The Hueco Bolson is in the extreme western part of Texas and south- central New Mexico, covering parts of El Paso County, Tex., and Dona Ana and Otero Counties, N. Mex. Wells tapping the bolson deposits furnish the major part of the water supply for the city of El Paso, Ciudad Juarez, Fort Bliss, Biggs Air Force Base, and private industries. in the area. The progressively increasing demand for water made it obvious that a comprehensive investigation of the quantity and quality of water in storage in the entire Hueco Bolson would be essential for the proper planning of future water supplies. A test-drilling program was started in 1953, jointly sponsored by the city of El Paso, the United States Army, the United States Air Force, and the Texas Board of Water Engineers. The drilling was supervised by the United States Geological Survey.

Although not confined to the arid regions of the Western United States, their occurrence there is more common, more spectacular, and, because of their effect on water supply, more important than it is in humid and subhumid regions. Most phreatophytes have low economic value, and consequently, the water they use and return to the atmosphere without substantial benefit to man is defined as consumptive waste.
Some phreatophytes are widespread throughout the entire West, and others, such as saltcedar, are confined to the river valleys of the Southwest. In all, they waste tremendous quantities of ground water each year. It is estimated that phreatophytes (excluding beneficial species such as alfalfa) cover about 16 million acres in the 17 Western States and discharge as much as 25 million acre-feet of water into the atmosphere annually. Although little has been done so far to prevent this waste, much of the water undoubtedly can be salvaged by converting consumptive waste to consumptive use. There are two basic methods: reducing of consumptive waste by diverting water from the plants to other uses, and increasing the efficiency of water use by substituting beneficial for nonbeneficial plant species. These methods, to be successful, require an understanding of the factors that affect the occurrence and amount of water used by phreatophytes: climate, depth to, and quality of ground water and soil.
More than seventy plant species have been classified as phreatophytes; this report lists information concerning them according to their scientific names. The available information about the phreatophytic characteristics of most of the species is meager, but for eight, pickleweed, rabbitbrush, saltgrass, alfalfa, cottonwood, willow, greasewood, and saltcedar, there are sufficient data to warrant separate discussions. The annual use of water by phreatophytes ranges from a few tenths of an acre-foot per acre to more than 7 acre-feet per acre.
In the Southwest, saltcedar, an exotic plant that develops a junglelike growth, has invaded and choked the normal overflow channels of streams, so as to produce a flood hazard that must be reckoned with. In addition, the ponding effect of the dense growth results in above-normal sediment deposition in the area of growth, and reduced deposition downstream, as was observed at the McMillan Reservoir on the Pecos River in New Mexico.
In the interest of conserving water to meet an ever-growing demand and to reduce flood hazards in the Southwest, more and more attention must be given to the phreatophyte problem

The 24-hour rainfall of 5.63 inches on October 9-10 and the 48-hour total rainfall of 6.72 inches were the greatest recorded at the Chicago Weather Bureau station in 69 and 84 years respectively. Unofficial measurements in the southern suburbs of the city indicate that nearly 11 inches of rain fell in 48 hours. \r\n\r\nThese intense rainfalls on the flat areas of the Little Calumet, Kankakee, and Chicago Rivers caused the streams to overflow their banks flooding heavily industrialized and densely populated parts of the city. Slow drainage of flood waters in large areas along these rivers resulted in a prolonged period of inundation. On the Kankakee River at Shelby, Ind., the crest of the flood occurred 17 days after the rain. \r\n\r\nThe flow of South Branch Chicago River has been diverted by locks into the Des Plaines River since 1900. The elevation at the mouth of the South Branch is held usually about 3 feet below lake level. During the flood the river rose about 3.4 feet above lake level. To relieve flooding, the lock gates were opened allowing the river to discharge into the lake for the first time in 54 years. \r\n\r\nNotable rates of discharge occurred in the Des Plaines River basin, where Long Run had a unit discharge of 152 cfs per square mile from a drainage area of 20.8 square miles, and Flag Creek had 80.2 cfs per square mile from a drainage area of 16. 2 square miles. \r\n\r\nFlood damages in Chicago and its suburbs have been estimated by the U. S. Weather \r\nBureau to be about $25 million. \r\n\r\nIncluded herein, for the Chicago area in Illinois and Indiana are general descriptions of the floods, an isohyetal map showing the amounts and areal distribution of the storm rainfall, detailed stage and discharge data at 49 gaging stations, peak discharges at 4 miscellaneous sites, and water-surface elevations at 1 lake site. The Nineties were thought gay. The Twenties had jazz and John Held, Jr. The Thirties had breadlines, dust bowls, the forgotten man. And each recent period has been studded with so many flashy gems, both paste and genuine, that no hallmark would alone be enough to label it.
Of the present age, one of the nameplates will carry the word \"Conservation.\" The first time a museum visitor walks by that label he will probably stop, push back the plexiglas globe of his space helmet and say to himself, \"I never thought that conservation was a keynote of the Fifties.\" But I imagine he might agree as the pathetic truth of that label dawned on his tired body, accustomed to canned entertainment, synthetic flavors, and fighting the afternoon traffic of the jet lanes. I can imagine him musing: \"Conservation, the hallmark of the Fifties. Somebody about that time said about something or other, 'too little and too late.'\"
