The Highway Division, Georgia Department of Transportation, plans the extension of Georgia Highway 400 from Interstate 285 southward to Interstate 85. As part of this extension, the Highway Division plans construction of a bridge crossing Nancy Creek near Atlanta, Georgia. The U.S. Geological Survey, in cooperation with the Highway Division, determined the flood flow characteristics of Nancy Creek near the bridge crossing. The flood frequency, elevation discharge relation, flood profiles, floodway, and flood flow effects were determined. The maximum backwater effect for the proposed bridge and relocated channel was 0.2 ft for the 100-yr flood. The relocated channel will drastically shorten flow length near the proposed State Highway 400 extension and reduce the 100-yr flood elevation between one and two ft from existing conditions between the proposed site and Windsor Parkway. A detailed data base and data management system has been developed to facilitate modeling of the watershed for water quality planning purposes; statistical analysis; plotting of meteorologic, hydrologic and water quality data; and geographic data analysis. The system is Maryland 's prototype for development of a basinwide water quality management program. A key step in the program is to build a calibrated and verified water quality model of the basin using the Hydrological Simulation Program--FORTRAN (HSPF) hydrologic model, which has been used extensively in large-scale basin modeling. The compilation of the substantial existing data base for preliminary calibration of the basin model, including meteorologic, hydrologic, and water quality data from federal and state data bases and a geographic information system containing digital land use and soils data is described. The data base development is significant in its application of an integrated, uniform approach to data base management and modeling. The States affected most by these floods were Maine, Massachusetts, and New Hampshire. The flooding was the result of two distinct storms-one that brought heavy rains to the area from March 30 to April 2 and the other that brought additional precipitation from April 4 through April 8. Fortunately for the residents of Maine, Massachusetts, and New Hampshire, the two storms developed their greatest intensity and dropped the most precipitation over different parts of the three-State area. The first storm combined with meltwater from the snowpack to produce major flooding primarily in the western and south-central parts of Maine. The second storm produced flooding primarily in southern New Hampshire and northeastern and northwestern Massachusetts. Many streams in the affected area produced peaks that exceeded previously known flood heights and discharges, and the recurrence interval of many peak discharges exceeded 100 years. During fiscal year 1987, surface water discharge was determined at 10,624 stations; stage data on streams, reservoirs, and lakes were recorded at 1,806 stations; and various surface water quality characteristics were determined at 2,901 stations. In addition, groundwater levels were measured at 32,588 stations, and the quality of groundwater was determined at 9,120 stations. Data on sediment were collected daily at 174 stations and on a periodic basis at 878 stations. Information on precipitation quantity was collected at 909 stations, and the quality of precipitation was analyzed at 78 stations. Data collection platforms for satellite telemetry of hydrologic information were used at 2,292 Geological Survey stations. Funding for the hydrologic stations was derived, either solely or from a combination, from three major sources - the Geological Survey 's Federal Program appropriation, the Federal-State Cooperative Program, and reimbursements from other Federal agencies. The number of hydrologic stations operated by the Geological Survey declined from fiscal year 1983 to 1987. The number of surface water discharge stations were reduced by 452 stations; surface water quality stations declined by 925 stations; groundwater level stations declined by 1,051 stations; while groundwater quality stations increased by 1,472 stations.
