One objective of the national assessment is to comparatively evaluate water-quality conditions within and among the different study units. Methods were developed to compare the water-quality conditions of 20 study units that were studied during 1992-1995. Two approaches were taken: (1) water-quality conditions for each study unit were ranked in relation to the findings for all study units, and (2) water-quality conditions for each study unit were compared to established criteria for the protection of human health and aquatic life.\r\n\r\nSeparate rankings were developed for several major characteristics of water quality by using selected combinations of measured values for individual constituents or properties. The water-quality characteristics that were evaluated for streams were nutrients and pesticides in water, organochlorine pesticides and polychlorinated biphenyls in bed sediment and tissue, semivolatile organic compounds and trace elements in bed sediment, fish community degradation, and stream habitat degradation. The water-quality characteristics that were evaluated for ground water were nitrate, pesticides, volatile organic compounds, dissolved solids, and radon. The water-quality rankings are relative strictly to the distribution of conditions measured at sampling sites included in developing the method. Sites in the first 20 National Water-Quality Assessment study units include a broad range of environmental settings, but are not a statistically representative sample of the Nation. > To supplement the relative rankings, established water-quality criteria were used to indicate where particular constituents may have adverse effects, and thus merit further investigation. The distal ends of two alluvial fans on the Mojave Creek floodplain near the Main Base Landfill have not been eroded substantially since sediment supply was cut off by a railroad grade completed in 1884. Previous estimates of flood discharges were 4,000 cubic feet per second and larger in this reach; the estimates were calculated by regression equations derived from regional characteristics. However, a 100-year rainfall in 1983 failed to produce erosion in Mojave Creek commensurate with discharges of greater than about 100 cubic feet per second. To test the potential for the creek to overflow and reach the disposal site, a hypothetical discharge was used to determine the depth of flooding at local cross sections. Water samples were collected from four multiple-depth well sites, from different depths within three production wells, and from two nearby streams; these samples were analyzed for major ions, selected trace elements, stable isotopes of oxygen and hydrogen (delta oxygen-18 and delta deuterium), tritium, and carbon-14. Within the production wells, variations in vertical flowrate with depth were recorded during pumped conditions using a standard spinner tool. Where saturated, the upper 200 feet of unconsolidated deposits contributed as much as 60 percent of the well discharge; deposits at depths greater than 700 feet contributed less than 10 percent. Chemical analyses indicate that three general zones of ground-water quality are present along a north-south section--an oxygenated zone near the base of the San Bernardino Mountains, an oxygen-depleted zone near the San Jacinto Fault, and a deeper zone characterized by concentrations of fluoride greater than 1 mg/L and by a general water-quality composition similar to that of base flow in East Twin Creek. The presence of tritium in water from wells along the section indicates that post-1952 recharge has moved rapidly through the valley-fill aquifer to depths as great as 800 feet. Carbon-14 data indicate that the maximum age of ground water, sampled at depths ranging from 600 to 1,000 feet, is less than 5,000 years before present. Ground water along the study section is much younger than ground water from similar depths in other nearby basins. Delta oxygen-18 and delta deuterium data indicate that as much as 25 percent of the discharge from some wells near the base of the San Bernardino Mountains is water that was imported from northern California. Several governmental agencies in central Florida currently use the land-based application of reclaimed water (wastewater that has been treated beyond secondary treatment) as a management alternative to surface-water disposal of wastewater. Water Conserv II, a water reuse project developed jointly by Orange County and the City of Orlando, began operation in December 1986. In 1995, the Water Conserv II facility distributed approximately 28 Mgal/d of reclaimed water for discharge to rapid-infiltration basins (RIBs) and for use as agricultural irrigation. The Reedy Creek Improvement District (RCID) began operation of RIBs in September 1990, and in 1995 these RIBs received approximately 6.7 Mgal/d of reclaimed water. Analyses of existing data and data collected during the course of this study were combined with ground-water flow modeling and particle-tracking analyses to develop a process-oriented evaluation of the regional effects of reclaimed water applied by Water Conserv II and the RCID RIBs on the hydrology of west Orange and southeast Lake Counties. The ground-water flow system beneath the study area is a multi-aquifer system that consists of a thick sequence of highly permeable carbonate rocks overlain by unconsolidated sediments. The hydrogeologic units are the unconfined surficial aquifer system, the intermediate confining unit, and the confined Floridan aquifer system, which consists of two major permeable zones, the Upper and Lower Floridan aquifers, separated by the less permeable middle semiconfining unit. Flow in the surficial aquifer system is dominated regionally by diffuse downward leakage to the Floridan aquifer system and is affected locally by lateral flow systems produced by streams, lakes, and spatial variations in recharge. Ground water generally flows laterally through the Upper Floridan aquifer aquifer to the north and east. Many of the lakes in the study area are landlocked because the mantled karst environment precludes a well developed network of surface-water drainage. The USGS three-dimensional ground-water flow model MODFLOW was used to simulate ground-water flow in the surficial and Floridan aquifer systems. A steady-state calibration to average 1995 conditions was performed by using a parameter estimation program to vary values of surficial aquifer system hydraulic conductivity, intermediate confining unit leakance, and Upper Floridan aquifer transmissivity. The calibrated model generally produced simulated water levels in close agreement with measured water levels and was used to simulate the hydrologic effects of reclaimed-water application under current (1995) and proposed future conditions. In 1995, increases of up to about 40 ft in the water table and less than 5 ft in the Upper Floridan aquifer potentiometric surface had occurred as a result of reclaimed-water application. The largest increases were under RIB sites. An average traveltime of 10 years at Water Conserv II and 7 years at the RCID RIBs was required for reclaimed water to move from the water table to the top of the Upper Floridan aquifer. Approximately 67 percent of the reclaimed water applied at the RCID RIB site recharged the Floridan aquifer system, whereas 33 percent discharged from the surficial aquifer system to surface-water features; 99 percent of the reclaimed water applied at Water Conserv II recharged the Floridan aquifer system, whereas only 1 percent discharged from the surficial aquifer system to surface-water features. The majority of reclaimed water applied at both facilities probably will ultimately discharge from the Floridan aquifer system outside the model boundaries. Historical and recent information from Federal, State, and local agencies describing the physiography, population, land use, soils, climate, geology, streamflow, habitat, ground water, water use, and aquatic biology is summarized to describe the environmental setting of the LIRB. The LIRB is in the Till Plains Section of the Central Lowland physiographic province. The basin is characterized by flat topography, which is dissected by the Illinois River. The drainage pattern of the LIRB has been shaped by many bedrock and glacial geologic processes. Erosion prior to and during Pleistocene time created wide and deep bedrock valleys. The thickest deposits and most major aquifers are in buried bedrock valleys. The Wisconsinan glaciation, which bisects the northern half of the LIRB, affects the distribution and characteristics of glacial deposits in the basin.\r\nAgriculture is the largest land use and forested land is the second largest land use in the LIRB. The major urban areas are near Peoria, Springfield, Decatur, and Bloomington-Normal. Soil type and distribution affect the amount of soil erosion, which results in sedimentation of lakes and reservoirs in the basin. Rates of soil erosion of up to 2 percent per year of farmland soil have been measured. Many of the 300 reservoirs, lakes, and wetlands are disappearing because of sedimentation resulting from agriculture activities, levee building, and urbanization. Sedimentation and the destruction of habitat appreciably affect the ecosystem. The Illinois River is a large river-floodplain ecosystem where biological productivity is enhanced by annual flood pulses that advance and retreat over the flood plain and temporarily expand backwater and flood-plain lakes.\r\n\r\nGround-water discharge to streams affects the flow and water quality of the streams. The water budget of several subbasins show variability in ground-water contribution from runoff and storage. More than half of the drinking water, including domestic and public-supply use, in the LIRB is from ground water. Fifty-two percent of the public-supply water is from surface water. Ground-water withdrawals mostly are from glacial sand and gravel aquifers. Structural features, such as monoclines, synclines, and anticlines, in the buried bedrock affect the water quality of the aquifers.\r\n\r\nThere are five natural environmental divisions in the LIRB. The Grand Prairie covers most of the northeastern half of the basin, and the Western Forest-Prairie covers most of the southwestern half. Implications of environmental setting for water quality in the LIRB are related primarily to land use. The balanced fish community indicates that the lower Illinois River is affected less from urban and industrial waste than the upper Illinois River. A decrease in dissolved oxygen concentrations and turbidity in the lower reaches of the basin in 1993 have resulted from the recent influx of European zebra mussels to the LIRB. Many factors affect water quality in the LIRB. Variable-density, three-dimensional computer simulations of the near-surface part of the ground-water system were done to quantify both the transport of salt dissolved in subsurface brine that leaves the salt-crust area and the salt dissolved and precipitated on the land surface. The study was designed to define the hydrology of the brine ground-water system and the natural and anthropogenic processes causing salt loss, and where feasible, to quantify these processes. Specific areas of study include the transport of salt in solution by ground-water flow and the transport of salt in solution by wind-driven ponds and the subsequent salt precipitation on the surface of the playa upon evaporation or seepage into the subsurface. Within a distance of as little as 1 km from the nearest station, one knows little more than what can be obtained from an attenuation relation, given only distance from the fault rupture and the geology of the site. For example, if some station measures 0.5 g peak ground acceleration (PGA), then at a distance of 1 km from that site, under otherwise identical conditions, the shaking has one chance in three of being under 0.36 g or over 0.70 g, based on the curve shown in Figures la, c. Similarly, pseudovelocity (PSV) response spectra have a 5% chance of differing by 2? at 1 km distance (Figure 1 b). This variance can be the difference between moderate and severe damage. \r\n\r\nHence, there are critical needs, both in emergency response and in mitigation (prediction of shaking strength, building codes, structural engineering), to sample ground shaking densely enough to identify individual neighborhoods suffering localized, strong shaking. These needs imply a spatially dense network of strong-motion seismographs, probably numbering thousands of sites in an urban region the size of the San Francisco Bay Area, California (Figure 1 c). It has not been economically feasible to field that many instruments, since existing ones cost many thousands of dollars apiece. For example, there are currently just a few dozen digital free-field instruments in the Bay Area. This paper is one step toward a solution to this conundrum. One-hundred-four VOCs were initially tested.\r\nOf these, 86 are suitable for determination by this method. Selected data are provided for\r\nthe 18 VOCs that were not included. This method also allows for the reporting of\r\nsemiquantitative results for tentatively identified VOCs not included in the list of method\r\ncompounds. Method detection limits, method performance data, preservation study\r\nresults, and blank results are presented.\r\nThe authors describe a procedure for reporting low-concentration detections at\r\nless than the reporting limit. The nondetection value (NDV) is introduced as a statistically\r\ndefined reporting limit designed to limit false positives and false negatives to less than 1\r\npercent. Nondetections of method compounds are reported as ?less than NDV.? Positive\r\ndetections measured at less than NDV are reported as estimated concentrations to alert the\r\ndata user to decreased confidence in accurate quantitation. Instructions are provided for\r\nanalysts to report data at less than the reporting limits. This method can support the use of\r\neither method reporting limits that censor detections at lower concentrations or the use of\r\nNDVs as reporting limits. The data-reporting strategy for providing analytical results at\r\nless than the reporting limit is a result of the increased need to identify the presence or\r\nabsence of environmental contaminants in water samples at increasingly lower\r\nconcentrations.\r\nLong-term method detection limits (LTMDLs) for 86 selected compounds range\r\nfrom 0.013 to 2.452 micrograms per liter (?g/L) and differ from standard method\r\ndetection limits (MDLs) in that the LTMDLs include the long-term variance of multiple\r\ninstruments, multiple operators, and multiple calibrations over a longer time. For these\r\nreasons, LTMDLs are expected to be slightly higher than standard MDLs. Recoveries for\r\nall of the VOCs tested ranged from 36 (tert-butyl formate) to 155 percent\r\n(pentachlorobenzene). The majority of the compounds ranged from 85 to 115 percent\r\nrecovery and had less than 5 percent relative standard deviation for concentrations spiked\r\nbetween 1 to 500 ?g/L in volatile blank-, surface-, and ground-water samples. Recoveries of 60 set spikes at low concentrations ranged from 70 to 114 percent (1,2,3-\r\ntrimethylbenzene and acetone). Recovery data were collected over 6 months with\r\nmultiple instruments, operators, and calibrations.\r\nIn this method, volatile organic compounds are extracted from a water sample by\r\nactively purging with helium. The VOCs are collected onto a sorbent trap, thermally\r\ndesorbed, separated by a Megabore gas chromatographic capillary column, and finally\r\ndetermined by a full-scan quadrupole mass spectrometer. Compound identification is\r\nconfirmed by the gas chromatographic retention time and by the resultant mass spectrum,\r\ntypically identified by three unique ions.
