The woodland soils on local mesas largely formed under different vegetation during cooler, moister conditions of the late Pleistocene; in other words, they are over 10,000 years old, and many are over 100,000 years old (McFadden et al., 1996). Changes in climate and vegetation in the early Holocene (8,500– 6,000 years ago) led to at least localized episodes of soil erosion on adjoining uplands (Reneau and McDonald, 1996; Reneau et al., 1996). During this time, the dominant climatic and associated vegetation patterns of the modern southwestern United States developed, including grasslands, piñon-juniper woodlands, and ponderosa pine savannas (Allen et al., 1998). On the basis of local fire history, the young ages of most piñon-juniper trees here, and soils data, we believe that many upland mesa areas now occupied by dense piñon-juniper woodlands were formerly more open, with fewer trees and well-developed herbaceous understories that: (1) protected the soil from excessive erosion during intense summer thunderstorm events, and (2) provided a largely continuous fuel matrix, which allowed surface fires to spread and maintain these vegetation types (Fig. 1). The apparent migration path, as outlined by the distribution of whooping crane observations, is very similar to that delineated in earlier reports, following a relatively straight line north-northwest from Aransas National Wildlife Refuge (NWR) to central North Dakota then curving northwest along the Missouri Coteau to the North Dakota&ndash;Saskatchewan border. The distribution of spring and fall observations were relatively similar, except for the higher frequency of fall observations on Quivira NWR and Cheyenne Bottoms State Wildlife Area in Kansas, Salt Plains NWR in Oklahoma, and in Texas. Timing of spring and fall migrations also appears similar to that described earlier and shows no changes over the 57-year period of data collection. Feasibility studies in a 2.1-m donut-shaped tank determined the electrical parameters necessary to inhibit round goby from crossing the 1-m stretch of the benthic, electrical barrier. Increasing electrical pulse duration and voltage increased effectiveness of the barrier in deterring round goby movement through the barrier. Differences in activity of round goby during daytime and nocturnal tests did not change the effectiveness of the barrier. In field verification studies, an electrical barrier was placed between two blocking nets in the Shiawassee River, Michigan. The barrier consisted of a 6-m wide canvas on which were laid four cables carrying the electrical current. Seven experiments were conducted, wherein 25 latex paint-marked round goby were introduced upstream of the electrical barrier and recovered 24 h later upstream, on, and downstream of the barrier. During control studies, round goby moved across the barrier within 20 min from release upstream. With the barrier on and using the prescribed electrical settings shown to inhibit passage in the laboratory, the only marked round goby found below the barrier were dead. At reduced pulse durations, a few round goby (mean one/test) were found alive, but debilitated, below the barrier. However, binding constants for natural Hg-DOM complexes are not well known. We employed a competitive ligand approach to estimate conditional stability constants for Hg complexes with DOM isolates collected from Florida Everglades surface waters. The isolates examined were the hydrophobic fraction of DOM from a eutrophic, sulfidic site (F1-HPoA) and the hydrophilic fraction from an oligotrophic, low-sulfide site (2BS-HPiA). Our experimental determinations utilized overall octanol-water partitioning coefficients (D<sub>ow</sub>) for<span>&nbsp;</span><sup>203</sup>Hg at 0.01 M chloride and across pH and DOM concentration gradients. Use of this radioisotope allowed rapid determinations of Hg concentrations in both water and octanol phases without problems of matrix interference.</p><p id=\"simple-para0050\">Conditional stability constants (I = 0.06, 23°C) were log K′ = 11.8 for F1-HPoA and log K′ = 10.6 for 2BS-HPiA. These are similar to previously published stability constants for Hg binding to low-molecular-weight thiols. Further, F1-HPoA showed a pH-dependent decline in D<sub>ow</sub><span>&nbsp;</span>that was consistent with models of Hg complexation with thiol groups as the dominant Hg binding sites in DOM. These experiments demonstrate that the DOM isolates are stronger ligands for Hg than chloride ion or ethylenediamine-tetraacetic acid. In this paper I describe a comprehensive framework for management that includes multiple models and likelihood values to account for structural uncertainty, along with stochastic factors to account for environmental variation, random sampling, and partial controllability. Adaptive optimization is developed in terms of the optimal control of incompletely understood populations, with the expected value of perfect information measuring the potential for improving control through learning. The framework for optimal adaptive control is generalized by including partial observability and non-adaptive, sample-based updating of model likelihoods. Samples from Enoch Valley, in southeast Idaho, have major element oxide abundances of Al2O3, Fe2O3, K2O, and TiO2 that closely approach the composition of the world shale average. Factor analysis further identifies the partitioning of several trace elements-Ba, Ga, Li, Sc, and Th and, at other sites in southeast Idaho and western Wyoming, B, Co, Cs, Hf, Rb, and Ta-totally into this fraction. Trace elements that fail to show such correlations or factor loadings include Ag, As, Cd, Cr, Cu, Mo, Ni, Se, the rare earth elements (REE), U, V, and Zn. Their terrigenous contribution is determined from minimum values of trace elements versus the terrigenous fraction. These minima too define trace element concentrations in the terrigenous fraction that approximately equal their concentrations in the world shale average. The marine fraction of trace elements represents the difference between the bulk trace element content of a sample and the terrigenous contribution. Of the trace elements enriched above a terrigenous contribution, Ag, Cr, Cu, Mo, and Se show strong loadings on the factor with an organic matter loading and U and the REE on the factor with a strong apatite loading. Cd, Ni, V, and Zn do not show a strong correlation with any of the marine components but are, nonetheless, strongly enriched above a terrigenous contribution. Interelement relationships between the trace elements identify two seawater sources-planktonic debris and basinal bottom water. Relationships between Cd, Cu, Mo, Zn, and possibly Ni and Se suggest a solely biogenic source. Their accumulation rates, and that of PO3-4, further identify the level of primary productivity as having been moderate and the residence time of water in the basin at 4.5 yr. Extinction is still occurring, and recovery programs are urgently needed to prevent the disappearance of many other species. Programs to recover the endemic avifauna incorporate a variety of conceptual and practical approaches that are constrained by biological, financial, social, and legal factors. Avian recovery is difficult to implement in Hawai‘i because a variety of challenging biological factors limit bird populations. Hawaiian birds are threatened by alien predatory mammals, introduced mosquitoes that transmit diseases, alien invertebrate parasites and predators that reduce invertebrate food resources, and alien animals and plants that destroy and alter habitats. Life in the remote Hawaiian Archipelago has imposed other biological constraints to avian recovery, including limited geographical distributions and small population sizes. Recovery of the endemic avifauna is also challenging because resources are insufficient to mitigate the many complex, interacting factors that limit populations. Decisions must be made for allocating limited resources to species teetering on the brink of extinction and those in decline. If funds are spent primarily on saving the rarest species, more abundant species will decline and become more difficult to recover. However, critically rare species will disappear if efforts are directed mainly towards restoring species that are declining but not in immediate danger of becoming extinct. Determining priorities is difficult also because management is needed both to supplement bird populations and to restore habitats of many species. Rare species cannot respond quickly to management efforts intended only to improve habitat and reduce limiting factors. Recovery is slow, if it occurs at all, because years or decades are generally required for habitat rehabilitation and because small populations of birds initially increase slowly even when habitat conditions are favorable. Consequently, even as habitat conditions begin to improve, small populations may disappear unless they are supplemented directly. Hawaiian bird conservation is also affected by social and legal factors, including hunting alien game species, commercial land use practices, and lawsuits and policies concerning endangered species and critical habitat. Influenced by this mixture of conflicting and competing issues, Hawaiian bird recovery programs range from management of single species and some components of their habitats to limited forms of community or ecosystem management. Although the effectiveness of most programs is difficult to evaluate because of monitoring limitations, several programs exemplify species and community management. Programs primarily intended to recover single species include Hawaiian Goose or Nene (<i>Branta sandvicensis</i>), Hawaiian Crow or ‘Alala (<i>Corvus hawaiiensis</i>), and Palila (<i>Loxioides bailleui</i>). Programs attempting to manage entire communities of forest birds include Hakalau Forest National Wildlife Refuge and Hawai‘i Volcanoes National Park on Hawai‘i, and Waikamoi Preserve, Hanawi Natural Landcover classes followed the definition of the National Oceanic and Atmospheric Administration's Coastal Change Analysis Program; however, classification methods had to be developed as part of this study for attainment of these national classification standards. Classification method developments were especially important when classes were spectrally inseparable, when classes were part of spatial and spectral continuums, when the spatial resolution of the sensor included more than one landcover type, and when human activities caused abnormal transitions in the landscape. Most classification problems were overcome by using one or a combination of techniques, such as separating the MRB into subregions of commonality, applying masks to specific land mixtures, and highlighting class transitions between years that were highly unlikely. Overall, 1990, 1993, and 1996 classification accuracy percentages (associated kappa statistics) were 80% (0.79), 78% (0.76), and 86% (0.84), respectively. Most classification errors were associated with confusion between managed (cultivated land) and unmanaged grassland classes; scrub shrub, grasslands and forest classes; water, unconsolidated shore and bare land classes; and especially in 1993, between water and floating vegetation classes. Combining cultivated land and grassland classes and water and floating vegetation classes into single classes accuracies for 1990, 1993, and 1996 increased to 82%, 83%, and 90%, respectively. To improve the interpretation of landcover change, three indicators of landcover class stability were formulated. Location stability was defined as the percentage of a landcover class that remained as the same class in the same location at the beginning and the end of the monitoring period. Residence stability was defined as the percent change in each class within the entire MRB during the monitoring period. Turnover was defined as the addition of other landcover classes to the target landcover class during the defined monitoring period. These indicators allowed quick assessment of the dynamic nature of landcover classes, both in reference to a spatial location and to retaining their presence throughout the MRB. Examining the landcover changes between 1990 to 1993 and 1993 to 1996, led us to five principal findings: (1) Landcover turnover is maintaining a near stable logging cycle, although the locations of grassland, scrub shrub, and forest areas involved in the cycle appeared to change.
