In April 1994, gas samples were collected from test hole UZB-2, which was drilled about 350 feet south of the southwest corner of the fence enclosing the burial site. The test hole is part of a study to determine the depth to which atmospheric air circulates through the unsaturated sediments at the desert site. Laboratory results completed in May 1995 show activities of tritium and <sup>14</sup>C were greater than expected, with measured tritium in the water vapor as high as 762 tritium units at a depth of 79 feet and measured <sup>14</sup>C in carbon dioxide as high as 1,700 percent modern carbon at a depth of 18 feet.</p><p>In July 1995, the uppermost five air ports in test hole UZB-2 were resampled. In addition, water vapor was collected for tritium analyses at a distant test hole, and water vapor for tritium analyses and carbon dioxide for <sup>14</sup>C analyses were collected from three depths at the research shaft about 200 feet north of test hole UZB-2, and at two shallow probes (depth of 5.5 feet) next to the fence enclosing the burial site. Analyses of samples collected in the upper 112 feet from test hole UZB-2 in July 1995 show the same distribution of tritium and<sup> 14</sup>C as analyses of samples collected in April 1994, except that activities were somewhat greater in July. The Panoche Water District is an agricultural area located in the western San Joaquin Valley of California. Because irrigation drainage from this area has high concentrations of dissolved solids and selenium, management strategies have been developed to improve the quality of drainwater discharge. The purpose of the Panoche Water District's monitoring program is to assess the effects of water- and land-use practices on local ground water and drain flow from the district. Drainflow from the district consists of the discharge from 50 separate on-farm underground tile-drainage systems. The Panoche Water District maintains information on water deliveries, planned and actual crop types, and planned and actual acreages planted each year. In addition, the water district monitors ground-water and drainage-system discharges using a variety of data-collection methods. A total of 62 observation well sites are used to monitor ground-water level and quality. A total of 42 sites were monitored for drainflow quantity, and drain flow quality samples were collected from the outlets of each of the 50 drainage systems. However, these data were collected inconsistently and (or) intermittently during the period studied. All data obtained from the water district were compiled and stored in a geographic information system database. Water delivered for irrigation by the Panoche Water District is a mix of imported water and local ground water pumped directly into delivery canals. Although delivered water is a mix, information on the proportion of water from the two sources is not reported. Also, individual growers pump directly to their crops unknown quantities of ground water, the total of which could be greater than 60 percent of total applications during years when water district deliveries are greatly reduced (for example, the years during and following a drought). To evaluate the effects of irrigation on ground-water and drainflow quality, data on the combined chemical characteristics and the volume of water applied to crops are needed as part of the district's monitoring program. For example, without these data, this study could estimate only the effects of irrigation on ground-water recharge for 1986 (60.4 106 m3/y), 1987 (74.2  106 m3/y), and 1988 (56.0 106 m3/y) in the Panoche Water District water years when the amount of ground water pumped by individual growers was probably small. Water-level data show a significant decline of the water table in the upslope, undrained parts of the study area, and little or no significant change in the down slope, drained parts of the study area. Pumping from productions wells, most of which are located in the upslope part of the study area, may have contributed to the decline of the water table in the upslope area. The quantities of drainflow, dissolved solids, and selenium discharged from the study area decreased during the study period. However, drainflow, dissolved solids, and selenium discharged from individual on-farm drainage systems did not decrease. The report recommends a strategy for nationwide water-quality monitoring and technical monitoring improvements to support sound water-quality decisionmaking. The strategy is intended to achieve a better return on public and private investments in monitoring, environmental protection, and natural resources management. It is also designed to expand the base of information useful to a variety of users at multiple geographic scales. Institutional and technical changes are needed to improve water-quality monitoring and to meet the full range of monitoring requirements. Monitoring must be incorporated as a critical element of program planning, implementation, and evaluation. The strategy includes recommendations in many key elements, such as the development of goal-oriented monitoring and indicators, institutional collaboration, and methods comparability. Initial actions have been taken to implement the strategy. Several Federal agencies have jointly purchased and shared remotely sensed land-cover information needed for water assessment. Major agency data systems are using common data-element names and reference tables that will ensure easy sharing of data. A number of States have held meetings with collectors of water information to initiate statewide monitoring strategies. New monitoring guidance has been developed for Federal water-quality grants to States. Many State offices have changed monitoring programs to place emphasis on priority watersheds and to improve assessment of water quality. As the competition increases for adequate supplies of clean water, concerns about public health and the environment escalate, and more demands are placed on the water information infrastructure. The potentiometric surface was at least 70 feet above sea level near the northwestern boundary and outcrop area of the aquifer in a topographically high area of Anne Arundel County, and nearly 60 feet above sea level in a similar setting in Prince Georges County. From these high areas, the potentiometric surface declined to the south and southeast toward large well fields in the Annapolis and Waldorf areas and at the Chalk Point powerplant. The middle confining unit and the Lower Floridan aquifer generally contain highly mineralized water. In most reports on the hydrology of southwest Florida, the term \"Floridan aquifer\" has been applied to the water-bearing rocks, herin referred to as the Upper Floridan aquifer. The Upper Floridan aquifer is a productive aquifer and supplies more than 10 times the amount of water pumped from either the surfical aquifer system of the intermediate aquifer system in most of the study area (Duerr and other, 1988).&nbsp;</p><p>This map report depicts the potentiometric surface of the Upper Floridan aquifer in May 1995. The potentipmetric surface represents to the level to which water will rise in tightly cased wells that tap a confined aquifer system. The surface is mapped by determining the altitude of water levels in a network of wells and is represented on maps by contours that connect point of equal altitude. This map represents water-level conditions near the end of the dry season when ground-water withdrawals for agricultural use are usually high. The cumulative rainfall for the study area was 2.98 inches above average for the period from June 1994 through May 1995 (Southwest Florida Water Management District, The map is based on water-level measurements made at more than 900 wells and springs. Approximately 30 new wells were added to better define the potentiometric surface mainly in the northwest area of the map. Data on the map were contoured using 5-foot contour intervals in most areas. Two new wells located north of Rainbow Springs indicate a slight northward extension of the depressed area surrounding the springs. Several new wells in Bradford County indicate a slight reduction in the size of the potentiometric-surface high along the northwest edge of the county. The potentiometric surface of this karstic aquifer generally reflects land surface topography. Potentiometric-surface highs often correspond to topographic highs, which are areas of recharge to the Upper Floridan aquifer. Springs within topographic lows along with areas of more diffuse upward leakage are natural zones of discharge. Municipal, agricultural, and industrial withdrawals have lowered the potentiometric surface in some areas. The potentiometric surface ranged from 127 feet above sea level in Polk County to 84 feet below sea level in southeast Georgia near the St. Marys River. Water levels measured in May 1995 generally were about 0 to 4 feet higher than those measured in May 1994 except in St. Lucie County and near Rainbow Springs, where levels were 1 to 3 feet lower. Generally, May 1995 water levels were 0 to 5 feet lower than levels in September 1994, except near Orlando, where levels were 6 to 12 feet lower, and across the northwest corner of the map area which includes Marion, Alachua, Bradford, Baker, and Nassau Counties, north and west Duval County, and south Georgia. Data are presented from January 1992 through September 1994. This report concentrates on data from July through September 1994, and references historic data from 1992 through June 1994. Total rainfall for the first nine months of 1994 was about 77 inches which is 72 percent of the mean annual rainfall of 106 inches. In comparison, total rainfall for the first nine months of 1992 and 1993 was 67 inches and 69 inches, respectively. Annual rainfall totals in 1992 and 1993 were 93 inches and 95 inches, respectively. Ground-water withdrawal during July through September 1994 has averaged 919,400 gallons per day, while annual withdrawals in 1992 and 1993 averaged 935,900 gallons per day and 953,800 gallons per day, respectively. At the end of September 1994, the chloride concentration of the composite water supply was 56 milligrams per liter, well below the 250 milligrams per liter secondary drinking-water standard established by the U.S. Environmental Protection Agency. Chloride concentrations of the composite water supply from July through September 1994 ranged between 51 and 78 milligrams per liter. Chloride concentration of ground water in monitoring wells at Cantonment and Air Operations increased in July and August, but have leveled off or decreased in September. There has been a general trend of increasing chloride concentrations in the deeper monitoring wells since the 1992 dry season, which began in March 1992. A fuel leak at Air Operations caused the shutdown of ten wells in May 1991. Four of the wells resumed pumping for water-supply purposes in April 1992. Although both areas are underlain by sandy surficial aquifers over which intensive irrigated agriculture dominates the land use, their ground-water quality differs. Ground water from the eastern study area has significantly higher concentrations of nitrate and agricultural herbicides than does ground water from the western area. Major differences in rainfall and minor differences in soils, depth to ground water, and agricultural practices between these two areas can account for the differences measured in ground-water quality.
