The curves are often used with the Habitat Evaluation Procedures (HEP) and are necessary components of the Instream Flow Incremental Methodology (IFIM) (Armour et al. 1984). Bovee (1986) described three categories of SI curves or habitat suitability criteria based on the procedures and data used to develop the criteria. Category I curves are based on professional judgment, with 1ittle or no empirical data. Both Category II (utilization criteria) and Category III (preference criteria) curves have as their source data collected at locations where target species are observed or collected. Having Category II and Category III curves for all species of concern would be ideal. In reality, no SI curves are available for many species, and SI curves that require intensive field sampling often cannot be developed under prevailing constraints on time and costs. One alternative under these circumstances is the development and interim use of SI curves based on expert opinion. The Delphi technique (Pill 1971; Delbecq et al. 1975; Linstone and Turoff 1975) is one method used for combining the knowledge and opinions of a group of experts. Seepage from springs was measured periodically during the study. The data were used to identify runoff characteristics at the waste burial ground and the reprocessing plant area, 400 meters to the north. Preliminary water budgets for April 1982 through March 1983 were calculated to aid in the development of groundwater flow models to the two areas. Nearly 80% of the measured runoff from the burial ground area was storm runoff; the remaining 20% was base flow. In contrast, only 30% of the runoff leaving the reprocessing plant area was storm runoff, and 70% was base flow. This difference is attributed to soil composition. The burial ground soil consists of clayey silty till that limits infiltration and causes most precipitation to flow to local channels as direct runoff. In contrast, the reprocessing plant area is overlain by alluvial sand and gravel that allows rapid infiltration of precipitation and subsequent steady discharge from the water table to nearby stream channels and seepage faces. Measured total annual runoff and estimated evapotranspiration from the reprocessing plant area exceeded the precipitation by 35%, which suggests that the groundwater basin is larger than the surface water basin. The additional outflow probably includes underflow from bedrock upgradient from the plant, water leakage from plant facilities, and groundwater flow from adjacent basins. Flood damage to property and roads and bridges exceeded $5 million. Lewis and Oswego Counties were declared Federal disaster areas, primarily a result of flooding of the Black River and Salmon River. Storm-precipitation and runoff maps show the storms ' greatest intensity to have been over the Tug Hill and southwest Adirondack areas. Total rainfall from December 28 through January 2 was 6.90 inches at Stillwater Reservoir but only 0.69 inches at Lake Placid. New peak discharges of record occurred at 17 gaging stations throughout northern New York, and the maximum discharge at 17 sites had recurrence intervals equal to or greater than 100 years. Computed inflows to 11 major lakes and reservoirs in northern New York indicate that significant volumes of water (as much as 5 inches of storm runoff at Stillwater Reservoir) were stored during the storm-runoff period. Maximum 1-day flood volumes at two gaging stations on the Black River had recurrence intervals greater than 100 years. To help evaluate the extent of flooding, 67 floodmarks were obtained along a 94-mile reach of the Black River from Dexter to Forestport, and several floodmarks were surveyed within major communities along the Salmon River. The floodmarks were obtained primarily near major bridges and dams along these rivers. The Horlick overlies an erosion surface cut into Ordovician granitic rocks and is, in turn, overlain by Carboniferous and Permian glacial and periglacial deposits. Textures, sedimentary structures, and ubiquitous marine body fossils and animal traces suggest that the Horlick was deposited on a shallow shelf having moderate wave energy and a moderate tidal range. The laboratory analysts provide analytical support to those programs of the Geologic Division that require chemical information and conduct basic research in analytical and geochemical areas vital to the furtherance of Division program goals. Laboratories for research and geochemical analysis are maintained at the three major centers in Reston, Virginia, Denver, Colorado, and Menlo Park, California. The Division has an expertise in a broad spectrum of analytical techniques, and the analytical research is designed to advance the state of the art of existing techniques and to develop new methods of analysis in response to special problems in geochemical analysis. In this report the studied area is called the 'wilderness study area', or simply the 'study area.' No identified mineral or energy resources occur within the study area. The southern part of the area has moderate mineral resource potential for undiscovered gold and silver, and the Woodruff Formation in the southern part of the area has high resource potential for undiscovered vanadium, zinc, selenium, molybdenum, and silver (fig. 1). This assessment is based on field geochemical studies in 1984 and 1985 by the U.S. Bureau of Mines and field geochemical studies and geologic mapping by the U.S. Geological Survey in 1984 and 1985. The remainder of the study area has low resource potential for undiscovered gold, silver, lead, zinc, manganese, tin, and molybdenum. The study area also has low resource potential for undiscovered oil and gas resources.\r\n\r\nThe Antelope Wilderness Study Area is about midway between Tonopah and Eureka, Nev., in the northern Hot Creek Range and southern Antelope Range of central Nevada. It is accessible by unimproved dirt roads extending 20 mi (miles) north from U.S. Highway 6 and 40 mi south from U.S. Highway 50 (fig. 2). Most of the study area consists of rugged mountainous terrain having approximately 2,600 ft (feet) of relief. The mountain range is a block tilted gently to the east and bounded on both sides by normal faults that dip steeply to moderately west and have major displacements. Most of the study area is underlain by a thick sequence of Tertiary volcanic rocks that predominantly consist of silicic ash-flow tuff, the Windous Butte Formation. Paleozoic and lower Mesozoic (see geologic time chart in appendix) marine sediments occur along the southern margin of the study area, and lower Paleozoic rocks are exposed in the northeast corner.\r\n\r\nThe areas of exposed Paleozoic-Mesozoic rocks along the southern margin of the study area have moderate mineral resource potential for gold and silver in sediment-hosted, disseminated, epithermal (low-temperature) gold-silver deposits (fig. 1). These rocks consist of folded and thrust-faulted, fine-grained clastic sediments and limestone and dolomite that locally have been brecciated and hydrothermally altered. The alteration (locally, strong silicification) and geochemical associations of these rocks indicate a favorable environment for such deposits. Exploration for disseminated gold deposits in the same geologic environment is currently being conducted just south of the study area. The remainder of the study area has low resource potential for epithermal gold and silver vein deposits in the Tertiary volcanic rocks.
