, the WSP Numbers for these parts were 1711, 1712, 1713 respectively. Land slopes are steep and runoff from rainstorms flows rapidly to the sea in the numerous, short, steep stream courses. During most dry seasons only a few streams maintain flow along any part of their course. Guinea Gut, the only stream in St. John known to have had continual flow during the first half of 1963, had a minimum flow of 3,500 gallons per day (gpd). The flow of Turpentine Run, the largest stream in St. Thomas, dropped to 15,000 gpd during the same period, and the flow of River Gut, the largest stream in St. Croix, dropped to about 70,000 gpd. In past years the flow of the streams has been less at times; in fact, Turpentine Run reportedly did not flow during part of 1923 and probably it has been dry at times since then. The streams thus are not reliable sources of large water supplies unless storage is provided. The climate is subhumid, and precipitation averages about 23 inches per year. The average discharge at the gaging station near Hobart is 50 cfs (cubic feet per second) or 36,200 acre-feet per year during a 19-year base period, water years 1938-56. The yearly average discharge ranged from 4.6 cfs in 1940 to 146 cfs in 1957.\r\n\r\nMaximum runoff generally occurs during May and June. The maximum monthly runoff was 64,520 acre-feet in May 1957. The maximum yearly runoff was 105,500 acre-feet in 1957.\r\n\r\nThere is no sustained base flow in the basin. Severe droughts occurred in 1938-40 and 1952-56. The most extended drought occurred from June 1951 to March 1957, during which time there was a prolonged period of no flow of 182 days in 1954-55. The springs and seeps contribute significantly to the generally poor water quality of the rivers by bringing salt (NaCl) to the surface at an estimated daily rate of more than 8,000 tons. The region investigated is characterized by low hills and rolling plains. Many of the rivers are eroded 100 feet or more below the .surrounding upland surface and in places the valleys are bordered by steep bluffs. The alluvial plains of the major rivers are wide and the river channels are shallow and unstable. The flow of many surface streams is intermittent, especially in the western part of the area. All the natural salt-contributing areas studied are within the outcrop area of rocks of Permian age. The Permian rocks, commonly termed red beds, are composed principally of red and gray gypsiferous shale, siltstone, sandstone, gypsum, anhydrite, and dolomite. Many of the formations contain halite in the subsurface. The halite occurs mostly as discontinuous lenses in shale, although some of the thicker, more massive beds are extensive. It underlies the entire region studied at depths ranging from about 30 feet to more than 2,000 feet. The salt and associated strata show evidence of extensive removal of salt through solution by ground water. Although the salt generally occurs in relatively impervious shale small joints and fractures ,allow the passage of small quantities of water which dissolves the salt. Salt water occurs in the report area at depths ranging from less than 100 feet to more than 1,000 feet. Salt water occurs both as meteoric and connate, but the water emerging as salt springs is meteoric. Tritium analyses show that the age of the water from several springs is less than 20 years. The salt springs, seeps, and plains are confined to 13 local areas. The flow of the springs and seeps is small, but the chloride concentration in the water ranges from a few hundred parts per million to about 190,000 ppm. The wide range of concentration is believed to be due, in part, to differential dilution by fresh water. Alluvium in the vicinity of the salt springs remains saturated with salt water and evaporation from the alluvial surface causes the formation of a salt crust during dry weather. Those areas appear as salt plains that range in size from less than an acre to as much as 60 square miles. The rocks exposed at the surface in the vicinity of the salt springs are permeable enough to allow the infiltration of some precipitation. Under certain geologic and hydrologic conditions ground water percolates down and through salt-bearing rocks where it dissolves the salt.
