The wetlands were created as mitigation for 14 acres of wetlands that were impacted as part of the construction of a 5.3 mile 500kv overhead transmission line on the Refuge. The area consists of a created forested wetland (13.5 acres), a seasonally inundated green-tree reservoir (6.5 acres), and an impounded pond wetland (3 acres).  Construction included the planting of 6,131 trees, 4,276 shrubs, and 15,102 emergent plants.  Part of the site has been studied intensively since completion and survival of trees and shrubs after 2 years was 88%.  Measurements of these transplants, have shown growth greater than on other created sites in Maryland.  Grasses and other herbaceous vegetation were dominant plants in the meter-square plots in the first two years of sampling of the created forested wetland.  Wildlife surveys for birds, mammals, amphibians, and reptiles have revealed diverse communities.  Although these communities represent species consistent with open habitat, more typical forest species should colonize the area as it undergoes succession into a more mature forested wetland.  The creation, management, and research of this mitigation site represents an excellent example of a partnership between a private electric power company and a federal wildlife refuge.  This partnership has increased local biodiversity and improved regional water quality of the Patuxent River and the Chesapeake Bay.","language":"English","publisher":"Springer","doi":"10.1007/BF01205974","usgsCitation":"Perry, M., Sibrel, C., and Gough, G., 1996, Wetlands mitigation: Partnership between an electric power company and a federal wildlife refuge: Environmental Management, v. 20, no. 6, p. 933-939, https://doi.org/10.1007/BF01205974.","productDescription":"7 p.","startPage":"933","endPage":"939","numberOfPages":"7","costCenters":[{"id":531,"text":"Patuxent Wildlife Research Center","active":true,"usgs":true}],"links":[{"id":198310,"rank":1,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/outside_thumb.jpg"}],"volume":"20","issue":"6","noUsgsAuthors":false,"publicationStatus":"PW","scienceBaseUri":"4f4e49dde4b07f02db5e2231","contributors":{"authors":[{"text":"Perry, Matthew C. 0000-0001-6452-9534","orcid":"https://orcid.org/0000-0001-6452-9534","contributorId":16372,"corporation":false,"usgs":true,"family":"Perry","given":"Matthew C.","affiliations":[],"preferred":false,"id":338154,"contributorType":{"id":1,"text":"Authors"},"rank":1},{"text":"Sibrel, C.B.","contributorId":47490,"corporation":false,"usgs":true,"family":"Sibrel","given":"C.B.","email":"","affiliations":[],"preferred":false,"id":338155,"contributorType":{"id":1,"text":"Authors"},"rank":2},{"text":"Gough, G.A.","contributorId":105013,"corporation":false,"usgs":true,"family":"Gough","given":"G.A.","email":"","affiliations":[],"preferred":false,"id":338156,"contributorType":{"id":1,"text":"Authors"},"rank":3}]}}

Concurrently, changes and diversification of human attitudes are bringing increased disagreement about wildlife management.  Animal-rights advocacy resulting from urbanization of human populations conflicts with traditional wildlife management.  These forces focus more on wolves than on other wildlife because of strong public and media interest in wolves.  Thus wolf management in the future will come under even greater public scrutiny, involve more public input, and may have greater restrictions imposed on it.  This will lead to increased complexity in wolf management including more zoning, more experimentation with lethal and non-lethal capture techniques and alternate methods of alleviating damage to pets, livestock, and large ungulate herds, and greater public and private subsidy of wolf damage.  One form of non-lethal control of wolf populations that may hold some promise is direct sterilization of males to reduce the biotic potential of the wolf population.  Experimental vasectomy of five wild male wolves from four packs in Minnesota indicates that sterile males will continue to hold mates and territories, which would be necessary if sterilization is to be a viable technique for assisting with population control.  If sterile males held territories but failed to produce pups, such territories might contain only about a third the number of wolves as fertile pack territories.  Because wolves are long-lived in unexploited populations and their territories are large, direct sterilization of relatively few animals each year might significantly reduce populations.","largerWorkType":{"id":2,"text":"Article"},"largerWorkTitle":"Journal of Wildlife Research","largerWorkSubtype":{"id":10,"text":"Journal Article"},"language":"English","usgsCitation":"Mech, L., Fritts, S.H., and Nelson, M., 1996, Wolf management in the 21st century: From public input to sterilization: Journal of Wildlife Research, v. 1, no. 2, p. 195-198.","productDescription":"195-198","startPage":"195","endPage":"198","numberOfPages":"4","costCenters":[{"id":531,"text":"Patuxent Wildlife Research Center","active":true,"usgs":true}],"links":[{"id":196116,"rank":0,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/outside_thumb.jpg"}],"volume":"1","issue":"2","noUsgsAuthors":false,"publicationStatus":"PW","scienceBaseUri":"4f4e4955e4b07f02db594801","contributors":{"authors":[{"text":"Mech, L.D. 0000-0003-3944-7769","orcid":"https://orcid.org/0000-0003-3944-7769","contributorId":75466,"corporation":false,"usgs":false,"family":"Mech","given":"L.D.","email":"","affiliations":[],"preferred":false,"id":338172,"contributorType":{"id":1,"text":"Authors"},"rank":1},{"text":"Fritts, S. The weeds were broadleaf signalgrass (Brachiaria platyphylla), junglerice barnyardgrass (Echinochloa colonum), morningglory (Ipomoea sp.), panic grass (Panicum sp.), bull paspalum (Paspalum boscianum), red rice (Oryza sativa), hemp sesbania (Sesbania exaltata), and bristlegrass (Setaria sp.). Weed seeds, except morningglory, deteriorated slower than corn and soybean, whereas rice decomposed slower than all weed seeds except red rice and bull paspalum. For land managers desiring to provide plant food for wintering waterfowl, rice is clearly the most persistent small grain crop in the MAV. Persistence of weed seeds under flooded conditions throughout winter makes them a cost-effective alternative to traditional crops on land managed for waterfowl.","largerWorkType":{"id":2,"text":"Article"},"largerWorkTitle":"Wildlife Society Bulletin","largerWorkSubtype":{"id":10,"text":"Journal Article"},"language":"English","publisher":"U.S. Fish and Wildlife Service","usgsCitation":"Nelms, C., and Twedt, D., 1996, Seed deterioration in flooded agricultural fields during winter: Wildlife Society Bulletin, v. 24, no. 1, p. 85-88.","productDescription":"85-88","startPage":"85","endPage":"88","numberOfPages":"4","costCenters":[{"id":531,"text":"Patuxent Wildlife Research Center","active":true,"usgs":true}],"links":[{"id":199831,"rank":0,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/outside_thumb.jpg"},{"id":16006,"rank":200,"type":{"id":11,"text":"Document"},"url":"https://www.jstor.org/stable/3782838","linkFileType":{"id":5,"text":"html"}}],"volume":"24","issue":"1","noUsgsAuthors":false,"publicationStatus":"PW","scienceBaseUri":"4f4e4a0be4b07f02db5fbf40","contributors":{"authors":[{"text":"Nelms, C.O.","contributorId":41554,"corporation":false,"usgs":true,"family":"Nelms","given":"C.O.","email":"","affiliations":[],"preferred":false,"id":338681,"contributorType":{"id":1,"text":"Authors"},"rank":1},{"text":"Twedt, D.J. 0000-0003-1223-5045","orcid":"https://orcid.org/0000-0003-1223-5045","contributorId":105009,"corporation":false,"usgs":true,"family":"Twedt","given":"D.J.","affiliations":[],"preferred":false,"id":338682,"contributorType":{"id":1,"text":"Authors"},"rank":2}]}}

Problems with (1) establishing self-sufficient captive populations, (2) poor success in reintroductions, (3) high costs, (4) domestication, (5) preemption of other recovery techniques, (6) disease outbreaks, and (7) maintaining administrative continuity have all been significant. The technique has often been invoked prematurely and should not normally be employed before a careful field evaluation of costs and benefits of all conservation alternatives has been accomplished and a determination made that captive breeding is essential for species survival. Merely demonstrating that a species’ population is declining or has fallen below what may be a minimum viable size does not constitute enough analysis to justify captive breeding as a recovery measure. Captive breeding should be viewed as a last resort in species recovery and not a prophylactic or long-term solution because of the inexorable genetic and phenotypic changes that occur in captive environments. Captive breeding can play a crucial role in recovery of some species for which effective alternatives are unavailable in the short term. However, it should not displace habitat and ecosystem protection nor should it be invoked in the absence of comprehensive efforts to maintain or restore populations in wild habitats. Zoological institutions with captive breeding programs should operate under carefully defined conditions of disease prevention and genetic/behavioral management. More important, these institutions should help preserve biodiversity through their capacities for public education, professional training, research, and support of in situ conservation efforts.</span></p>","language":"English","publisher":"Wiley","doi":"10.1046/j.1523-1739.1996.10020338.x","usgsCitation":"Snyder, N., Derrickson, S., Beissenger, S., Wiley, J.W., Smith, T., Toone, W., and Miller, B., 1996, Limitations of captive breeding in endangered species recovery: Conservation Biology, v. 10, no. 2, p. 338-348, https://doi.org/10.1046/j.1523-1739.1996.10020338.x.","productDescription":"11 p.","startPage":"338","endPage":"348","costCenters":[{"id":531,"text":"Patuxent Wildlife Research Center","active":true,"usgs":true}],"links":[{"id":194070,"rank":1,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/outside_thumb.jpg"}],"volume":"10","issue":"2","noUsgsAuthors":false,"publicationDate":"2002-02-27","publicationStatus":"PW","scienceBaseUri":"4f4e4b16e4b07f02db6a5292","contributors":{"authors":[{"text":"Snyder, N.F.R.","contributorId":59383,"corporation":false,"usgs":true,"family":"Snyder","given":"N.F.R.","email":"","affiliations":[],"preferred":false,"id":332873,"contributorType":{"id":1,"text":"Authors"},"rank":1},{"text":"Derrickson, S.R.","contributorId":28927,"corporation":false,"usgs":true,"family":"Derrickson","given":"S.R.","affiliations":[],"preferred":false,"id":332869,"contributorType":{"id":1,"text":"Authors"},"rank":2},{"text":"Beissenger, S.R.","contributorId":26772,"corporation":false,"usgs":true,"family":"Beissenger","given":"S.R.","email":"","affiliations":[],"preferred":false,"id":332868,"contributorType":{"id":1,"text":"Authors"},"rank":3},{"text":"Wiley, J. Arylhydrocarbon hydroxylase and benzyloxyresorufin-</span><i>O</i><span>-dealkylase activities of nestlings from contaminated sites were only slightly elevated (less than threefold) compared with the reference site. Organochlorine pesticide and total polychlorinated biphenyl (PCB) concentrations in nestlings were greatest at contaminated sites, although much lower than found in concurrently collected eggs and pipping embryos. Pollutant concentrations of nestlings were rarely associated with monooxygenase activity. In contrast, concurrently collected pipping heron embryos (often siblings of the nestlings) exhibited pronounced monooxygenase induction (means at contaminated sites were elevated up to sevenfold and values of some embryos exceeded 25-fold induction). Furthermore, monooxygenase activity of pipping embryos was significantly correlated with total PCBs, arylhydrocarbon receptor-active PCB congeners, and toxic equivalents. All three regions experienced depressed cholinesterase activity between 0.5–2 ppm acephate. The regions exhibited cholinesterase recovery at 2–16 ppm acephate; however, cholinesterase activity dropped and showed no recovery at higher dietary levels (&gt;16 ppm acephate). Evidence indicates that the recovery is initiated by the magnitude of depression, not the duration. In general, as acephate concentration increased, differences in ChE activity among brain regions decreased. Three terms are introduced to describe ChE response to acephate exposure: 1) ChE resistance threshold, 2) ChE compensation threshold, and 3) ChE depression threshold. It is hypothesized that adverse effects to birds in the field may occur at pesticide exposure levels customarily considered negligible.</p>","language":"English","publisher":"Elsevier","doi":"10.1016/0742-8413(95)02109-4","usgsCitation":"Vyas, N., Kuenzel, W.J., Hill, E.F., Romo, G., and Komaragiri, M., 1996, Regional cholinesterase activity in white-throated sparrow brain is differentially affected by acephate (Orthene®): Comparative Biochemistry and Physiology, Part C: Pharmacology, Toxicology and Endocrinology, v. 113, no. 3, p. 381-386, https://doi.org/10.1016/0742-8413(95)02109-4.","productDescription":"6 p.","startPage":"381","endPage":"386","costCenters":[{"id":531,"text":"Patuxent Wildlife Research Center","active":true,"usgs":true}],"links":[{"id":196026,"rank":0,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/outside_thumb.jpg"}],"volume":"113","issue":"3","noUsgsAuthors":false,"publicationStatus":"PW","scienceBaseUri":"4f4e4ac9e4b07f02db67c67d","contributors":{"authors":[{"text":"Vyas, N.B. 0000-0003-0191-1319","orcid":"https://orcid.org/0000-0003-0191-1319","contributorId":65567,"corporation":false,"usgs":true,"family":"Vyas","given":"N.B.","affiliations":[],"preferred":false,"id":338032,"contributorType":{"id":1,"text":"Authors"},"rank":1},{"text":"Kuenzel, Wayne J.","contributorId":15723,"corporation":false,"usgs":true,"family":"Kuenzel","given":"Wayne","email":"","middleInitial":"J.","affiliations":[],"preferred":false,"id":338030,"contributorType":{"id":1,"text":"Authors"},"rank":2},{"text":"Hill, E. One hundred twenty-six pairs of breeding mallards (Anas platyrhynchos) were fed diets supplemented with B (as boric acid) at 0, 450, or 900 ppm, in combination with Se (as seleno-DL-methionine) at 0, 3.5, or 7 ppm, in a replicated factorial experiment. Ducklings produced received the same treatment combination as their parents. Boron and Se accumulated in adult liver, egg, and duckling liver. In adults, B and Se caused weight loss, and B decreased hemoglobin concentration, egg weight, and egg fertility. Both B and Se reduced hatching success and duckling weight, and B reduced duckling growth and duckling production, and caused several alterations in duckling liver biochemistry. Duckling survival was not reduced by B or Se, and neither B nor Se had histopathologic effects on adult or duckling liver, kidney, or spleen. There was little evidence of interaction between B and Se. This study demonstrated that B and Se, in the chemical forms and at the dietary levels administered in this study, can adversely affect mallard reproduction and duckling growth.","language":"English","publisher":"Society of Environmental Toxicology and Chemistry","doi":"10.1002/etc.5620150717","usgsCitation":"Stanley, T., Smith, G.J., Hoffman, D.J., Heinz, G.H., and Rosscoe, R., 1996, Effects of boron and selenium on mallard reproduction and duckling growth and survival: Environmental Toxicology and Chemistry, v. 15, no. 7, p. 1124-1132, https://doi.org/10.1002/etc.5620150717.","productDescription":"9 p.","startPage":"1124","endPage":"1132","numberOfPages":"9","costCenters":[{"id":531,"text":"Patuxent Wildlife Research Center","active":true,"usgs":true}],"links":[{"id":193370,"rank":1,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/outside_thumb.jpg"}],"volume":"15","issue":"7","noUsgsAuthors":false,"publicationDate":"1996-07-01","publicationStatus":"PW","scienceBaseUri":"4f4e4a4ae4b07f02db624ae3","contributors":{"authors":[{"text":"Stanley, T.R. Even within populations, considerable variability in dose-response relations may result from different avenues of exposure to the toxicant. Full-scale investigations of the dose-response relations among a variety of species and avenues of exposure can therefore be prohibitively expensive, whether this expense is measured by the number of experimental animals needed, by the human resources committed to the study, or by laboratory expenses. We propose an abbreviated protocol for investigations of multiple dose-response relations that is designed to limit these expenses. The protocol begins with the judicious choice of a baseline dose-response relation to be estimated by a full-scale study involving a minimum of five doses levels, with 10 subjects per dose level. This relation is then used as the basis for rapid screening of subsequent dose-response relations, which are compared to the baseline relation by testing for differences in the median effective dosages. These secondary studies can consist of as few as 14 animals exposed to the estimated median lethal concentration from the baseline study. We describe MS-DOS-compatible software available from the authors that can be used to analyze these data.</span></p>","language":"English","publisher":"Society of Environmental Toxicology and Chemistry","doi":"10.1002/etc.5620150927","usgsCitation":"Link, W., Hill, E.F., Hines, J., and Henry, P., 1996, A resource conservative procedure for comparison of dose-response relationships: Environmental Toxicology and Chemistry, v. 15, no. 9, p. 1612-1617, https://doi.org/10.1002/etc.5620150927.","productDescription":"6 p.","startPage":"1612","endPage":"1617","numberOfPages":"6","costCenters":[{"id":531,"text":"Patuxent Wildlife Research Center","active":true,"usgs":true}],"links":[{"id":196004,"rank":1,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/outside_thumb.jpg"}],"volume":"15","issue":"9","noUsgsAuthors":false,"publicationDate":"1996-09-01","publicationStatus":"PW","scienceBaseUri":"4f4e4b17e4b07f02db6a63ae","contributors":{"authors":[{"text":"Link, W.A. 0000-0002-9913-0256","orcid":"https://orcid.org/0000-0002-9913-0256","contributorId":8815,"corporation":false,"usgs":true,"family":"Link","given":"W.A.","affiliations":[],"preferred":false,"id":337984,"contributorType":{"id":1,"text":"Authors"},"rank":1},{"text":"Hill, E.
