Geological Survey Federal-State Cooperative Water-Resources Program Fiscal Year 1993","docAbstract":"The Federal-State Cooperative Program is a part- nership between the U.S. Geological Survey and State and local agencies. It provides a balanced approach to the study and resolution of water- related problems and to acquiring hydrologic data. The principal program objectives are to: (1) collect, on a systematic basis, data needed for the continuing determination and evaluation of the quantity, quality, and use of the Nation's water resources, and (2) appraise the availa- bility and the physical, chemical, and biological characteristics of surface and ground water through analytical and interpretive investi- gations. During fiscal year 1993, hydrologic data collection, interpretive investigations, and research were conducted by Geological Survey personnel in offices in every State, Puerto Rico, and in several territories in cooperation with about 1,100 local, State, and regional agencies. In fiscal year 1993, Federal funding of $63.5 million was matched by cooperating agencies, which also provided almost $23 million unmatched for a total program of about $150 million. This amounted to nearly 40 percent of the total funds for Geological Survey water- resources activities. This report presents examples of current (1993) investigations. The tendency of rocks to fail in a brittle manner is thought to be a function of both shear and confining stresses, commonly formulated as the Coulomb failure criterion. Here we explore how changes in Coulomb conditions associated with one or more earthquakes may trigger subsequent events. We first consider a Coulomb criterion appropriate for the production of aftershocks, where faults most likely to slip are those optimally orientated for failure as a result of the prevailing regional stress field and the stress change caused by the mainshock. We find that the distribution of aftershocks for the Landers earthquake, as well as for several other moderate events in its vicinity, can be explained by the Coulomb criterion as follows: aftershocks are abundant where the Coulomb stress on optimally orientated faults rose by more than one-half bar, and aftershocks are sparse where the Coulomb stress dropped by a similar amount. Further, we find that several moderate shocks raised the stress at the future Landers epicenter and along much of the Landers rupture zone by about a bar, advancing the Landers shock by 1 to 3 centuries. The Landers rupture, in turn, raised the stress at site of the future </span><i>M</i><span> = 6.5 Big Bear aftershock site by 3 bars. The Coulomb stress change on a specified fault is independent of regional stress but depends on the fault geometry, sense of slip, and the coefficient of friction. We use this method to resolve stress changes on the San Andreas and San Jacinto faults imposed by the Landers sequence. However, the interpretation of anomalies in surficial gases can be difficult because soil-gas concentrations are dependent on both meteorological and environmental conditions.</p><p>For this study, concentrations of He, CO<sub>2</sub>, O<sub>2</sub> and N<sub>2</sub> and meteorological conditions were monitored for 10–14 months at eight nonmineralized sites in both humid and dry environments. Gases were collected at 0.6–0.7-m depth at seven sites. At one site, gases were collected from 0.3-, 0.6-, 1.2-, and 2.0-m depths; diurnal monitoring studies were conducted at this site also. Rain and snowfall, soil and air temperatures, barometric pressure, and relative humidity were monitored at all the sites. The sand, silt and clay content, and the organic carbon content of surficial soil were measured at each site.</p><p>Meteorological conditions generally affected He and CO<sub>2</sub> concentrations in the same way at all the sites; however, these effects were modified by local environmental conditions. Both seasonal and diurnal concentration changes occurred. The most important seasonal concentration changes were related to rain and snowfall and soil and air temperatures. Seasonal changes tended to be larger then the diurnal changes, but both could be related to the same processes. In each of five groups stocked from September 1991 through July 1992, BGD occurred within 6–8 d after stocking. In each instance, BGD was followed by a secondary amoeba infestation. The spontaneous BGD outbreaks did not occur among previously stocked groups that had recovered from earlier BGD disease outbreaks. Examination of gill tissue by Gram stain and indirect fluorescent antibody technique showed increased numbers of filamentous bacteria associated with BGD after the rainbow trout were stocked into the system. Bacterial numbers decreased after a 1-h treatment with chloramine-T at concentrations of 9–15 mg/L but increased within 2 d after treatment. Although the chloramine-T treatments controlled mortality related to BGD, the amoeba infestation persisted. Histological examination of gills showed some focal hyperplasia before the rainbow trout were placed into the recirculation system, but hyperplasia became more extensive and lamellar fusion and mild telangiectasis developed within a week after placement in the system. The density at which the fingerling rainbow trout were stocked and the suspended solids present in tank water may have contributed to the BGD outbreaks. High specific conductance values and elevated concentrations of ammonia, barium, boron, calcium, chloride, dissolved solids, potassium, sodium, and strontium were measured in water samples from wells screened in the alluvial and Memphis aquifers downgradient from or proximal to the landfill. Of these constituents, barium, boron, chloride, and strontium were used in the geochemical model code PHREEQE to estimate the percent leachate component in selected Memphis aquifer samples. These components, including metals and their ligands, become concentrated in magmas in various ways from various sources, including subducted oceanic crust. Leaching of rocks also contributes components to the hydrothermal fluid—a process enhanced where acid magmatic vapours are absorbed by deeply circulating meteoric waters.
