The tract set aside for the reformatory includes sec. 12 and the eastern half of sec. 11, T. 12 N, R. 8 W., and is about 1,000 acres in area. The proposed building site is in the north-central part of sec. 12, on a flat-topped hill just north of well No. 69. (See Plate 1.)\r\nIt is understood that a maximum of 1,200 inmates is contemplated for this reformatory and that a water supply of about 120,000 gallons a day, or 85 gallons a minute, will be required in the summer. However, the potential capacity of the wells should be somewhat greater than 85 gallons a minute to allow for decline in yield.\r\n\r\nThe author, who was assigned to this work by the United States Geological Survey, arrived in Oklahoma City April 21, 1931, and spent one week in field work in the area. After a conference with Dr. C.N. Gould, State Geologist of Oklahoma, it was decided that the possible sources of ground water to be investigated were the 'Red Beds' underlying the whole area, the Tertiary sands capping the hills north of the North Canadian River, and the river alluvium in the North Canadian River Valley. This field and its continuation east of Price River the Book Cliffs coal field contain excellent coal of bituminous rank and together form the largest and most productive coal area in Utah. Coal from these fields has long been highly esteemed by users of western fuels and commands an important position in the fuel markets of the West.</p><p>Mining of the coal began in a small way with the earliest settlements in this part of Utah. As population increased and transcontinental railroads were built, large mines were, opened and commercial development has advanced until at the present time most of the places accessible by existing railroads are the scenes of large mining enterprises, and the volume of coal passing out to the fuel-consuming centers of the West has reached an annual average of about 4,800,000 tons. The discovery of high-grade ore by the Gilbert brothers on the Last Hope claim in 1924 led to a boom during which the region was extensively prospected and claims were staked out covering not only the Gilbert district but another area from which the barren later andesite has been eroded, known as South Gilbert. The total production for the years 1917-1925, according to data furnished by Mr. V. C. Heikes, U. S. It was, however, limited in this work on account of the appropriation provided, and it has therefore confined its investigations to stream-gaging work in the principal watersheds of Kansas. This work has been carried out under a cooperative agreement entered into with the United States Geological Survey.</p>\n<p>Previous to the formation of the Kansas Water Commission the State Board of Irrigation Survey, Experiment and Demonstration cooperated with the United States Geological Survey in the stream-gaging investigations in Kansas from 1895 to 1906. Work by the United States Geological Survey was begun in 1895 by Arthur P. Davis, under the direction of F. H. Newell, chief hydrographer. E. C. Murphy, professor of engineering in the Kansas State University at Lawrence, Kan., was in charge of the work in eastern Kansas, and W. G. Russell was in charge of the work in western Kansas. Prof. O. P. Hood, of the Kansas State Agricultural College, Manhattan, Kan., cooperated in maintaining the gaging station on the Blue river near Manhattan. During 1904, 1905 and part of 1906, M. C. Hinderlider was district hydrographer.</p>\n<p>From 1906 to 1916 no stream-gaging investigations were made in Kansas, and the only records available for this period are those of river stages taken by the United States Weather Bureau, at a few selected stations, for use by the river forcast service. In this paper the evidence on which this early correlation was based is reviewed, later evidence is considered, and the conclusion is reached that all the basal Cretaceous deposits in the area under consideration are of Upper Cretaceous age. The data presented in this report show that the variation in annual run-off differs in different areas in the Rocky Mountain region, owing to the differences in the sources of the precipitation in these areas. Except in the drainage basins of streams in northern Montana the year of lowest run-off shown by the records was 1902, when the run-ff at one station was only 36 per cent of the mean run-ff for the periods covered by the several records available. The percentage variation of run-ff for streams in different parts of Colorado is less for any one year than that for streams in the mountain region as a whole, and for streams in the same major drainage basin the annual variation is markedly similar. The influence of topography upon variation in annual run-ff for streams in Colorado is marked, the streams that rise in the central mountain region having a smaller range in variation than the streams that rise on the eastern or western edges of the central mountain mass. The streams that rise on the plains just east of the mountains have a greater variation than those of any of the mountain groups.</p>\n<br/>\n<p>The ratio of any 10-year mean to the mean for the entire period covered by the records ranges from 72 to 133 per cent. For the South Platte, Arkansas, and Rio Grande the run-off during the nineties was below the normal, but since about 1903 it has been above normal. (See Pl. I.) Its north end is occupied by the southern part of San Francisco Bay. Toward the south it rises gradually and becomes increasingly rough until it ceases to be a valley. Its trend is approximately parallel to the Pacific coast and to the main structural trend of the Coast Ranges. The drainage basin of Santa Clara Valley is about 140 miles long and has a maximum width of/ about 45 miles; the area tributary to the valley south of latitude 37° 40' is about 3,100 square miles.1 The valley itself has a length of about 100 miles, of which 70 miles is south of San Francisco Bay, a maximum width of about 15 miles, and an area, exclusive of the part. occupied by the bay, of about 590 square miles, or about 380,000 acres. The upper part of the equivalent beds in southeastern Wyoming was referred by some writers to the Benton Shale and the lower part of the Cloverly formation.  This so-called Dakota formation of northern central Colorado and its equivalent in southeastern Wyoming consist of cherty conglomerate, brown quartzose sandstone, and dark shale.  The conglomerate is usually at the base of the series and at many localities is overlain by a single shale unit and that in turn by a sandstone.  At other localities, however, there are several alternations of sandstone and shale above the basal conglomeratic layer.  The fossil described in this paper, except one specimen, were obtained from the shales of the middle part of the formation. According to the United States census of 1910, the area in farms was 43,384,799 acres, or 67,789 square miles, 83 per cent of the total area of the state &mdash;82,158 square miles.</p>\n<p>The products of these farms rank high in value among those of farms in other states, as shown by comparative statistics compiled by the United States Department of Agriculture, Bureau of Crop Estimates. For the period from 1913 to 1917 Kansas ranked ninth of the states of the United States in the value of all crops raised, exclusive of livestock; in 1919 Kansas ranked fifth. In livestock Kansas ranked sixth in 1918 and eighth in 1919.</p>\n<p>Climatic conditions have largely dominated agricultural development in Kansas. Early ventures in dry farming in western Kansas, encouraged by a succession of rainy seasons, resulted in disheartening disasters, due to the dry seasons that followed. Throughout that region the farmers have gradually utilized the surface and underground waters for irrigation to provide against this deficiency of rainfall.</p>\n<p>The floods that have occurred in the valleys of eastern\" Kansas at frequent intervals during the past twenty years have been the subject of much investigation by state and Federal organizations. In 1844 and 1903 exceptionally disastrous floods occurred in the Kansas (Kaw) valley. Floods that were of lesser magnitude, but that caused widespread loss and injury to property, have occurred in other years, the most recent being the flood of 1915. Much of the cultivated land in these valleys lies along fertile river bottoms that are annually liable to overflow, and the control of the flood waters on these rivers and their tributaries is therefore one of the problems arising from unfavorable climate that demand early solution.</p>\n<p>In view of the increasing demand for water for domestic service and fire protection, the need of determining whether the supply is adequate for rapidly growing centers of population throughout the state has recently been impressed very strongly upon a great many communities. The dependability of available sources of water supply during seasons of drought is fully as important as investigations of flood problems.</p>\n<p>Practical solutions of the many local and statewide water problems, such as flood protection, flood prevention, domestic water supply, drainage, irrigation, and water power, depend largely on a thorough knowledge of certain physical data relating to water resources.</p>\n<p>Hydrologic conditions differ widely in the different drainage basins, so that long-time investigations of stream-flow phenomena in each basin, as well as long-time investigations of meteorologic conditions over the state, are essential in the formulation of comprehensive plans to meet specific water problems.</p>\n<p>The collection of long-time records of stream-flow in Kansas which is published in this volume has been prepared for the use of those who are concerned with the different phases of the utilization of water in the state.</p>","language":"English","publisher":"Kansas Water Commission, Printed by Kansas state printing plant, B.
