World-wide estimates for the amount of gas contained in\r\nhydrates range from 1.1 x 105 to 2.7 x 108 trillion cubic feet.  Gas\r\nhydrates exist in many Arctic regions, including the North Slope of\r\nAlaska.\r\n\r\nThe two primary objectives of the U.S. Geological Survey Gas Hydrate\r\nResearch Project are (1) to map the distribution of in-situ gas hydrates\r\non the North Slope of Alaska, and (2) to evaluate the geologic parameters\r\nthat control the distribution of these gas hydrates.  To aid in this\r\nstudy, British Petroleum Exploration, ARCO Alaska, Exxon Company USA, and\r\nthe Continental Oil Company allowed the U.S. Geological Survey to collect\r\ngeochemical samples from  drilling North Slope production wells.\r\n\r\nMolecular analysis of gaseous drill cutting and free-flowing gas samples\r\nfrom 10 production wells drilled in the Prudhoe Bay, Kuparuk River, and\r\nMilne Point oil fields indicates that methane is the primary hydrocarbon\r\ngas in the gas hydrate-bearing stratigraphic units. Geometric- and hydrologic-aquifer characteristics in two spatial dimensions are represented by triangular finite elements and linear basis functions; one-dimensional finite elements and linear basis functions represent time. Finite-element matrix equations are solved by the direct symmetric-Doolittle method or the iterative modified, incomplete-Cholesky, conjugate-gradient method. Physical processes that can be represented by the model include (1) confined flow, unconfined flow (using the Dupuit approximation), or a combination of both; (2) leakage through either rigid or elastic confining beds; (3) specified recharge or discharge at points, along lines, and over areas; (4) flow across specified-flow, specified-head, or head-dependent boundaries; (5) decrease of aquifer thickness to zero under extreme water-table decline and increase of aquifer thickness from zero as the water table rises; and (6) head-dependent fluxes from springs, drainage wells, leakage across riverbeds or confining beds combined with aquifer dewatering, and evapotranspiration.</p><p>The report describes procedures for applying MODFE to ground-water-flow problems, simulation capabilities, and data preparation. Guidelines for designing the finite-element mesh and for node numbering and determining band widths are given. Tables are given that reference simulation capabilities to specific versions of MODFE. The test is constructed to meet four rules, which we propose to be applicable to the test of any method for earthquake prediction: &nbsp;</p><p>1. An earthquake prediction technique should be presented as a well documented, logical algorithm that can be used by &nbsp;investigators without restrictions. </p><p>2. The algorithm should be coded in a common programming language and implementable on widely available computer systems. </p><p>3. A test of the earthquake prediction technique should involve future predictions with a black box version of the algorithm in which potentially adjustable parameters are fixed in advance. The source of the input data must be defined and ambiguities in these data must be resolved automatically by the algorithm. </p><p>4. At least one reasonable null hypothesis should be stated \u0001 in advance of testing the earthquake prediction method, and it should be stated how this null hypothesis will be used to estimate the statistical significance of the earthquake predictions. </p><p>The M8 algorithm has successfully predicted several destructive \u0001 earthquakes, in the sense that the earthquakes occurred inside regions with linear dimensions from 384 to 854 km that the algorithm had identified as being in times of increased probability for strong earthquakes. In addition, M8 has successfully \"post predicted\" high percentages of strong earthquakes in regions to which it has been applied in retroactive studies. The statistical significance of previous predictions has not been established, however, and post-prediction studies in general are notoriously subject to success-enhancement through hindsight. Nor has it been&nbsp;determined how much more precise an M8 prediction might be than forecasts and probability-of-occurrence estimates made by other techniques.
