Because of this dynamic nature, special consideration must be made in planning for development, and. caution must be exercised in site selection for facilities to be emplaced in the coastal zone. All types of coastal processes from continuously active normal processes to the low frequency-high intensity rare event must be considered. Site-specific evaluation-s considering the broad range of possible processes must precede initiation of development. \r\n\r\nAn example of the relation between coastal processes and a proposed resource treatment facility is presented for Icy Bay, Alaska. Icy Bay is the only sheltered bay near many of the offshore tracts leased for petroleum exploration in the 1976 northern Gulf of Alaska OCS (Outer Continental Shelf) lease sale. Consequently, it has been selected as a primary onshore staging site for the support of offshore exploration and development. The environment of Icy Bay has many potentially hazardous features, including a submarine moraine at the bay mouth and actively calving glaciers at the bay's head which produce many icebergs. But most significant from the point of view of locating onshore facilities and pipeline corridors are the high rates of shoreline erosion and sediment deposition. These included overflights in June 1975, June 1976, July 1976, January 1977, May 1977, and July 1977 when photographic observations were made from small fixed-wing aircraft and field observations in June 1975, July 1976, January 1977, and July 1977. Field observations consisted of measuring beach morphology, sediment distribution, and vegetation type, and characterization of beach dynamics between Fairweather Glacier and La Perouse Glacier.</p><p>Ninety sediment samples were collected and analyzed for grain size in the Menlo Park USGS sediment laboratory. Beach morphology at selected sites was determined by profiling from the limit of storm deposited debris (mostly wood) to the surf zone. In 1976, 30 profiles were made, ten of which were revisited in 1977. More than half the coal reserves of the United States occur west of the Mississippi River; therefore, the program concentrates mostly on coal-producing regions in the Western interior. Additional studies involve the oil-shale region in Colorado, Wyoming, and Utah, and coal-related work in Alaska and Appalachia. The work is done both by USGS personnel and under USGS grants and contracts through the Energy Lands Program to universities, State Geological Surveys, and private individuals. Maps and reports characterizing many aspects of environmental earth science are being prepared for areas of Alaska, Montana, North Dakota, Wyoming, Utah, Colorado, New Mexico, Arizona, Oklahoma, Kansas, and Texas. Types of studies underway include bedrock, surficial, and interpretive geology; engineering geology, geochemistry of surface materials and plants; climatic conditions as they influence rehabilitation potential of mined lands; and feasibility of surface vs. underground mining. Detailed geologic mapping indicates that galena, sphalerite and pyrite occur sporadically in a zone at least 1,830 m. long and 6-30 m. wide. The sulfides occur in tuff, or in dark chert and dark shale adjacent to tuff in the upper part of the Lisburne Group of Mississippian age. The sulfides, together with the tuff, dark shale, and dark chert host, rocks probably are part of a stratiform, massive sulfide deposit that may have formed from volcanic exhalations. The stratiform occurrence of the sulfides is limited to a single thrust plate which is a part of a widespread tectonic breccia. The deposit may represent a fragment of a much more extensive stratiform deposit that was severely disrupted and dismembered by isoclinal folding, faulting and shearing. Other areas along the northern front of the Brooks Range particularly those associated with iron staining and the assemblage of dark chert, dark shale and tuff of the Lisburne Group should be examined for concentrations of galena and sphalerite. These shoals have been referred to in several previous studies. Based on seismic reflection records, Reimnitz et al., (1972a), stated that the shoals are constructional features younger than the post-Wisconsin transgression. Large chunks of grounded ice have frequently been seen on the linear shoals of the inner shelf. These ice chunks form barriers parallel to the shore (Reimnitz, et al. 1972b). Reimnitz and Barnes (1974) considered the lack of gravel concentrations on the shoals to be evidence that the stream of pack ice drifting past northern Alaska carries very little gravel today. Lewellen (1977) referred to the linear shoals as submerged barrier islands, while Reimnitz, et al., (1977b) pointed out that, although similar in shape to barrier islands, the linear shoals are very different in composition and do not appear to represent drowned harrier islands. They show that the shoals localize the formation of major shear and pressure events in the ice, which in turn cause the formation of linear belts of deformed and grounded ice. Today the shoals appear to be migrating under the influence of ice-bottom interaction, and indeed may have formed in response to ice-bottom interaction within the \"stamukhi zone\". The shoals migrate rather slowly and retain their shapes over periods of 25 years, yet control the location and stabilize the outer edge of the floating fast ice zone, and provide shelter for the inner shelf and coast. Reimnitz et al. It occurs at the contact between a Cretaceous or early Tertiary quartz monzonite stock and Paleozoic limestone and dolomite. The ore is a magnetite-clinohumite-hematite rock that contains up to 60 volume percent magnetite and 76 weight percent total iron expressed as FeO. Computer modelling of data derived from a ground-level magnetometer survey yielded an estimate of the shape and volume of the deposit. These sea bed micro-features are regionally widespread but are not uniformly distributed. Furthermore, the microrelief, texture, and lithologic structure of sea bed sediments have been significantly modified by the disruptive processes associated with ice gouge formation. \r\n\r\nAn analysis of some 10,.200 individual gouges shows that the density of ice gouges increases with increasing latitude, increasing slope gradients, and decreasing water depth. Across the northern half of the shelf few trackline segments are free of ice gouges; in the southern portion numerous segments contain no ice gouges. However, ice gouges extend at least as far south as Cape Prince of Wales Shoal. Densities of over 200 gouges per km of trackline are not uncommon in water depths less than 30 m ,but no values higher than 50 km are encountered in water deeper than 50 m. No ice gouges have been observed in water depths exceeding 58 m. Saturation ice gouge densities (greater than 300/Pan) occur along the eastern side 6f Barrow Sea Valley and the northeast flank of Hanna Shoal. \r\n\r\nMaximum gouge incision depths per km of trackline are greatest in water 36 to 50 m deep . A maximum incision depth of 4.5 m occurs in the 35-40 m water depth interval. Individual ice gouge events wider than 100 m, most produced by multi-keeled ice fragments, are found between 31 and 45 m depths. The dominant azimuth of gouge furrows shows no preferred orientation on the Chukchi Sea shelf; only locally does bathmetric control of the trend of gouges appear. \r\n\r\nThe occurrence of current-produced bedforms within individual ice gouges suggests an interaction between slow-moving grounded or gouging ice keels and swift currents. Field-study methods were of a reconnaissance nature, and thus, interpretations in the report are tentative. Landscape of the northern end of Mitkof Island on which Petersburg is situated is characterized by a gently sloping, muskeg-covered terrain, with altitudes mostly less than 30 m. In contrast, much of the rest of the island is composed of mountainous terrain with many steep valleys.\r\n\r\nDuring the Pleistocene Epoch, the Petersburg area presumably was covered by ice several times; glaciers deeply eroded many valleys on Mitkof Island and adjacent areas. The last major deglaciation probably was largely completed by 12,000 years ago. Delayed rebound of the earth's crust, after the melting of large amounts of ice, permitted extensive inundation of land in the Petersburg area. Subsequently, emergence has elevated marine deposits to a present-day altitude of at least 65 m and probably to 75 m. \r\n\r\nBedrock in the Petersburg map area is composed of relatively hard metamorphic rocks, chiefly phyllite and probably some graywacke. Rocks are of Middle(?) Jurassic to Early Cretaceous age. Five types of surficial geologic material of Quaternary age were recognized: (1) mixed deposits consisting of diamicton, silt-clay, and sand or sandy pebble gravel, (2) alluvial deposits, (3) shore and delta deposits, (4) organic deposits, and (5) artificial fill. Geologic structure in southeastern Alaska is complex because several cycles of tectonic deformation since at least early Paelozoic time have affected different parts of the region. The latest of the major tectonic events in southeastern Alaska occurred in Tertiary time, with some minor activity continuing into the Quaternary Period. Along the outer coast of southeastern Alaska, active strike-slip movement is occurring along the Chichagof-Baranof and Queen Charlotte faults. A segment of the prominent Coast-Range lineament, part of which may be a fault, lies 18 km northeast of Petersburg.\r\n\r\nMany earthquakes occur along the outer coast of southeastern Alaska. Most of these shocks are associated with movements along the Chichagof-Baranof, Queen Charlotte, and Transition faults. A few small earthquakes occur in the region between the outer coast and the southern part of the Coast Mountains. 0nly a few earthquakes have been recorded as felt at Petersburg; these shocks and others possibly felt in the Petersburg region are tabulated. Among the recorded earthquakes the highest intensity (about V-VI) as the magnitude 7.1 earthquake of October 24, 1927, that occurred probably along the Chichagof-Baranof fault, and about 225 km northwest of Petersburg; damage was reported as minor. Other large earthquakes along the Chichagof-Baranof fault that affected or probably affected the Petersburg area in a minor way occurred on August 22, 1949 (magnitude 8.1) and on July 30, 1972 (magnitude 7.25). \r\n\r\nFrom a consideration of the tectonics and earthquake history of the region, earthquakes similar to the 1927, 1949, and 1972 shocks are expected to recur on segments of the Chichagof-Baranof or Queen Charlotte faults. The closest of these fault segments is about 170 km southwest from Petersburg. The likelihood of destructive earthquakes being generated along faults closer to Petersburg is unknown.\r\n\r\nA very generalized discussion of possible geologic effects that could occur in the area during a postulated, theoretically reasonable worst case earthquake of magnitude 8 occurring along the outer coast about 170 km southwest from Petersburg notes that ground shaking probably would be strongest on organic deposits and least on bedrock and on firm, compact diamicton.
