This report summarizes major findings about water quality in south-central Texas that emerged from an assessment conducted between 1996 and 1998 by the U.S. Geological Survey (USGS) National Water-Quality Assessment (NAWQA) Program. Water quality is discussed in terms of local and regional issues and compared to conditions found in all 36 NAWQA study areas, called Study Units, assessed to date. Findings also are explained in the context of selected national benchmarks, such as those for drinking-water quality and the protection of aquatic organisms. The NAWQA Program was not intended to assess the quality of the Nation’s drinking water, such as by monitoring water from household taps. Rather, the assessments focus on the quality of the resource itself, thereby complementing many ongoing Federal, State, and local drinking-water monitoring programs. The comparisons made in this report to drinking-water standards and guidelines are only in the context of the available untreated resource. Finally, this report includes information about the status of aquatic communities and the condition of instream habitats as elements of a complete water-quality assessment. Many topics covered in this report reflect the concerns of officials of State and Federal agencies, water-resource managers, and members of stakeholder groups who provided advice and input during the assessment. Residents who wish to know more about water quality in the areas where they live will find this report informative as well.

The U.S. Geological Survey (USGS) and the N.J. Department of Environmental Protection (NJDEP), and many other agencies and organizations are striving to educate the public about New Jersey’s water resources. In 1996, the NJDEP began implementing a “watershed management approach” to maintain the physical, chemical, and biological integrity of New Jersey’s waters. This approach concentrates on managing individual watershed areas by (1) defining the physical geographic boundaries of the watersheds, (2) basing water policy on sound scientific principles, and (3) developing partnerships with the public--the people most affected by watershed-management policies.

New Jersey can be divided into five water regions as defined by the NJDEP: the Northeast, Raritan, Northwest, Lower Delaware, and Atlantic Coastal water regions (fig. 1). Each water region has been divided into three to five “watershed-management areas,” each of which encompasses a particular group of major rivers (fig. 2a-e). Each watershed management area consists of many smaller watersheds.

Hydrologic data collected by Federal and State government agencies are invaluable as resources to policymakers who make decisions that affect the use of water in a particular watershed. The purpose of this report is to educate water-resource managers, policymakers, government officials, and the public about hydrologic concepts and the water-resource data needed to make informed decisions about water-management issues. (“Hydrologic” means relating to the occurrence, distribution, movement, and chemistry of all waters of the Earth (Fetter, 1980)). The first part of the report describes basic hydrologic concepts and includes explanations of the hydrologic cycle, the water budget, the surfacewater and ground-water flow systems, water-quality concepts and standards, and water use. The second part of the report summarizes the types of waterresource data that are available from Federal and State government agencies. Instructions on how to obtain the data and contact the appropriate Federal and State agencies, as well as suggestions for additional reading, also are included.

The monitoring program for elk effects on Tomales Point vegetation is designed to provide information on how tule elk grazing affects plant communities and rare species. The basic objective of the program is to show whether the elk are driving the vegetation into an unacceptable state by their grazing. The expectation is that as elk numbers increase, grazing pressure will increase too, resulting in unacceptable levels of any or all of the following: low vegetation ground cover, poor nutritional quality for the elk, undesirable increases in weedy species, unacceptable loss of native plant biodiversity, population declines in rare plants, population declines in plants used for food and nectar by the endangered silverspot butterfly, and increased erosion.

The monitoring program has 3 basic components designed to provide complementary information on different aspects of the elk-vegetation system. Long-term plant community monitoring along permanent transects will show how plant species composition and cover are changing since cattle removal in 1979, and it will show whether any of he undesirable traits listed above are developing in the vegetation. However, monitoring these transects alone will not tell us what the effects of continued grazing by elk are apart from changes the vegetation would be undergoing anyway. In order to tease apart the elk effects from change that is happening because of cattle removal, elk exclosures are needed. By sampling inside and outside exclosures, we will be able to see how elk are modifying the rates and directions of change in the vegetation that would be happening in their absence. In a sense, the exclosures serve as a “check” on elk effects. They will allow us to interpret how much of the change is due to elk and how much can be attributed to other processes such as natural succession or weather patterns. This information will allow us to analyze whether changing elk management will have a desirable effect on the vegetation. Finally, periodic mapping and counting of plants in rare plant populations will show whether plant population ranges are expanding and populations are stable or growing. If not, then management actions can be taken to improve habitat conditions for the plants.

A general summary of the rationale and sample design for each of the 3 components of the elk-effects monitoring program follows. Field sampling for the entire program should require about 15 weeks for a 2 to 3- person team, and data processing, analysis, and report writing should require about 9 weeks. Time and labor estimates for this program are given in Table A-1. In addition to elk-effects monitoring, Point Reyes staff periodically monitor fire transects and residual dry matter plots on Tomales Point. They are not included as part of the elk-effects monitoring program and they are described elsewhere. Protocols for fire and residual dry matter sampling are not included in the time estimate for the elk- effects monitoring program.

Twenty-four sampling sites were selected for sampling of fish tissue and bed sediment during 1998. Organic compounds analyzed included organochlorine insecticides and their metabolites and total polychlorinated biphenyls (PCBs) from fish-tissue and bed-sediment samples, and semivolatile organic compounds from bed-sediment samples. A broad suite of trace elements was analyzed from both fish-tissue and bed-sediment samples, and a special study related to mercury also was conducted. Of the 12 organochlorine insecticides and metabolites detected in the fish-tissue samples, the most compounds per site were detected in samples from integrator sites which represent a mixture of land uses. The presence of DDT, and its metabolites DDD and DDE, in fish collected in the Yellowstone Park area likely reflects long-term residual effects from historical DDT-spraying programs for spruce budworm. Dieldrin, chlordane, and other organic compounds also were detected in the fish-tissue samples. The compound p, p'-DDE was detected at 71 percent of the sampling sites, more than any other compound. The concentrations of total DDT in fish samples were low, however, compared to concentrations from historical data from the study area, other NAWQA studies in the Rocky Mountains, and national baseline concentrations. Only 2 of the 27 organochlorine insecticides and metabolites and total PCBs analyzed in bed sediment were detected. Given that 12 of the compounds were detected in fish-tissue samples, fish appeared to be more sensitive indicators of contamination than bed sediment.Concentrations of some trace elements in fish and bed sediment were higher at sites in mineralized areas than at other sites. Concentrations of selenium in fish tissue from some sites were above background levels. Concentrations of arsenic, chromium, copper, and lead in some of the bed-sediment samples potentially exceeded criteria for the protection of aquatic life. S. Environmental Protection Agency and the State of Missouri, through the Missouri Department of Natural Resources, Public Drinking Water Program. Approximately 95 percent of the public-water supplies in Missouri use ground water as their source of drinking water through more than 3,700 public wells. Karst terrain, intensive agricultural operations, extensive numbers of on-site sewage systems, and poor well construction can lead to chemical and microbiological contamination of the contributing aquifers. Sitespecific studies and routine regulatory monitoring have produced information on the overall quality and potability of the State's public-drinking-water supplies, but little is known about the presence of viruses.\r\n\r\nThe U.S. Geological Survey, in cooperation with the Missouri Department of Natural Resources, sampled 109 public-water supplies to characterize the physical, chemical, bacterial, and viral conditions in southern Missouri. During April to July 1998, these wells were sampled for nutrients, total organic carbon, optical brighteners, indicator bacteria, enteric viruses, and ribonucleic acid and somatic coli phages. These constituents indicate possible surface contamination of the sampled aquifer. Selection of the wells to be sampled depended on the age of the well (pre-1970), land use, geohydrology, and well construction.\r\n\r\nNone of the physical or chemical constituents measured or analyzed exceeded Missouri's Drinking Water Standards set by the Public Drinking Water Program of the Missouri Department of Natural Resources. The majority of ammonia plus organic nitrogen, nitrite, and phosphorus concentrations were below the laboratory's minimum reporting levels. There were a greater number of detects above the minimum reporting level with respect to the nitrite plus nitrate, ammonia, orthophosphate, and total organic carbon concentrations. Analyses included comparing and contrasting the data by grouping according to well age and construction, karst type, geohydrology, soil type, and land use. There was little variation in well construction between selected wells. The results indicated several groupings of similar and dissimilar concentrations, most expected because of hydrological, physical, or land use differences. Dissolved oxygen values indicated distinct variation in the different groupings. There were significant differences in dissolved oxygen values between the secondary and non-karst areas, the Ozark confined and Ozark unconfined geohydrologic groups, and between agricultural and other land uses. In groupings by soil and geohydrology, the Missouri bootheel region differed with respect to ammonia, total organic carbon, and phosphorus when compared with the other groups.\r\n\r\nLess than 10 percent of the wells sampled tested positive for bacterial contamination. E. coli was the most frequently detected bacterium. The public wells at Monett and West Plains, Missouri, had plates with colonies too numerous to count for all three indicator bacteria. Further analyses by rRNA (ribosomal RiboNucleic Acid) hybridization techniques detennined that much of the bacteria present were from ruminant and human sources. No enteric viruses were detected in the 109 samples. Both ribonucleic acid and somatic coliphage were detected at two wells. Water budgets were developed for the 14 hydrographic areas in the middle Humboldt River Basin of north-central Nevada. The water budgets include estimates of average annual precipitation, runoff, water yield, ground-water recharge and subsurface flow, and evapotranspiration (ET) determined from recently developed or revised methods. Ground-water pumping is not included in the budget estimates. The estimated budgets represent average annual volumes over a 30-year reference period ( 1961-90) and are compared to water budgets developed more than 30 years ago. Annual inflow to the middle Humboldt River basin is about 5 million acre-feet. An estimated 4.6 million is from precipitation in the 14 hydrographic areas and about 350,000 acre-feet is inflow from the Humboldt River. Annual outflow is about 5.1 million acre-feet, of which ET accounts for 4.8 million acre-feet, and outflow of the Humboldt River is about 300,000 acre-feet. Average annual precipitation in the hydrographic areas for 1961-90 ranged from 105 to 128 percent of that for the 1912-63 period. The annual volume ofET in the 14 areas was 102 to almost 134 percent of that previously estimated, although the percentage of annual precipitation lost to ET is similar. About 15 percent of the annual precipitation in mountain-block areas becomes water yield (either ground water or runoff) as compared to previous estimates of 11 percent. On the basis of mass-balance calculations, ground-water recharge on average is about 145 percent of previous estimates.

Specifically, it contains: (1) discharge records for 125 streamflow-gaging stations, for 41 partial-record or miscellaneous streamflow stations; (2) stage and content records for 14 lakes and reservoirs and stage or elevation at 36 stations; (3) water-quality records for 25 streamflow-gaging stations, 2 lake stations, for 33 ungaged streamsites, and for 1 precipitation station; (4) water temperature and specific conductance at 14 surface-water stations; (5) dissolved oxygen at 9 stations; (6) sediment data at 38 stations; (7) chemical analyses of bed material at 25 stations; (8) water-level records at 3 recording observation wells; and (9) water-quality records for 56 ground-water stations. Also included are lists of active and discontinued continuous-record surface-water discharge stations, continuous-record surface-water stage stations, continuous-record surface-water-quality stations, and partial-record and miscellaneous surface-water-quality stations. These data represent that part of the National Water Data System operated by the U.S. Geological Survey and cooperating Federal, State, and local agencies in Alabama.

Material for analysis included review of historical descriptions dating from the late 1700's, older museum collections in Europe and North America, wings collected from hunters in North America and Great Britain, birds banded in Canada and the United States, and a flock of propagated hybrids. All first filial generation (F1) American Black Duck - Mallard hybrids were identified correctly with the key. A lower proportion of other hybrid cohorts (i.e., backcrosses of F1 to parental forms (P1), and second and third filial generations (F2, F3, etc.) were identified. We successfully identified a larger portion of male than female hybrids for all hybrid progeny cohorts examined except F1. The new key identified 2.37 times more hybrids in the 1977 U.S. Fish and Wildlife Service Parts Collection Survey (annual determination of the species, age, and sex composition of the waterfowl harvest using detached wings contributed by hunters) than were identified by standard techniques. The proportion of American Black Duck - Mallard hybrids to the American Black Duck parental population (the ratio: hybrids/[hybrids + American Black Ducks]) may therefore be closer to 0.132 than 0.056, the historically reported value. The hybrid key is suggested for use from North Carolina north in the Atlantic Flyway and Arkansas and Tennessee north in the Mississippi Flyway (areas where other members of the Mallard group will not confound assessment). and Rhode Island Water Year 1999","docAbstract":"INTRODUCTION\r\n\r\nThe Water Resources Division of the U.S. Geological Survey, in cooperation with State agencies, obtains a large amount of data pertaining to the water resources of Massachusetts and Rhode Island each water year. These data, accumulated during many water years, constitute a valuable data base for developing an improved understanding of the water resources of the States. To make these data readily available to interested parties outside the Geological Survey, the data are published annually in this report series entitled 'Water Resources Data-Massachusetts and Rhode Island.'\r\n\r\nHydrologic data are also available through the Massachusetts-Rhode Island District Home Page on the world-wide web (http://ma.water.usgs.gov). Historical data and real-time data (for sites equipped with satellite gage-height telemeter) are also available. The home page also contains a link to the U.S. Geological Survey National Home Page where streamflow data from locations throughout the United States can be retrieved.\r\n\r\nThis report series includes records of stage, discharge, and water quality of streams; contents of lakes and reservoirs; water levels of ground-water wells; and water quality of ground-water wells. This volume contains discharge records at 90 gaging stations; stage records at 2 gaging stations; monthend contents of 4 lakes and reservoirs; water quality at 31 gaging stations; water quality at 27 observation wells; and water levels for 139 observation wells. Locations of these sites are shown in figures 1 and 2. Short-term water-quality data were collected at 21 gaging stations and 27 observation wells and are shown in figure 3. Miscellaneous hydrologic data were collected at various sites that were not involved in the systematic data-collection program and are published as miscellaneous discharge measurements. The data in this report represent that part of the National Water Data System operated by the U.S. Geological Survey and cooperating State and Federal agencies in Massachusetts and Rhode Island.\r\n\r\nThis series of annual reports for Massachusetts and Rhode Island began with the 1961 water year with a report that contained only data relating to the quantities of surface water. For the 1964 water year, a similar report was introduced that contained only data relating to water quality. Beginning with the 1975 water year, the report format was changed to present, in one volume, data on quantities of surface water, quality of surface and ground water, and ground-water levels.\r\n\r\nPrior to introduction of this series and for several water years concurrent with it, water-resources data for Massachusetts and Rhode Island were published in U.S. Geological Survey Water-Supply Papers. Data on stream discharge and stage and on lake or reservoir contents and stage, through September 1960, were published annually under the title 'Surface-Water Supply of the United States, Parts 1A and 1B.' For the 1961 through 1970 water years, the data were published in two 5-year reports. Data on chemical quality, temperature, and suspended sediment for the 1941 through 1970 water years were published annually under the title 'Quality of Surface Waters of the United States,' and water levels for the 1939 through 1974 water years were published under the title 'Ground-Water Levels in the United States.' The above mentioned Water-Supply Papers may be consulted in the libraries of the principal cities of the United States and may be purchased from U.S. Geological Survey, Information Services, Box 25286, Denver Federal Center, Box 25425, Denver, CO 80225-0286.\r\n\r\nPublications similar to this report are published annually by the Geological Survey for all States. These official Survey reports have an identification number consisting of the two-letter State abbreviation, the last two digits of the water year, and the volume number. For example, this volume is identified as 'U.S. Geological Survey Water-Data Report MARI-98-1.' In this study, the U.S. Geological\r\nSurvey (USGS) evaluated pier-scour measurement\r\nmethods and predictions at many of these\r\nsites. This evaluation included measurement of\r\npier-scour depths at 20 bridge sites using Ground-\r\nPenetrating Radar (GPR) surveys. Pier scour was\r\nalso measured during floods by teams at 5 of\r\nthese 20 sites. At 4 of the 20 sites, fixed instruments\r\nwere installed to monitor scour.\r\nAt only one bridge site investigated by a\r\nteam was any pier scour measurable during a\r\nflood event. A scour depth of 0.7 foot (0.21 m)\r\nwas measured at a pier in the channel at the State\r\nRoute 18 bridge over the Connecticut River in\r\nLittleton. Measurements made using GPR and\r\n(or) fixed instruments indicated pier scour for six\r\nsites. The GPR surveys indicated scour along the\r\nside of a pier and further upstream from the nose\r\nof a pier that was not detected by flood-team\r\nmeasurements at two sites.\r\nMost pier-scour equations selected for this\r\nexamination were reviewed and published in\r\nprevious scour investigations. Graphical comparison\r\nof residual pier-scour depths indicate that the\r\nShen equation yielded pier-scour depth predictions\r\nclosest to those measured, without underestimating.\r\nMeasured depths of scour, however,\r\nwere zero feet for 14 of the 20 sites. For the\r\nBlench-Inglis II equation and the Simplified\r\nChinese equation, most differences between\r\nmeasured and predicted scour depths were within\r\n5 feet. These two equations underpredicted scour\r\nfor one of six sites with measurable scour.
